JOB SUMMARY

The Field Manager oversees IMC project in Zaatari camp and is responsible for timely and high-quality administration, program implementation, coordination and operational support to the project. The Field Manager provides supervision and leadership to both program and operational staff at Zaatari camp ensuring adherence to agreed work plans and reporting schedules as well as full compliance to IMC’s policies in the areas of staff management, administration, logistics and coordination with UN agencies and local/INGOs. The Field Manager works in close coordination with the Health Coordinator, as well as technical staff to ensure that programmatic and operational strategies are implemented at Zaatari camp.

MAIN TASKS AND RESPONSIBILITIES

The activities are within the scope of grants and the budget (UNCHR, WFP, UNICEF). 

Program Management

  • Work closely with the Health Coordinator and field teams to ensure the highest technical quality of services to ensure the maximum impact of the programs.
  • Work closely with the Health Coordinator and field teams to determine the operational needs of the project for primary health care and secondary health care activities of ER, Nutrition, MHPSS and NCD components.
  • Ensure program deliverables are met according to the highest standards.
  • Work closely with the medical staff and the teams to identify the deficiencies and determine the training needs for the staff.
  • Monitor and supervise closely the disease surveillance system at the camp level and coordinate with the medical coordinator and the medical staff, partner agencies and health authorities for issuing the alert, index case notifications, facilitate investigation of the case(s) and participate in preparedness and contingency planning for outbreak response.
  • Work with medical team, Pharmacy Supervisor, and Health Coordinator in the procurement of essential medications in the timely manner to ensure adequate stock based on consumption while adhering to the rational use of drugs.
  • Coordinate with the Pharmacy Supervisor, Zaatari and analyze pharmacy stock and consumption data and reports and present to the Health Coordinator.
  • Regularly update the Health Coordinator on the progression of programs as per protocol.
  • Coordinate with the program teams in monitoring the program objectives, and accomplishments against targets developed tools.
  • Ensure all delivery points are well maintained and equipped.
  • Ensure patient safety and access and availability of comfortable environment (protection from sun, cold, rain and electrical hazards, PWD, drinking water and sanitation facilities).
  • Maintain flexibility to take on added responsibility as and when needed.

​Representation

  • Represent and participate in field health coordination meetings at camp level as well as other coordination meetings that are relevant to the health department (SRAD, camp coordination forum etc.) and communicate relevant information to the Health Coordinator and other health staff.
  • Ensure maximum visibility of IMC at the camp level amongst partner organizations and UN agencies.
  • Contributes to the creation of a positive image and overall credibility of IMC, notably through the application of the organization’s Code of Conduct, ethics, values and standpoint regarding internal and external actors. 

Program Development

  • Work with the Health Coordinator and field teams and country program team in developing strategies and redesigning the project.
  • Participate in draft concept notes for future funding following the protocols and formats of each relevant donor.
  • Provide technical input during proposal development, donor reports and assessment or survey reports.
  • Strive to ensure different components (Primary/Secondary health, MHPSS, Nutrition etc.) are integrated in the programs.

Training/Capacity Building 

  • Through TNA, determine training needs for the staff.
  • Orient the staff on the program objectives and IMC safeguarding and code of conduct policies.

Human Resources Management

  • Assist in the selection and training of qualified health staff, build capacity of medical staff, and recommend promotions, disciplinary action and termination of staff in consultation with Medco for Jordan and the Program Director.
  • Supervise the day-to-day health staff to ensure smooth and effective operations
  • Ensure compliance with local labor laws including working hours.
  • Maintain open lines of communication with all field staff.
  • Support direct supervisors in ensuring staff performance evaluations and professional development plans are in place.

Monitoring and Evaluation

  • Overall responsibility for ensuring project commitments towards donor and IMC requirements on MEAL requirements.
  • Include MEAL-related roles and responsibilities to all staff who are working in the field and responsible for program management and implementation.
  • Ensure Community Based Feedback and Response Mechanism (CBFRM) is functioning and adequately resourced.
  • Ensure all highly sensitive complaints and feedback from CBFRM are addressed and closed appropriately.
  • Integrate MEAL into strategies, frameworks, policies and plans.
  • Coordinate with MEAL team in monitoring activities, assessments and surveys.
  • Interpret and analyze data, present the project progress in terms of performance and process indicators and propose plans for actions to address any gaps in the project implementation.
  • Liaise with the MEAL team to receive timely input and implement recommendations ensuring best practices at all stages of program implementation.

Working Relationships 

  • Maintain frequent communication with the Health Coordinator to ensure program activities and objectives are communicated
  • Work with Finance and Logistics staff to ensure the coordination of procurement and receipt of program supplies and that purchases are made within budgeted targets.
  • Attend coordination meetings which are relevant to country activities or as assigned
  • Collaborate with security focal person to maintain security of health staff, patient safety and report any security incidence immediately.
  • Ensure applications and compliance with security protocols and policies.

Specific Accountabilities

  • Defining, planning and organizing the monthly work plans and staff duty and shift roster to maintain efficiency and continuity of quality services in all departments, ensuring inter-departmental coordination with medical team managers and all hospital-related activities.
  • Coordinating and supervising, together with the medical services and team supervisors, the full deployment of activities and functions, to grant quality levels and a smooth delivery of medical services.
  • In coordination with the Health Coordinator evaluating on a regular basis the pertinence and interaction of the ER in its context, in view of the continuous analysis of the environment.
  • In close collaboration with all departments of ER, coordinating and supervising the implementation of the healthcare protocols, procedures and standards, assessing the different departments as well as providing technical support for medical doctors, to ensure the quality of medical activities in the health structure and the protocols.
  • Ensure Infection Prevention and Control (IPC) measures in biohazardous medical waste management, AEB (accidental exposure to blood), disinfections and sterilizations of medical instruments/equipment for ER and QA testing and isolation of communicable disease cases, if indicated.
  • In collaboration with the HR department, implement the IMC health policy to ensure staff safety, providing all prophylactic and preventive measures and emergency plans.
  • Ensuring, in cooperation with the logistics department, that all hospital staff have the material and technical logistics support needed to ensure the quality of medical activities planned. In collaboration with the pharmacist and/or the logistics manager, ensure efficient use, availability and good storage conditions of drugs and medical equipment for medical activities.
  • Ensuring that all administrative procedures regarding the hospital are duly followed; including the proper and efficient use of hospital documents (i.e. discharge paper, transfer paper etc.)
  • In close collaboration with HR, planning and supervising the human resources processes (recruitment, training, performance evaluation, detection of potential, development and communication) of the medical departments/services of the hospital to ensure both the appropriate sizing and the amount of knowledge required, and to improve people capabilities, contribution and active participation. 

 

MINIMUM QUALIFICATIONS

EDUCATION

• Master's in public health (MPH) or similar public health Master's degree.

 

ESSENTIAL REQUIREMENTS

Typically, 7+ years of relevant progressive experience in the humanitarian or development sector or context.

- NGO programs and projects experience with increasing responsibilities, including a minimum of 3 years of work experience in operations and management roles is required.

 

- Familiarity with international humanitarian operations, coordination structures and mandates of the donors, UN agencies and NGOs.

- Familiarity with the National Health system, operational frameworks and strategies and policies is required.

- Flexible and able to cope with stressful situations and frustrations.

- Skills and knowledge in program sustainability and capacity building, public and private partnerships, project monitoring and evaluation (both quantitative and qualitative) are required.

- Ability to effectively work with the government, community leaders, international and national organizations and donors.

- Ability to exercise sound judgment and make decisions independently following consultative processes.

- Ability to relate to and motivate staff effectively.

- Team player and strong communication skills.

- Proficient in computer applications, especially MS Word, MS Excel and MS PowerPoint.

- Proficiency in written and oral English and Arabic languages.
