GENERAL POSITION SUMMARY 

This role will be a shared position with MC Jordan (MCJ) and Regional/MC Syria (MCS) offices based in Amman. Primary responsibility will be for the safety and security of Mercy Corps team members based in Jordan with varying geographical scopes and work functions. Reporting will be to the MCJ Operations Director, with direct communication with the MCS Risk & Security Director and Country Directors for Jordan and Syria and the Regional Security Advisor, all based in Amman, Jordan. Covering different and decentralized teams in Jordan, the position will uphold the highest safety and security standards, ensuring critical documents and tools are regularly updated, tested, and systematically implemented, including Country-level Security Management Plans (SMP), constant companions (CC), SOPs, security trainings, communication systems, etc. The role will ensure the safety and security of team members, participants, assets, facilities, and field sites throughout the Kingdom of Jordan.  

 

ESSENTIAL JOB FUNCTIONS 

Context / Situation Monitoring  

  • Stay abreast of key events and dynamics, with a specific focus on security, politics, and societal trends nationally and regionally, that are directly impacting Jordan. 
  • Offer prompt contextual analysis of the regional and local political, regulatory, and climate conditions that impact ground operations and the safety and security of staff. Advise leadership accordingly. 
  • Ensure regular contact with relevant team members in the field on security dynamics and contextual developments.  
  • Verify acquired information through secondary sources and map out reliable media and social media resources.  
  • Stay informed and participate on all security platforms. 
  • Develop and maintain a network of security peers inside Jordan (government bodies, IOs, INGOs, NGOs, and community stakeholders) for the purposes of situational understanding and access and engage in any country-level security-related fora. 

 

Jordan Security  

  • Establish strong ties with relevant team members in both MCJ and Regional/MCS offices in Amman and other field offices in the south and north regions of the Kingdom.  
  • Make sure all new joiners, as well as visitors, receive tailored security briefings and onboarding. Visitors must be provided with all necessary security information and briefings within the first 24 hours of their arrival.  
  • Ensure the Constant Companion and all other relevant security documents are up to date.  
  • Regularly liaise with the HR teams in both MCS and MCJ to ensure most up to date contact lists and that there is strong coordination between departments.  
  • Develop a sound and effective alert system, with clear editorial standards, reporting thresholds, and effective inclusion of all team members across different offices.   
  • Develop, implement and regularly test a comprehensive communication system including a viable communication tree and recorded alternative means of communication across teams and offices. 
  • Lead and coordinate security drills, simulations, and all required exercises across offices.  
  • Support expatriate-specific security needs including for accommodation safety assessment, out-of-capital movement in Jordan and any necessary response to distress.  
  • Develop a comprehensive understanding of International SOS processes and be ready to support international visitors and expatriate emergency medical care and medical evacuations.  
  • Monitor cyber security dynamics and uphold best practices for team members across country offices.  

 

Minimum Operating Safety & Security Standards (MOSSs)  

  • Ensure MC Global MOSSs are implemented across all offices in Jordan.  
  • Regularly visit offices and ensure all safety measures and physical security mitigation systems are in place, including related to fire safety.  
  • In line with Global standards, implement all required training (including fire drills, first aid, ect) for team members across all offices. 
  • Assist the Operations team in conducting comprehensive facility assessments for hotels, conference venues, and other locations where staff are expected to work/reside.  
  • Ensure that all offices, residences and vehicles are fully equipped with basic safety equipment e.g. fire extinguishers, first aid kits etc.  
  • Further to the above, make sure trainings are planned and adequately scheduled, keeping track of their progress and regularly updating Country/Regional leadership on their progress.  
  • In coordination with both offices (MCJ and MCS), update the Jordan SMP and relevant SOPs in line with the adequate review cycles.  

 

Operational Security  

  • Provide security oversight for all MCJ program locations, including location-specific threats and risks to team members and participants  
  • In coordination with the operation team, ensure adequate monitoring and movement tracking system of all field activities  
  • Support in the management of security incidents and provide immediate notification to relevant leadership  
  • Ensure systematic tracking and recording of security incidents and report accordingly to regional security. 

 

ACCOUNTABILITY 

This position is managed by the MC Jordan Operations Director, with technical support/coordination with the Syria Risk & Security Director.

QUALIFICATIONS AND EXPERIENCE 

EDUCATION & KNOWLEDGE: 

  • High school diploma with significant professional experience in security related report writing and analysis experience OR Bachelors degree with some security related report writing and experience. 
  • A strong understanding of Jordanian and regional contexts, current socio-political and economic dynamics, and the challenges of delivering humanitarian operations in the country. Within this, a highly in-depth knowledge of Jordanian and regional contexts.  
  • Security related training in analysis, training, medical care, risk assessment, and risk management are desirable. 
  • Experience covering humanitarian security, especially in the Jordanian and regional contexts. 

 

EXPERIENCE 

  • Experience in humanitarian and development work with understanding of security mitigating measures, ideally in a hub-level security leadership position. 
  • Experienced, competent, and confident in delivering trainings and briefings across a wide range of safety and security related topics. 
  • Experienced in remote management. 
  • Experience in conflict and context analysis using primary source and secondary source data including personal/professional contacts, INGO reports, security reports, media, and social-media. 
  • Experience working with teams, both in person and remotely.  
  • Significant experience in risk analysis, assessment, and management. 
  • Experienced, confident, and competent in briefing senior team members on complex security situations. 
  • Significant experience in dealing with heavy workloads, deadlines, and priorities. 
  • Experienced in responding to, advising on, managing, and reporting on security incidents and crises.  

 

SKILLS & PROFILE REQUIRED 

  • Fluency in Arabic and English. 
  • Good English written skills are essential: 
    • Ability to synthesize large volume of information, with attention to details.  
  • Ability to develop documents in formal English and standard academic format. 
  • Ability to work independently, and to prioritize work-related needs/gaps, in coordination with supervisors of the various supported teams. 
  • Facilitation skills would be an advantage. 
  • Essential initiative-taking and solutions-oriented character. 
  • Great sense of humor is always a plus!

The successful candidate will be eager to learn through doing and will not shy away from tough  challenges that are presented. This position has a critical function of ensuring the safety and security of team members through the effective communication and enforcement of relevant policies and procedures across two country offices. As such the successful candidate will coordinate closely with team members, be passionate about his/her work, and demonstrate a commitment to the delivery of high quality products that mitigate risks. S/he will be  an excellent communicator that messages clearly and effectively under pressure. S/he will master the art of prioritizing and organizing processes and have an eye for detail.   

 

Living Conditions / Environmental Conditions   

This position is based in Amman, Jordan, and only open to National staff members. Mercy Corps team members represent the agency both during and outside work hours when  deployed in a field posting or on a visit to a field posting. Team members are expected to  conduct themselves in a professional manner and respect local laws, customs and MC's  policies, procedures, and values at all times and in all in-country venues.
