DIVISION PURPOSE: The Solid Waste Management (SWM) program aims to ensure effective and sustainable waste management solutions in refugee and host community settings. It focuses on improving infrastructure, waste reduction, recycling initiatives, and fostering partnerships with key stakeholders.

TEAM PURPOSE: The SWM team’s mission is to develop and implement comprehensive waste management strategies in camps and host communities, enhancing environmental health, public hygiene, and contributing to the long-term sustainability of the region. Our team works closely with refugee populations, local communities, and municipal authorities to ensure inclusive and efficient waste management practices that support public health and environmental protection.

JOB PURPOSE: The SWM Program Manager is responsible for the strategic oversight and operational management of SWM projects, The Program Manager will oversee the design, implementation, and monitoring of waste management initiatives, including recycling, composting, and safe disposal of solid waste in both humanitarian and development contexts as well as staff management.

DIMENSIONS OF THE ROLE

•Utilize Oxfam's internal processes, procedures, and systems, including related software for project management, procurement, and reporting. Continuously improve learning and knowledge-sharing within the Solid Waste Management (SWM) program and across teams, promoting cross-program learning and integration.

•Ensure that the SWM program is implemented in a consultative, participatory, transparent, and gender-sensitive manner, aligning with community needs and promoting equitable service delivery in both camps and host communities.

•Apply an inclusion lens to all SWM initiatives, ensuring that Safe Programming principles are integrated, safeguarding vulnerable groups, and creating a secure environment for all beneficiaries, particularly in the camp setting.

•Lead the recruitment, induction, and ongoing management of staff in line with Oxfam's policies. Ensure all team members, including those working in Za'atari Camp, receive appropriate training, support, and performance evaluations to enhance their professional development.

•Foster a positive and inspiring work environment, leading the team in discussions on strategic programming and decision-making. Ensure the team is motivated and aligned with Oxfam’s goals, creating space for innovative thinking and problem-solving.

•Ensure the team benefits from continuous development opportunities. Facilitate regular performance reviews and foster open dialogues with team members to encourage personal and professional growth.

•Create a culture of feedback and continuous improvement by ensuring regular performance reviews and encouraging the team to take initiative in improving SWM practices, particularly in camp operations and host community engagements.

•Strengthen alliances and build strong cooperation with a wide range of partners and stakeholders, including government agencies, local organizations, and international partners, to ensure the successful delivery of SWM projects.

•Collaborate with the Climate Justice Program Manager to identify and pursue new SWM project opportunities. Contribute to the development of proposals and project designs that align with Oxfam’s strategy and the needs of host communities and camp operations.

•Represent Oxfam’s SWM program to key stakeholders, including donor representatives, municipal authorities, and project partners. Act as a key spokesperson for Oxfam in SWM-related discussions at the local, national, and international levels.

•Engage with WASH and SWM sector discussions and fora at local, national, and international levels, representing Oxfam in coordination meetings with government authorities, UN agencies, NGOs, and donor agencies to advocate for improved SWM practices.

•Liaise with international bodies, government officials, local organizations, and relevant stakeholders to promote Oxfam’s SWM program and contribute to the development and delivery of advocacy and influencing plans focused on SWM and environmental sustainability.

•Lead the overall management of program’s operations, ensuring that all activities are delivered efficiently and sustainably. Provide strategic guidance to the camp and HC operations team to optimize waste collection, recycling, and disposal services, while fostering community engagement.

•Promote and adhere to Oxfam’s principles, including gender justice, women’s rights, and inclusion. Ensure that the SWM program embodies these values and contributes to the empowerment of marginalized groups.

•Demonstrate a strong understanding of, and commitment to, equity, diversity, gender, child safety, and staff health and wellbeing principles. Ensure these are integrated into the SWM program’s operations and team culture, especially within the camp management context.

KEY RESPONSIBILITIES:

•Oversee the implementation of solid waste management projects across camps and host communities, ensuring that activities align with the program's goals and are delivered on time and within budget. Ensure all waste management services, including waste collection, sorting, recycling, and safe disposal, are efficiently executed within the camp. Provide strategic direction and guidance to the team to ensure smooth camp operations.

•Lead and manage the team assigned to work in Za'atari Camp and host communities, overseeing the entire operation of the Oxfam office in the camp.

•Work closely with the Community Engagement team to foster participation from refugees and host communities in waste management practices, including behavioral change programs focused on waste reduction and recycling.

•Collaborate with local municipalities, NGOs, and private sector partners to ensure the SWM projects are integrated into broader municipal services and align with local regulations.

•Represent Oxfam at several sectoral groups and meetings that regularly take place in the Zaatri camp, including but not limited to: Camp Coordination Meeting (CMC), Basic Needs and Livelihoods Working Group (BNLWG), WASH Working Group Meeting and WASH Cluster Meeting.

•Manage the Cash for Work department for camp and HC Acting as the key person and gatekeeper for maintaining the agreed-upon Cash for Work recruitment procedures and ensuring fair and transparent selection process through ad hoc and random checks of Cash for Work selection processes.

•Develop and monitor program budgets, ensuring accurate financial planning and reporting. Ensure that the SWM project is cost-effective and complies with donor and organizational standards of management and accountability.

•Support the implementation of health and safety procedures in coordination with the  Senior security officer and Contribute to the implementation and updating of local security and health and safety plans.

•Coordinate procurement activities, ensuring that necessary equipment and materials for waste collection, recycling, and disposal are sourced and deployed effectively.

•Lead on the development of M&E frameworks for SWM initiatives, tracking progress, identifying risks, and ensuring compliance with both organizational and donor requirements.

•Contribute to high-quality reports on the progress of SWM projects for internal and external stakeholders, ensuring compliance with donor guidelines and organizational standards.

•Drive innovation within the program by identifying and implementing sustainable waste management practices such as composting and upcycling, with a view to long-term environmental and economic sustainability.

•Identify and mitigate risks associated with waste management, including environmental hazards and public health risks in both camps and host communities.

Experience, Knowledge & Competencies

Essentials

In addition, an ideal candidate will also have:

  • Practical experience in an NGO or the humanitarian sector, with significant experience working with communities.
  • Proven experience in managing large-scale solid waste management programs, ideally within humanitarian and development contexts, including in refugee camps and hosting communities.
  • Excellent knowledge on power and gender.
  • Strong background in community engagement and public health initiatives.
  • Experience managing multimillion (over 15 Million) budgets and ensuring program compliance with donor and organizational standards.
  • Knowledge of  camp context, management and humanitarian operations is highly desirable.
