The GIZ Jordan Project “Water Sector Governance ” is seeking to hire a Water and Sanitation Advisor - Focus: Climate Finance - Financial Assessment for full-time base employment.
The current situation in Jordan is characterized by a continued decline of the available water resources. Climate change and population growth have an additional impact on the country's severe water scarcity. Therefore, Jordan is a country with absolute water scarcity and is among the ten most water-short countries worldwide.
On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the Jordanian water sector institutions is implementing the Programme “Water Sector Governance” from 1/2023 – 12/2026. The programme objective aims at enhancing the implementation of the principles of good governance in the Jordanian water sector.
One of the focus areas of the programme aims at improving access to climate finance for the water sector institutions in Jordan.
Qualifications and specialist knowledge
- Master’s degree in Finance, Economics, Climate Change and Environmental Science, or Professional certifications such as CFA (Chartered Financial Analyst), CFM (Certified Financial Management) are preferred.
- At least 7 years of relevant experience in financial assessment and evaluation of large-scale infrastructure projects, preferably Water and Wastewater Projects.
- Proven experience in designing and implementing climate mitigation and adaptation measures incl. energy efficiency and renewable energy measures in the water sector. Experience in climate-financed projects is an advantage.
- Experience in financial modelling, risk assessment, and investment analysis related to infrastructure.
- Proficiency in financial analysis tools and software for assessing project viability.
- Strong understanding of climate finance mechanisms and sustainable investment frameworks (e.g., GCF, AF…).
- Familiarity with environmental impact assessments and regulatory compliance for infrastructure projects.
- Commitment to continuous learning and staying updated on trends in climate finance and infrastructure economics.
- Excellent knowledge in writing reports and using excel sheets (English and Arabic).
- Excellent communication and cooperation skills, outgoing, constructive, positive attitude
- Fluent written and oral knowledge of Arabic and English.
- Ability to cope with dynamic situation of cooperation system in development field
- Team player/ability to cooperate with others
Main Responsibilities:
This role will involve collaboration with MWI/WAJ-PMD, providing critical insights and support in the evaluation and design of climate-financed projects, main activities include:
- Advise the Ministry of Water and Irrigation, the Water Authority of Jordan and other partner entities in systematically identifying, prioritizing and developing project pipeline eligible for Climate Financing, through financial and risk assessments, and alignment with climate funds priorities and criteria.
- Support MWI/WAJ in financial modelling and investment analysis, and contribute to the development of projects concept notes of project pipeline in coordination with all relevant partners.
- Support and supervise consultants’ work through facilitating data collection and closely following up the development of projects financial studies.
- Coordinate with the counterpart, consultants, and support the partner entity in communicating with climate funds (Green Climate Fund (GCF), Adaptation Funds (AF) Global Environment Facility (GEF)…etc.), financial intermediaries (development and commercial banks), private sector and other donors.
- Provide expert advisory and strategic guidance on an as-needed basis to MWI/WAJ regarding financial assessments and climate financing options for water and wastewater projects.
- Support the Multi-Stakeholder Climate Financing Facilitation Mechanism in the financial planning, programming, and monitoring of climate-financed projects in the water sector.
- Support the organization of the Private Sector Participation Platform dialogue by providing it with relevant financial assessments.
- Prepare project documents, terms of reference, presentations, and outreach material as per the requirements of GIZ.
- Support knowledge management and M&E for the project
- Hold meetings, seminars / workshops, and prepare minutes of meetings with stakeholders.
- Coordination with teams of Output 1 to 4 (GIZ staff and consulting)
Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
Location: Amman, with possibility of travelling to other governorates as needed.
