خبرة في إطار أزمة مطولة أو وضع ما بعد الصراع مع منظمة دولية غير حكومية في دور إداري رفيع المستوى (مثلاً مدير الدولة أو ما يعادله) مع خبرة إضافية في التنسيق ليس فقط في الإطار الإنساني بل أيضاً في الإطار التنموي يُفضل.
إدارة عالية المستوى مثبتة وخبرة قوية في المناصرة في دول متأثرة بالصراع ضمن سياق إنساني.
معرفة بسياق الأردن أو خبرة سابقة في العمل في المنطقة مطلوبة مع خبرة في الإدارة والتنسيق للجهات التحالفية أو أمانة المجموعة ميزة.
إتقان اللغة الإنجليزية، كتابة وتحدثاً، مع مهارات كتابة وتحرير قوية. المعرفة بالعربية إضافة قيمة.
ما الذي ستقوم به
مدير منتدى INGO الأردن يكون مسؤولاً بشكل عام عن تسهيل العمل، قيادته وجودة إدارة عمل منتدى INGO مع ضمان أن يظل ذا صلة باحتياجات أعضائه وأن يكون مناسباً للسياق.
سيكون لمُدير منتدى INGO نطاق إشراف على مشاركة المنظمات الدولية غير الحكومية عبر JIF والتفاعل بشكل رئيسي على مستوى عالٍ مرتفع في آليات وعمليات اتخاذ القرار الاستراتيجية وأيضاً المشاركة في منصات إقليمية وعالمية لرفع مكانة سياق JIF.

يقدم القيادة للمنتدى من خلال تشجيع التفويض والمساءلة والعمل الجماعي.
التنسيق الاستراتيجي والتمثيل - ضمان آليات تنسيق شفافة وتبادل معلومات منتظم بين INGOs وأصحاب المصلحة الآخرين. تمكين INGOs من التنسيق على المستويين الاستراتيجي والتشغيلي في الأردن من خلال تسهيل اجتماعات عالية الجودة ومنتظمة لمديري الدول، ومجموعات العمل الموضوعية.
يقدم القيادة للمنتدى من خلال تشجيع التفويض والمساءلة والعمل الجماعي.
التمثيل عالي المستوى لمصالح المنظمات الدولية غير الحكومية في الاجتماعات الخارجية وجهود التخطيط على المستويين الوطني والعالمي؛ وتوجيه وتشجيع المناصرة والسياسات المشتركة بشكل استراتيجي.
تحديد الأجندة بشكل استباقي؛ توفير مساحة للتعاون بين المنظمات الدولية غير الحكومية ومع الجهات الأخرى؛ تمكين تبادل المعلومات والتحليل لاتخاذ قرارات فعالة.
- يشرف على تطوير ومراجعة وتنفيذ استراتيجية مناصرة JIF بالتعاون الوثيق مع مجموعة عمل مناصرة JIF، مع تعبئة الدعم من منظمات الأعضاء.
مسؤول عن الميزانية وإدارتها والمساءلة بدعم من فرق المالية والمنح في NRC.
قادر على تقدير الضرورة السياسية وقضايا السياسات الدقيقة في العمل الإنساني والتنموية وبناء السلام وتطبيق المبادئ على البرمجة.
- التعامل كنقطة محورية لتبادل المعلومات/الخبرات مع وبين المنظمات غير الحكومية حول القضايا ذات الصلة بما في ذلك إدارة منتدى المنظمات غير الحكومية وعضوية الـ INGO، وقوائم الاتصال وقوائم البريد.
يدير طاقم الأمانة والموظفين والاستشاريين. يضمن الاستجابة للموظفين، مستعد لدعمهم حسب الحاجة، ومدافع عن رفاهية الموظفين.
يضمن تطوير والامتثال للإجراءات الخاصة بالمنتدى وامتثال السياسات والإجراءات المعتمدة من JIF والالتزام بسياسات الجهات المانحة وتوجيهاتها وإجراءاتها.
•جمع التبرعات لـ JIF، بالتنسيق مع اللجنة الدائمة، لضمان وجود أموال كافية للحفاظ على عمليات المنتدى.

Job description
What we are looking for
Experience in a protracted crisis or post-conflict setting with an INGO in senior management role (e.g. Country Director or similar levels) with additional experience working in a coordination role in not only a humanitarian but a development setting is preferred.
Proven high profile management and strong advocacy experience in conflict-affected countries in humanitarian context.
Knowledge of the Jordan context or previous experience working in the region is required with experience in administration and coordination of coalition or secretariat functions an asset.
Fluency in English, both written and verbal, with strong writing and editing skills. Knowledge of Arabic is an added value.
What you will do
The Jordan INGO Forum Director is overall responsible for facilitating, leading and quality management of the work of the INGO Forum ensuring it remains relevant to the needs of its members and is appropriate to the context.
The INGO Forum Director will have purview of INGO engagement across JIF and engage predominantly at the high-level elevating operational concerns in strategic decision-making mechanisms and processes and also engaging in regional and global platforms to raise the profile of the JIF context.
The following is a brief description of the role:
Provides leadership to the Forum by encouraging delegation, accountability and teamwork.
Strategic Coordination and Representation - Ensure transparent coordination mechanisms and regular information sharing between INGOs and other stakeholders. Enable INGOs to coordinate at strategic and operational level in Jordan by facilitating high quality, regular meetings of Country Directors, thematic working groups.
Provides leadership to the Forum by encouraging delegation, accountability and teamwork.
High level representation of INGO interests in external meetings and planning efforts nationally and globally; and strategically guide and encourage common advocacy and policy engagement.
Proactive agenda setting; facilitating a space for INGO-INGO collaboration and with other stakeholders; enabling sharing of information and analysis for effective decision-making.
- Oversees the development, review and implementation of JIF Advocacy Strategy in close collaboration with the JIF Advocacy Working Group, while mobilizing and leveraging support from member organizations.
Responsible for the budgeting, budget management and accountability with the support of NRC’s finance and grants teams.
Able to appreciate political necessity and delicate policy issues in humanitarian, development, and peacebuilding work and the application of principles to programming.
- Acting as focal point for information/experience sharing with and among NGOs on relevant issues including managing NGO Forum and INGO membership, contact lists and mailing lists
Manages the Secretariat staff and consultants. Ensure responsiveness to staff, ready to support them as needed, an advocate for staff well-being.
Ensures the development of and compliance with procedures for the Forum and ensure compliance with and adherence to JIF approved policies and procedures and to and donor policies, guidance, and procedures.
•Fundraise for the JIF, in coordination with the SC, to ensure sufficient funds to maintain operations of the Forum.
What you will bring
Undergraduate/postgraduate qualifications in international relations, political science, development or other relevant field.
5+ years of experience in a protracted crisis or post-conflict setting with an INGO in senior management role (e.g. Country Director or similar levels). Additional experience working in a coordination role in not only a humanitarian but a development setting is preferred.
Proven high profile management, coordination and strong advocacy experience in conflict-affected countries in humanitarian context.
Demonstrated communication, leadership skills, interpersonal and negotiation/diplomatic skills.
Documented skills in developing proposals, budgets and reports and familiarity with alternative funding modalities.
Knowledge of international humanitarian law and humanitarian reform is a plus, and demonstrated knowledge of humanitarian architecture, the UN system, and development coordination and familiarity with HDP Nexus contexts, Durable Solutions, and Localization.
Strong understanding of protection and conflict sensitivity.
Understanding of internal NRC operational and administrative system is an asset.
