Functional Responsibilities

1.  Construction works supervision

•Provide expert opinion/advice to the Project Managers and the Lead Civil Engineer on all engineering issues for assigned works.
•Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
•Contribute to development, implementation, monitoring and updating of the Project plans and strategies to ensure delivery according to the scope budget and time.
•Provide regular reports to the Project Managers and the Lead Civil Engineer and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress.
•Keep oversight of contractors and contract execution for the lead civil engineer to ensure delivery according to the scope, budget and time and in compliance with the technical documentation.
•Provide recommendation on Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
•Ensure that documentation on site are kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).
•Under the guidance of the lead civil engineer, mantain the cooperation with the construction supervisors, contractors, designers and local authorities.
•Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction.
•Report to the Lead civil engineer on  health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after.
•Perform other duties as assigned by the Lead Civil Engineer in the agreed timeframe.

2. Quality Assurance

•Supervise the quality of the construction materials and collect attest documentation.
•Verify and contribute to technical specifications of products, apparatus, services and associated quality material.
•Ensure the contractor provides a method statement for works prior commencement and performs the quality check of the presented document.

Competencies

Functional competencies

•Ability to travel independently.
•Strong computer skills and advanced working knowledge of Microsoft Office are highly desired.
•Knowledge of  ACAD software is required.
•knowledge of Microsoft Project is desirable.
•Familiarity with FIDIC Contracts is desirable

Education/Experience/Language requirements

Education:

A First level university degree (Bachelor or equivalent) in Civil, Structural or Infrastructural Engineering

Certification:

•Professional License Registration as a Civil or structural engineer is required
•PMP certification is an asset

Experience:

•A minimum of two years of relevant professional civil engineering experience
•Experience in civil works design and construction, supervision and/or implementation of buildings construction and reconstruction for medium to large scale construction projects is required.
•Strong computer skills and advanced working knowledge of google forms are considered an asset
•Project Management knowledge & skills are an asset
•Experience working in Engineering and/or Construction Management is an added advantag.

Language Requirements

•Fluency in spoken and written English is required
•Fluency in Arabic is required
