This is to announce that Amman delegation has a vacancy for a Legal Advisor (Officer) at the International Humanitarian Law (IHL) Department in Amman, Jordan.
Legal Adviser 1 / legal officer advises the delegation on international humanitarian law (IHL) and International Human Rights Law (IHRL) and national and/or international legal matters and conducts related work. S/he contributes to formulating strategies and achieving the delegation’s operational priorities to address identified issues. S/he performs research on and analysis of specific legal matters and broader sectors of the national legal system.
General Duties:
- Be aware of the delegation’s objectives and activities.
- Understand the three components of the Red Cross/Red Crescent Movement
- Apply the security rules at all times.
- Respect and observe the staff regulations of the ICRC in Jordan.
- The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
Under the overall supervision of the Head of Legal Department, the Legal Advisor / officer performs the following tasks:
- Analyses the situation and legal developments advice and provides guidance on the applicable national and international legal frameworks and norms in relation to protection activities, objectives, strategies and plans of action to address identified legal and other related matters, mainly on the field of “missing persons, prevention of disappearances” and “detention”.
- Performs independent research on and analysis of specific legal issues as well as broader sectors of the national and international legal systems related to the operational priorities.
- Supports IHL dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation.
- Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms.
- provide the delegation with any developments in national or international law that affects the ICRC field of work.
- Contributes to the briefing, training, and coaching of staff and external audience on IHL, IHRL and the domestic legislations related to the thematic files of the delegation.
- Supports the provision of legal advice and technical assistance to national authorities and other interested parties.
- Represents the ICRC in external meetings on technical level as part of a follow-up on specific issues if required.
- Drafting reports and ensuring proper filing.
- Support as relevant the implementation of prevention and protection related objectives of the delegation.
- Contributes to, implements, evaluates and as needed updates the Delegation's strategy on engagement with academic circles including a periodic review of stakeholder mapping.
- Develops, strengthens, and maintains relations with influential academic circles and other influential actors in furtherance of ICRC's law and policy objectives.
- Supports the teaching of and integration of IHL in academic curricula aimed at building capacity, awareness, and influence of academic stakeholders.
- Coordinates, guides and as relevant supervises, external consultancies and legal interns, who are working on IHL issues.
- Maintain relations with the National IHL Commission (NCIHL) and provides technical expertise when needed.
PROFESSIONAL EXPERIENCE REQUIRED
- University degree in law.
- Master's degree or specialization, including in a discipline of public international law.
- Excellent knowledge of the Jordanian Laws (especially of Jordan’s Penal Code and Code of Criminal Procedures) and good knowledge of international laws (especially International Humanitarian Law, International Human Rights Law) and standards.
- Good knowledge of Refugee Law an asset.
- Fluent command of English and Arabic (including legal drafting skills, analytical and summarizing skills).
- Computer proficiency.
- 1-3 years of experience in a similar function.
