  1. Projects Background:

 

The USAID-funded Jordan Himaya Activity, Public Financial Management Activity (PFMA), and Municipal Support Program (MSP) are activities aimed at enhancing public service delivery and economic development in Jordan. The Himaya Activity focuses on improving essential services and legislative frameworks for gender-based violence (GBV) survivors through a survivor-centered systems-strengthening approach. PFMA aims to modernize Jordan’s revenue and budget management systems, enhancing compliance and optimizing public expenditure through capacity building and technical assistance. MSP targets strengthening municipal service delivery and local economic growth by improving governance, financial management, and community engagement, while increasing marginalized groups' participation in decision-making. Together, these programs promote institutional reforms, enhance service delivery, and foster inclusive economic opportunities across Jordan.

  1. Position Description:

The IT Specialist is responsible for delivering comprehensive IT support across all DAI projects in Jordan, including system installations, maintenance, support, and technical guidance. This position will support all existing DAI projects in Jordan on a rotational and as-needed basis. The IT Specialist ensures adherence to DAI standards set by the home office and guarantees that proprietary project solutions are fully operational, efficient, and cost-effective. They provide user support and manage interactions with external System Support Companies when required.

Key responsibilities include managing and maintaining Local Area Networks (LANs) at the main project offices in Amman, ensuring proper backup and restore procedures, maintaining network security (including antivirus and communication devices), and granting end users access to shared files, printers, and email. The IT Specialist will also conduct IT assessments and prepare reports for grantees and project partners in line with OIMT standards, ensuring the appropriate solutions (equipment, software, and services) are provided to beneficiaries. Training, guidelines, and technical support will be provided by DAI’s IT Manager and the Office of Information and Management Technology (OIMT). The IT Specialist is responsible for keeping the IT Manager and OIMT informed of any issues or proposed system modifications (including hardware and software purchases) using tools provided by the OIMT IT Operations team. The IT Specialist will report functionally to the IT Manager.

  1. Key Duties and Responsibilities:
  • IT Systems Management:
    • Support maintenance of the IT infrastructure across the three projects, including servers, networks, and communication devices in coordination with the IT Manager.
    • Ensure that proper backup, antivirus, and disaster recovery procedures are in place and followed in coordination with the IT Manager.
    • Perform regular system checks to ensure optimal functionality and monitor any system failures to initiate system recovery requirements.
    • Provide ongoing maintenance and troubleshooting of LANs and WANs, ensuring stable and secure connections.
    • Work closely with TAMIS administrators’ team to troubleshoot and resolve configuration issues.
  • User Support:
    • Provide technical support to projects staff, including hardware and software installation, configuration, and maintenance.
    • Offer user training on IT systems, software, and best practices.
    • Manage requests for new user accounts, TAMIS access, and other system permissions.
  • Network and Security:
    • Maintain network security protocols, including antivirus protection and secure communication links.
    • Support IT assessments to ensure network integrity and compliance with DAI standards.
    • Support the installation, configuration, and maintenance of all network components, including cabling, switches, and routers.
  • Procurement and Inventory:
    • Assess local availability of IT items in support of market research efforts.
    • Assist in the tendering and evaluation of IT equipment, according to DAI and USAID’s standards.
    • Maintain an accurate inventory of IT assets across all projects.
    • Support the logistics team in conducting annual IT inventory audits.
  • Communication and Coordination:
    • Support regular communication with OIMT to report issues, request support, and propose system modifications.
    • Coordinate with local IT service providers to manage outsourced IT support when necessary.
  1. Qualifications:
  • 4+ years of experience in the field of information technology; experience in computer science, or a related field is required. Experience on donor-funded programs is preferred.
  • Bachelor’s degree required, IT certifications a plus.
  • Experience with administration and maintenance of computers, servers, and software, in addition to Helpdesk troubleshooting in an office environment.
  • Strong experience in LAN and WAN maintenance, server support, and database administration.
  • Experience with information systems; experience with mobile technology a plus.
  • Excellent communication and organizational skills, as well as a customer-service oriented attitude.
  • Fluency in English.
