General Description of the Program:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The Internal Audit Manager (IAM) will regularly audit GOAL programmes and operations both in Turkiye and Syria to ensure compliance with GOAL policy, in-country operating procedures, and donor rules/regulations. Audits will assess the adequacy of internal controls and identify improvements across all departments including programmes, finance, logistics, procurement, HR, IT and other system departments.

 

Main Roles and Responsibilities

 

Job Responsibility #1:  Auditing & Reporting.

 

  • In conjunction with line manager, prepare, agree and coordinate Internal Audit plans based on risk assessment. The plans should be reviewed and reassessed at least every 6 months.
  • Work with IA team to ensure regular internal audits are conducted at both country head office and field office(s) based on the agreed Internal Audit plans as directed by line manager.
  • Directly take an active role in planning and managing auditors to carry out audit activities for both Turkiye and Syria programmes in accordance with the above,
  • Produce internal audit reports for presentation to the in-country Senior Management Team with findings and issues identified during each audit, give appropriate recommendation and suggestions while retaining sufficient impartiality to ensure future testing is not compromised.
  • Maintain up-to-date issues log from audits and follow up on all outstanding issues until they are closed.  Any donor compliance specific issues that are identified should also be notified to the Donor Compliance Manager/Coordinator.
  • Oversee quarterly CIL reviews and make sure that findings are retested in accordance with the implementation dates,
  • Produce weekly progress reports if requested.
  • Prepare IA progress reports to be submitted to HQ and country management.

 

 

Job Responsibility #2Team Management.

  • Manage staff of the Internal Audit Unit (IAU) so that its objectives are met, staff are properly performance managed and that staff capacity is built,
  • Work directly with IA team inside Syria to guide their audit implementation and support in development of their reports,
  • Develop a strong team atmosphere and ethic within the IA team,
  • Follow IA team members’ performances according to the objectives set and give necessary technical trainings if needed.

 

Job Responsibility #3: Policies & Procedures.

Stay informed of, and ensure adherence to, GOAL standard policies and procedures including but not limited to:

  • Current HQ Logistics Manual & GOAL Syria Procurement & Authorization Levels Chart
  • HQ Finance Manual & GOAL Syria finance procedures and policies.
  • GOAL’s Partnership Manual
  • GOAL’s Training guidelines
  • GOAL Syria HR Manual
  • GOAL Grant Management Guidelines
  • GOAL Dublin HQ proposal / interim / final report checklists
  • HQ Safety & Security policies & GOAL Syria Security Standard Operating Procedures (SOPs)

Have an understanding and awareness of GOAL’s M&E processes and guidelines, and how they contribute to the internal control environment.

Job Responsibility #4Misc.

  • Ensure that all documents provided to the IA team are managed and maintained in the strictest of confidence,
  • Conduct ad-hoc internal audit, compliance and financial investigation assignments as requested by the IAC and/or CD.
  • Monitor the fraud email address and provide translations of messages received in Arabic,
  • Provide support to investigations as assigned by line manager or Country Director.
  • Perform other tasks as requested by line manager or CD from time to time.

 

Requirements (essential)

  • University graduate with a background in, management, administration, finance or related field.
  • At least 3 years’ experience as an auditor or similar role,
  • At least 1 year in staff management role,
  • Organized and flexible, able to respond to changing priorities,
  • Ability to work independently on own initiative, assess risk and make plans accordingly,
  • Attention to detail with the capacity to differentiate strategic risks, 
  • Fluent in English and Arabic
  • Capacity to produce clear, concise written and verbal reports quickly,
  • Excellent communication skills, capacity to communicate complex concepts simply.
  • Proficient in Microsoft Word, Microsoft Excel,
  • Ability to learn new systems and IT software quickly and effectively.
  • Willingness to travel to Türkiye and/or North Aleppo, if required

Requirements (desired)

  • Qualification in Accounting,
  • Previous NGO experience and knowledge of donors
  • Previous experience in remote management,
  • Turkish language skills are an advantage,
  • Experience in compiling and conducting training workshops.

  • Travel: Ability and willingness to travel to Turkey and regionally when required.
