About Relief International

About our Country Program
Relief International has been implementing programming in Jordan since 2004, in the wake of the Iraqi refugee crisis and are currently actively engaged in the response to the Syria refugee crisis in Jordan, including provision of services to both refugees and the host community. Currently, Relief International’s portfolio in Jordan focuses on the education and livelihoods sectors the host community and the camps. Relief International also values coordination with other agencies and the government of Jordan and takes leadership roles within the response as relevant. Due to funding challenges, Relief International scaled down in Jordan starting in late 2023 but is now in the process of rebuilding the country program based on new anticipated funding commitments.
Middle East Region
RI operates in seven countries in the Middle East region: Iraq, Jordan, Lebanon, occupied Palestinian territory (oPt), Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity. We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.
- Job Profile
The Livelihood Officer is a key position responsible to support (a) day-to-day timely and high quality implementation of the livelihood activities, (b) mapping and working with private enterprises, (c) liaising with local actors including TVET providers, (d) regular reporting about achievements/delays and budget spending, (e) regular supervision of participants well-being, satisfaction and performance.
The Job Holder reports directly to the Livelihood Coordinator.
- Key responsibilities
Accountability and Complexity
- Implement the day to day tasks as agreed with the Livelihood Coordinator and in alignment with the work plan.
- Timely report to the Livelihood Coordinator challenges and risks.
- Work closely with other program/operations field staff members to ensure effective and timely implementation of activities.
Project Oversight and Reporting
- In line with the work plan, ensure preparatory tasks for implementing project’s activities are properly and timely completed.
- In line with the approach agreed with the Livelihood Coordinator map and engage with private enterprises relevant to Syrian and Jordanian youth including collecting information about vacancies available, job conditions and requirements, and skills demanded in the related industry.
- Together with the Livelihood Coordinator conduct participants’ selection and assess their career aspirations and vocational skills.
- Support the Livelihood Coordinator in developing and updating the work and spending plans.
- Support the development of on-the-job training (OJT) programs in collaboration with enterprises involved in the project.
- Conduct the regular visits on-the-job training (OJT) sites to gather feedback from both employers and trainees regarding their learning experience and map out their challenges.
- Develop the criteria for the selection of Syrian graduates to apply for the work permit with support of Livelihood coordinator
- Assist the livelihoods coordinator in preparing the documents in obtaining work permits for the Syrian refugees and provide follow up as needed in coordination with livelihoods coordinator.
- Assist the livelihoods coordinators in preparing the business plans of entrepreneurs if needed
- Support the Livelihoods Coordinator in conducting field visits during the assessment process to - evaluate enterprises for grants or in-kind support and assist in the follow up support.
- Support the Livelihood Coordinator in linking youth with the available OJT opportunities offered by enterprises.
- Collaborate with the supply chain departments and operations to ensure timely and efficient delivery of livelihood component materials/documents to stakeholders and participants.
- Contribute to plan logistics of distributing inputs and other provisions to participants.
- Support the data collection and analysis to prepare reports.
- Submit the progress to Livelihoods coordinator on weekly and monthly basis in with agreed work plan.
- Assist the communication and other team members in collecting and preparing the cases studies as well as record the interviews of beneficiaries and entrepreneurs on advise of livelihood coordinator and Senior program team
- Participate actively in internal project meetings as scheduled, coming prepared to the meeting to maximize usefulness for project implementation.
Monitoring, Evaluation, Accountability and Learning
- Together with the Livelihood Coordinator, and in coordination with the MEAL department, schedule regular monitoring and ensure modification of program activities as required, including addressing any problems that may arise.
- Regular monitoring of participants’ satisfaction and performance during the OJT and preparation of visits’ reports.
Internal and External Coordination
- Liaise with key external stakeholders, including but not limited to, vocational training centers and other relevant stakeholders as planned with the Livelihood Coordinator.
- Facilitate visits to project implementation sites for internal and external stakeholders, donors, and any other external stakeholders.
- Liaise with field actors and regularly share information with the Livelihood Coordinator.

- Person Specification
Essential criteria
- University Degree (master's degree is a plus) in Business Administration, Economics or any other related field.
- At least 2 years of experience in implementing livelihoods programs including vocational and technical training, assets transfer, MSMEs support, community mobilization or related activities.
- Strong understanding of the Syria Crisis and livelihoods sector dynamics in Jordan.
- Demonstrated ability to act as a team player with strong communication and interpersonal skills.
- Strong humanitarian commitment and ethical values.
- Time management skills with strong attention to details and the quality of work being submitted.
- Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities; demonstrated flexibility with the ability to cope with stressful situations.
- Excellent interpersonal and problem-solving skills, creativity, and flexibility
- Willingness to frequently travel within Jordan.
- Excellent English and Arabic Language Skills
