ABOUT SOLIDARITY IS GLOBAL INSTITUTE:

SIGI (SIGI Jordan) is a non-governmental, non-profit organization established in 1998. Its founders include lawyers, jurists and human rights activists working to support and promote women’s rights through education, developing skills, training, and presenting modern technology. SIGI Jordan is a leader in defending and protecting the rights of women and girls through advocacy and reform of national strategies and policies, SIGI is also a member of the coordinating committee of NGOs under Jordan National Commission for Women headed by her highness Princess Basma Bint Talal.

SIGI Jordan seeks to empower women to play a more meaningful role in the Jordanian democratic transition in the areas of human rights, democratic participation, and empowerment.  Through manuals, workshops, training, and other educational publications, the SIGI Jordan works with a diverse constituency of Jordanian women to increase their political awareness, communication and advocacy skills, and overall works on women’s and human rights education through 1) Conduct research and distribute information about human rights abuses against women in Jordan. 2) Educate and inform women of their rights. 3) Empower women through education and training. 4) Expand and facilitate the participation of women’s human rights networks locally, nationally, and globally.

SIGI’s various interventions are derived from its mission to provide the space and opportunity for individuals and communities to develop new ways of learning and living and to promote change that engages people and institutions for lasting, fair reform, and its vision for inclusive, dynamic communities living sustainably, with social justice, opportunity, and dignity, especially females.

PROGRAM/DEPARTMENT SUMMARY:

Solidarity is Global Institute (SIGI), Mercy Corps and other partners are implementing a five-year activity “Promoting the Voice and Leadership of Women” (PVLW) funded by USAID.  The purpose of the activity is to create transformative change to enhance the voice and influence of women by strengthening legislative frameworks, enforcement of those legislations and the enhancement of institutional capacity of stakeholders, increasing the adoption of inclusive social norms, and removing barriers to women’s  

GENERAL POSITION SUMMARY:

The Monitoring, Evaluation and Learning officer will support the implementation of “Promoting the Voice and Leadership of Women” Activity. S/he will work on conducting regular monitoring and evaluation of the project activities. The M&E officer will provide support in setting up M&E systems in the project and partner CBOs, data collection and reporting. S/he will support the establishment and implementation of the complaint mechanisms and coordinate the response. Additionally, the M&E Officer will establish proper documentation and filing (in the main office and partner CBOs) to ensure the project is following minimum standards set out in the agreement. The M&E Officer will report directly to SIGI Project Manager but will work closely with other project team members.

Essential Duties and Responsibilities:

Setting up M&E systems in the program and partnered CBOs

  • development of systematic and realistic monitoring plan that capture quantitative and qualitative data to report on program indicators
  • developing M&E plan, conducting quarterly learning review, conducting final internal learning review and Data Quality assessment (DQAs)
  • Assist in organizing and maintaining filing for the project in accordance with SIGI and Mercy Corps Program Management Minimum Standards
  • Support in developing a hard and soft filing structure for partnered CBOs’ documents
  • Ensure compliance with relevant Mercy Corps New MEL policy and donor policies and regulations
  • developing M&E training material for CBO capacity building
  • support in Building the capacity of project team and partnered CBOs on the data collection and management, analysis, reporting techniques and requirements for relevant donors through arranging structured training and providing continuous on-the-job training to partners. 
  • Ensure effective implementation of the complaints process and mechanisms and train the project team and partnered CBOs on their utilization
  • Ensure adherence to participants' data protection protocols.

  • Participate in developing data collection tools and instruments – including digitized data collection methods i.e. ODK collect using XLS forms
  • Establish and maintain a comprehensive and updated database for the project
  • Handle, maintain and troubleshoot data collection issues that arise in the field
  • Record completed data entry forms and requests as needed.
  • Keep up to date with the latest technologies to facilitate data-driven programmatic decision-making and program quality assurance.

  • Participate in developing research questions and methodology to assess community needs.
  • Participate in developing research questions and methodology to evaluate the impact and appropriateness of the project achieved results.
  • Coordinate the implementation of surveys, focus group discussions, interviews, and follow-up on evaluation exercises for various initiatives under the project
  • Participate in drafting narrative in qualitative and evaluation reports
  • Reporting
  • collecting, compiling, and disseminating project team field reports or progress reports on a regular basis.
  • Document all program activities, achievements, challenges, and recommendations in monthly progress reports and by any other means as requested by the Project Manager.
  • Support in preparing SIGI’s internal progress reports, donor reports and stakeholders reports as requested.
  • Facilitate documentation, project data, lessons learned, and best practices for internal and external sharing
  • Utilize proper technologies to enable greater information sharing and generate visual insight reports to improve MEL outcomes.

Project Coordination Activities

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to SIGI to not jeopardize its humanitarian mission.

Community accountability reporting mechanisms (CARM) focal point:

  • Assist MC CARM team in establishing community feedback mechanisms at project and partners’ level
  • Ensure integrate CARM channels in relevant communication materials

Accountability to Stakeholders

SIGI’s team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: None 

REPORTS DIRECTLY TO: Project Manager

WORKS DIRECTLY WITH: Project Manager, Field Coordinator and Communication and Media officer, and partner CBO focal points.

KNOWLEDGE AND EXPERIENCE:

  • Minimum BA degree in Sociology, Economics, Statistics, Industrial Engineering, or other relevant fields.
  • Three years of experience in supporting monitoring and evaluation of development and/or relief programs, donor funded projects is a plus
  • Demonstrated skills in data collection, statistical analysis methods, and database management.
  • Knowledge of logframes.
  • Excellent writing skills, including reports, best practices, case studies, etc.
  • Proficiency in Microsoft Office applications including Excel and Word
  • Proficiency in developing XLS forms and using ODK is required.
  • Fluency in Arabic and English.
