The “GIZ Yemen project in Jordan” is seeking to hire a “Procurement and Contracting Specialist” for full-time base employment.

GIZ has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen and additionally from Germany and Amman/Jordan. Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time, we support measures to rehabilitate basic services for and to enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones.
Qualifications and specialist knowledge
- At least 5 years of professional experience in procurement; experience with GIZ procurement is a plus
- Outstanding knowledge of procurement of goods and services; knowledge of GIZ specific rules and regulations is a plus.
- Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (MS Office, SAP, etc.); knowledge of GIZ-specific software is a plus
- Fluent Arabic and English, knowledge of German is an asset
- Willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management
- Ability to develop Standard Operating Procedures (SOP) and update the process due to policies modifications.
- Outstanding knowledge of supplier management
- Knowledge of the regional market and experience in market surveys
- Outstanding knowledge in contract drafting and checking the quality of Terms of Reference
- Client orientation and ability to work under pressure when required
- Good interpersonal skills and ability to work in a multicultural environment with sensitivity to and respect for diversity
- Good organizational and planning skills and ability to use time efficiently
- Ability to work collaboratively with colleagues to achieve organizational goals
Main Responsibilities
Overview of general tasks
- Handling the overall procurement and contracting process for all contract types (procurement of goods and services as well as financing agreements) according to the guidelines given in GIZ internal regulations:
- Managing the bidding process in accordance with international accepted guidelines and as outlines in GIZ regulations
- Overseeing and preparing tender documents, bid tabulations and the selection processes
- Leading contract negotiations and preparation
- Preparing and registering contracts based on the appropriate GIZ software
- Conduction of market analyses of providers and assisting in the establishment of framework contracts
- Regular participation in establishing and updating the service provider fee schedule based on market rates and the needs of the projects
- Reporting of problems to the superior without delay and coordination with the logistics unit for customs procedures
- Responsible for filing of documents in accordance with GIZ rules
- Planning and conduction of trainings for project staff and possible recipients of financial support
- Provision of advisory services for all tasks and questions which may arise in the context of procurement and contract management
