Monitoring, Evaluation, Research and Learning (MERL) Officer

GENERAL FUNCTION

MERL Officer for the “USAID Strengthening Civil Society and Media Systems Activity (Sawt)”. Under the guidance of the MERL Manager, the MERL Officer will participate in all monitoring and evaluation activities and will be responsible for designing, implementing, and managing M&E frameworks and systems; collecting, verifying, and reporting data on program activities; and capturing impact, learning, and best practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES are listed below; other duties may be assigned.

  • Assist in creating and implementing internal M&E systems and information management processes to ensure organized, secure, and user-friendly storage and retrieval of M&E data.
  • Collect, verify, and report M&E data in compliance with USAID’s and Internews’ data quality standards.
  • Assist in creating and maintaining internal tracking systems to maintain M&E and CLA data in an organized, secure, and user-friendly way.
  • Monitor, review, and ensure the quality of M&E data from key partners, grantees, and technical specialists.
  • Input all required training and M&E data into USAID’s online systems as required by the project’s agreement.
  • Attend Sawt activities and trainings and work with the project team to monitor them properly; this includes creating evaluation tools, collecting data firsthand from partners/beneficiaries and analyzing the collected data.
  • Collaborate with technical teams on appropriate data collection methods, tools, and reporting formats.
  • Support the design and implementation of baseline/midline assessments and other surveys according to the approved workplan.
  • Assist the M&E Manager and other project staff in producing regular, timely, and accurate narrative reports (including M&E data) per donor guidelines.
  • Conduct regular field visits to assess the progress of the project’s implementation and ensure high quality of deliverables.
  • Participate in periodic review and planning meetings, generating minutes and lessons learnt documents and discuss results of data and plan action steps to build on strengths and address the weaknesses.
  • Develop close working relationships with all project partners, participants and stakeholders.
  • Conduct qualitative and quantitative data analysis processes and produce timely and precise M&E reports.
  • Assist the M&E manager towards promoting a culture of continuous learning throughout the organization through facilitating learning activities and knowledge management to ensure that recommendations and lessons learned are both accessible and actionable
  • Any other related duties assigned by the supervisor to ensure program success.

REQUIRED QUALIFICATIONS

Education

  • University degree in economics, mathematics, statistics, social sciences or any equivalent is desirable or equivalent lived/professional experience.

Experience

  • At least 3 years of experience working in the MERL field. Experience in similar projects working with civil society organizations and/or media outlets is highly preferred.
  • Experience in designing tools and strategies for data collection, analysis, visualization, and production of reports.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Demonstrated experience in data analysis software.
  • Experience in planning and managing surveys.
  • Experience in CLA principles and methodologies is preferred.

Skills

  • Strong research and analytical skills.
  • Familiarity with data visualization platforms is highly preferred.
  • Good writing and/or reporting skills.
  • Excellent organizational and communication skills.
  • Fluency in written and spoken Arabic and English is required.

Ability and permission to work and reside in Jordan without Internews sponsorship.
