Background:

ACTED is implementing the project “Protection of Water Dams in Jordan through Labor-intensive Activities Schemes” as an implementation partner with GIZ, noting that the project  is funded by the BMZ . The project aims to reduce soil erosion in the King Talal Dam’s watershed areas using nature-based solutions and support plantation activities at MoA nurseries and afforestation sites while improving living conditions for Jordanians and Syrians through cash-for-work schemes and Contractors in parallel. ACTED will involve 170 beneficiaries in labour-intensive work to provide them with temporary income and alleviate immediate financial pressure on one hand, and to improve the living conditions in the refugee-hosting communities on the other hand.


Job Purpose

The Cash for Work Officer (CfW officer) will support the project manager to ensure the overall success of the project within the time and resources allocated. The Cash for Work Officer will support PM/Project team to ensure the effective and timely completion of the assigned duties in accordance with Acted standard operating procedures (SOPs) focusing in CfW employment methodology. His/her main responsibilities are to assist the project manager on CfW activities, CfW training planning, CfW attendances reporting, documentation & record keeping. Moreover, s/he will be responsible for CfWs’ Safety, Security, salaries, social security reporting. S/he will be based at the site office within Zarqa/ Jarash governorates, noting the employee will be assigned to Acted North Jordan office, in Marfraq.

Duties and Responsibilities:

The Cash for Work Officer responsibilities include:

1.      Data processing and management:

1.1. To enter all data and figures as needed in a consistent, accurate and efficient manner

1.2. To develop and maintain up to date databases as required.

1.3. To collect all documents needed for the database and enter each beneficiary into the project database for project.

 

  1. Project Support

2.1. To cooperate with the finance department on providing accurate data on regular basis.

2.2. To support with surveying of beneficiaries and others when needed such as post-employment survey and dropped out survey.

2.3. To process data and information from field – in particular ensure quality, consistency, accuracy, truthfulness, comprehensiveness of all distribution data.

2.4. To prepare all other report upon request by the project manager.


  1. Filing

3.1. To ensure that up-to-date files are maintained, both electronically and in paper form

3.2. To perform accurate filing of all processed documents, monthly consolidated filing of key project documents in his/her area offices.


. Regular communication

4.1. Participate in weekly team meetings to reach decisions on programming.

4.2. Attend regular Community meetings at the site office as requested by Project Manager.

4.3. Coordinate and communicate with other project partners at the site to harmonize the activities.

4.4. Establish good and regular communication with project beneficiaries, ACTED partners and service providers.

4.5. Establish good communication and coordination with all ACTED FLATS department at area and capital level’

4.6. Strictly follow the ACTED internal procedures and guidelines.

 

     5. Reporting:

5.1. Ensure timely reporting of assigned activities to Project Manager and HR/Finance officer.

5.2. Ensure transparent reporting and CFW documentation in line with ACTED Compliance and Transparency requirements.

5.3. Submit accurate and detailed daily, weekly and Monthly reports to the Project Manager and give details on number of CFW, work progress as well as amount of cash injected to the beneficiaries.

5.4. Ensure that all relevant project information is saved and accessible on the area office server.


Skills

QUALIFICATIONS:

  • 3 years of Experience working with Cash for Works (CfWs) is a must, including experience in database management and analysis.
  • Bsc degree in any related field, Degree in Computer Science or equivalent (MIS, statistics, data analysis, data-driven computation etc.) is preferred
  • Excellent visual design sense regarding clear and accurate presentation of data.
  • Ability to work in a multi-cultural environment and travel as required to project field sites.
  • Self-directed, able to independently set priorities and solve problems with minimal guidance.
  • Excellent writing and communication skills.
  • Good spoken and written English and Arabic language skills.
  • Good organisational and prioritisation skills.
  • Proficiency in Microsoft Office, Microsoft Excel.
  • Strong interpersonal skills
