GENERAL FUNCTION
The Subgrants Officer for the “USAID Strengthening Civil Society and Media Systems (Sawt) Activity” will oversee the successful execution of Internews grants ensuring compliance with donor regulations and internal policies. The Subgrants Officer will maintain effective and productive relationships with local media outlets and civil society organizations, including core partners, sub-grantees, and small grants recipients, while providing technical support and capacity building to enhance grant management processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES are listed below; other duties may be assigned.
- Oversee and support organizations receiving grants from Sawt to ensure proper financial and programmatic management.
- Establish and implement subgrants procedures and mechanisms, ensuring alignment with donor and organizational standards.
- Manage project partners’ subgrants and alert the Internews Jordan leadership regarding any performance or financial reporting issues.
- Monitor subgrants to ensure compliance with technical, financial, and administrative reporting requirements.
- Review and analyze subgrantees narrative and financial reports, including supporting expense documentation to verify accuracy and compliance.
- Develop and deliver training programs to strengthen subgrantees' financial management, reporting, and compliance capabilities.
- Provide ongoing technical assistance and mentorship to subgrantees, fostering sustainable capacity in grants management.
- Conduct regular field visits to partners to assess their needs, provide tailored support, and ensure the effective implementation of capacity-building initiatives.
- Collaborate with relevant staff to ensure timely financial reporting and address grant-related issues proactively.
- Monitor grant budgets to ensure alignment with project objectives and donor requirements.
- Ensure effective financial tracking and reconciliation of subgrant expenditures.
- Perform other related duties assigned by the supervisor to ensure the success of the program.

REQUIRED QUALIFICATIONS
Education
- Bachelor’s degree in business administration, accounting, social sciences, or other related fields.
Experience
- At least five years of professional experience in grants management, partnerships, and/or capacity building of local partners.
- Hands-on experience in subgrant management, including budget tracking, compliance monitoring, and financial reconciliation.
- Proven experience in working with local partners, particularly media outlets and civil society organizations.
Skills
- Fluency in written and spoken Arabic and English is required.
- Proven interpersonal and networking abilities to engage effectively with diverse stakeholders.
- Strong team building and communication skills to foster collaboration.
- Advanced proficiency in Microsoft Excel, including data analysis, reporting, and financial tracking tools such as pivot tables, formulas, and charts.
- Strong analytical skills with attention to detail and accuracy in reviewing financial and programmatic documentation.
- Demonstrated ability to manage multiple tasks, meet deadlines, and maintain flexibility under pressure.
PREFERRED QUALIFICATIONS
- Experience working on USAID-funded activities, especially reporting mechanisms. and extensive knowledge of USAID rules and regulations for grants and subgrants management.
- Working knowledge of Office of Management and Budget (OMB) Circulars.
- Experience working with remote teams.
Ability and permission to work and reside in Jordan.
