Capacity-Building and Climate Change Specialist

Tetra Tech JOR - Jordan - Amman

The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Capacity Building and Climate Change Specialist. This position is limited duration agreement LTTA and for a period of twelve months, based in Amman.

Position Description/Summary:

Under the supervision of the Depuity Chief of Party, the Capacity-Building and Climate Change Specialist is responsible for supporting the WEC project team in developing, planning, and implementing the training & capacity-building strategy, ensuring the timely delivery of high-quality knowledge products appropriate to the target audience. S/he will contribute to building the capacity of the Water Saving Technology (WST) suppliers, increase the access to information and public extension services for WST uptake, and provide training and technical assistance to industries and WST service providers. S/he will carry out regular communications with partners and stakeholders and be fully aware of the local culture and context. The climate change’ profile and it’s ongoing impact in Jordan,  along with  the climate change adaptation strategies are a priority area for the USAID Jordan Water Office. This position - Capacity Building and Climate change Specialist - will serve as a focal point for climate change related activities to ensure appropriate follow up and coordination  across all WEC interventions

 

Responsibilities:

  • Oversee  all WEC project activities related to training and capacity building, and work with WEC technical teams to integrate capacity building throughout WEC activities
  • Develop a comprehensive and innovative Training and Capacity-Building strategy for the WEC market system in agricultural and industrial sectors together with WEC staff and partners in line with available resources.
  • Work in close collaboration with the project team and the implementing and technical partners to define and implement capacity-building plans and produces high-quality learning products/reports. This includes overseeing the development of documentation, resources, and written materials related to training programs, including manuals development and update, SOPs, guides, and workshop materials.
  • Coordinate with key stakeholders to disseminate the knowledge, outcomes, and lessons learned with the wider development community at workshops, seminars, conferences, think tanks, webinars, exhibitions, etc.
  • Contribute to the development and analysis of capacity assessment for WEC’s targeted stakeholders.
  • Strengthen the capacity of the project stakeholders on water efficiency and conservation technologies and techniques.
  • Act as WEC point of contact for Climate Change related topics and disseminate climate change and adaptation strategies to the WEC team and ensure that the WEC team is adequately informed and aligned with ongoing climate change related matters
  • Participate in Climate Change related meetings as relevant to WEC interventions
  • Raise awareness and mainsteam enhanced understanding of climate change adadptation to WEC colleagues and stakeholders
  • Work with WEC MEL team on WEC climate change indicators to track progress and achievement related to climate change
  • Facilitate and develop platforms for knowledge sharing such as community of practise and knowledge networks
  • Develop and apply training design, facilitation, and delivery methods for in-person/ virtual instructor-led, online training, and events.
  • Supports the development of the project results, initiatives and learning/evaluation plan, capacity-building agenda, training, and capacity-building reports, integrated with the Monitoring Evaluation and Learning (MEL) plan.
  • Support in developing partnerships with different stakeholders and develop and follow up the grant process for capacity building programs and managing the assigned grantees for capacity building.
  • Contribute to monthly, quarterly, and annual reporting requirements

Qualifications:

  • Masters’s degree and 7 years in Environment, Public Administration, Engineering, Management, Economics, Development Studies, or Bachelor’s degree and 10 years in relevant filed.
  • Minimum seven  years of experience in developing practices/tools/training programs and/or implementation of the capacity building/ training activities is required
  • Previous engagement/experience with the water management sector in Jordan related to training and capacity building assessment and execution.
  • The ability to follow up grants and granting process for USAID
  • Familiarity with USAID regulation/MEL requirements would be an asset
  • Excellent management and leadership skills, with a thorough understanding of relevant cross-cultural issues.
  • Ability to collaborate with interdisciplinary teams and follow procedures, meet deadlines
  • Work independently and cooperatively with team members.
  • Excellent written and oral communication skills in Arabic and English
