The “GIZ Yemen projects in Jordan” is seeking to hire a “HR Specialist” for full-time base employment.

GIZ has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen and additionally from Germany and Amman/Jordan.  Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time, we support measures to rehabilitate basic services for and to enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people.​ Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones.

Qualifications and specialist knowledge

  • Bachelor’s degree in human resources, Business Administration or a related field. Master’s degree is a plus
  • 5-year professional experience in a comparable position
  • Experience with payroll systems and other HR software solutions
  • Experience with personnel contract management
  • Ideally, knowledge of GIZ systems and GIZ HR policy, rules and regulations
  • Good knowledge of national labour law and other local policies related to HR matter
  • Good presentation and communication skills
  • Very good command of MS office tools
  • Good time management
  • Very good knowledge and command of Arabic and English is a must
  • Team spirit

Main Responsibilities

  • Recruitment: Supports the end-to-end recruitment process management, including job postings, candidate screening, interviewing and selection;
  • Contract management: prepares and manages national staff contracts;
  • Benefits and Compensation: Manages the payroll process for all national staff; assists in developing and managing the compensation system;
  • HR Training and Development: Plans and arranges for effective induction of new staff; organizes other HR development measures and orients managerial staff on GIZ’s standards;
  • HR Policy and Compliance: Supports in updating the employment handbook and other relevant HR policy documents; assures the compliance of staff contracts, costs and payments with Yemeni labour law, tax laws, GIZ regulations; offers advice and orientation on staff policy to all employees and managerial staff; 
  • Personnel Records and HR systems: ensures proper records management and management of all GIZ HR systems.
  • HR Communication: Communicates on HR related topics to all staff and specifically to managerial staff

We expect a willingness to handle any additional task as assigned by the management, ensuring flexibility in responding to operational demands.

Duty station: Amman, Jordan

Emanating from GIZ’s role in enhancing and promoting the efficiency and competency of its political partners and entities and their respective employees, and in view of GIZ’s aim at maintaining and encouraging the stability of employment at its political partners and entities, this position will not be available to any official employee currently working at any of GIZ’s political partners, governmental ministry, department or entity, including any official employees who are on unpaid leave.
