Economic Cooperation and PSD Advisor

The GIZ Jordan Project "Innovative Private Sector Development Approaches for Employment Promotion" (I-PSD) is seeking to hire an “Economic Cooperation and Private Sector Development Advisor – Focus: Innovation Ecosystem Development” based in Jordan- for full-time base employment.

GIZ in Jordan works on the core topic of private sector development. The position as an Advisor on Innovation Ecosystem Development is part of the project “Innovative Private Sector Development Approaches for Employment Promotion (I-PSD)”. I-PSD is entrusted by the German Federal Ministry for Economic Cooperation and Development (BMZ) with advising the Jordanian Ministry of Industry on the implementation of national economic strategies and the further development of innovative economic concepts and the promotion of sustainable jobs in the Jordanian private sector. To this end, the project is working to improve the competitive situation of Jordanian companies in growth sectors, to cooperate with actors in the local economy, e.g. chambers and associations, and to increase the innovative strength of local companies. The programme also focuses on diversity and inclusion in the Jordanian economy.

Qualifications and specialist knowledge

  • University degree in Economics, Business Administration, International Development, in close relation to Innovation and the private sector. 
  • Proven in-depth knowledge and experience in private sector development, industry-academia linkages, partnership management and innovation ecosystem development.
  • 5 years of professional experience in the Jordanian economic sector including international development cooperation.
  • Advisory experience including contracting and managing consultancy contracts, grant agreements, organization of workshops, events, and capacity development programs.
  • Experience in the conceptualization and implementation of cooperation projects between private, public and academic organizations.
  • Commitment, team spirit, reliability, communication skills, gender competence and inter-cultural understanding.
  • Project management skills including good working knowledge of IT tools (MS Office applications).
  • Fluent in English and Arabic, both spoken and written. German language is a plus. 

Main Responsibilities

  • Support the implementation of project activities focusing on initiating cooperation projects with stakeholders in the innovation ecosystem development, e.g. Chambers, associations, academia, SMEs.   
  • Developing a network and following up on projects with private sector institutions including chambers, business associations and service providers in line with the government’s strategies (e.g. Economic Modernization Vision).  
  • Planning, contracting and implementation of the related activities by consulting firms/ contractors, as well as management of grants and other implementation instruments used in German Development Cooperation.   
  • Building, facilitating and maintaining knowledge and innovation among relevant private, public and academic oganizations, as well as with GIZ and other donor-funded projects.  
  • Ensuring proper monitoring and reporting of results and outcomes in the field of responsibility and supporting the development of information and communications products for the project.
  • Developing and updating the project’s management tools including operational plans, results models, stakeholders map and contributing to knowledge management.

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
