The GIZ Jordan Project “Strong Water Utilities” is seeking to hire a “Senior Water and Sanitation Advisor - Focus: Water and Energy Management” based in Jordan- for full-time base employment.
The Strong Water Utility project is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Its primary objective is to help water institutions in Jordan tackle challenges related to institutional development and process improvements aimed at reducing water losses and energy consumption, enhancing wastewater management, and providing better rural drinking water supplies.
This project is strategically designed to elevate the performance of water supply, wastewater management, and energy efficiency within the Jordanian water sector.
The project specifically targets professionals and managers within the Ministry of Water and Irrigation, the Water Authority, and three water utilities. It particularly aims to benefit the Jordanian population, especially in the governorates of Balqa, Mafraq, and Karak. The project will span a four-year period.
Qualifications and specialist knowledge
- MSc in Water, Mechanical, Energy Engineering, Economics or any area related to the position.
- 15 years of professional experience in the Water Sector
- at least 5 years professional experience in a public advisory or a private consulting services, with a background in water and environment, water management.
- Experience in regulatory and institutional analysis, and communication with stakeholders in this respect.
- Excellent knowledge of GIZ project management processes
- 5 years of experience in leading teams in GIZ (> 5 persons)
- Excellent knowledge in writing reports and using excel sheets (English and Arabic).
- Very good communication skills.
- Fluent written and oral knowledge of Arabic and English. Knowledge of German language is an asset.
Main Responsibilities
- Support the water sector (WAJ and Water Utilities) in improving their Energy and Water Management
- Support WAJ and the Water Utilities in:
- improving the Non-Revenue Water Management,
- implementing the Energy Management System in all WUs
- establishment a Technical Asset Management System
- improving the rural water supply infrastructure in selected communities
- in all related working fields
- operation planning,
- conducting Monitoring & Evaluation
- elaboration of terms of references
- coordination of all consulting activities in Output 1,2 & 4
- assuming responsibility for the reporting
- Managing the staff according to GIZ's understanding of cooperation and leadership principles.
- Coordination with teams of Output 1 to 4 (GIZ staff and consulting team)
Location: Amman, travelling to other Water Utilities frequently
