MSF has been present in Amman since 2006 with different missions and OCs and since 2015 with delocalized
HQ offices.
In 2018, MSF consolidated its presence in the country becoming one of the MSF Hubs around the world with
the aim to support the quality of our operations in the region and beyond.
The Amman Mutualized Support Office (AMSO) is an intersectional (back) office, created in January 2023,
whose purpose is to support MSF OCs and teams based in Amman to fulfil their role and support to the
missions. The AMSO provides direct support in terms of HR, Administration, Finance, Logistic, Supply and
ICT. Its responsibility is to ensure good working conditions, to provide good quality of services as well as
appropriate resources management.
Under the supervision/support of the line manager, and in collaboration with the ICT departments:
• Participating in the definition and planning of ICT strategies and objectives
• Contributing to the management of budgets, anticipating needs and costs
• Contributing to the definition of processes and procedures
• Ensuring the implementation, monitoring, maintenance and correct functioning of the IT and
telecommunications equipment and systems in the facilities
• Ensuring ICT tools are implemented as required by HQs
• Ensuring installation and maintenance of standard safety and security system for the facilities
• Overseeing telecommunication efficiency and information system security
• Ensuring best practices in knowledge management and implementing support process standards
• Proposing IT operation improvements and assessing team IT needs
• Participating in the briefing and debriefing of users on technical ICT issues
• Making sure any equipment/asset/small material (computer, ICT material, phone, sim card, etc.)
transferred under the responsibility of a user is recorded in the relevant folder, that the handover
document is signed by the user and that returned equipment/asset/small material also is documented
• Monitoring consumptions of phones communications and facilities internet, recording them monthly in a
follow-up tool and analyzing them. Implement and update a file to monitor phone numbers and users
(including name, position and MSF entity).
• Training of users, as well as facilities management teams dealing with information systems and managing
users’ access to the information systems (communication tools, software, files, etc.)
• Supervising and technically supporting (including issue resolution, escalation and tracking) all users
onsite, acting as ICT helpdesk (1st line support), addressing all occurring software and hardware problems
• Tracking and resolving ICT issues, ensuring timely problem-solving and service improvement
• Prioritizing ICT issues together with demands/requests
• Developing ICT Service Management processes and monitoring user satisfaction for ongoing
enhancement
• Ensuring the proper documentation, filing and compilation of statistical data on ICT (number of repairs,
monitoring and abuse of internet and telephone use, general state of computer parts, etc.)
• Providing internet to all facilities (offices, apartments)
• Managing e-mail identities for the staff
• Making regular backup of the users’ data. Connecting the NAS (Backup) with Central NAS (for OCG and
OCBA using OneDrive) and keeping up to date, using cloud station.
• Installing both software and hardware of computer network
• Monitoring systems (software, MSF tools, etc.) to ensure functionality and availability (incl. UniField
instance)
• Ensure software versioning compliance with MSF Standards (e.g. making regular virus definition and
engine updates of anti-virus software, regular security and service pack updates of MS office and Windows)
• Make regular cleaning of equipment (computers, printers, etc.)
• Making local quarterly orders (incl. ICT small materials) and hoc procurement/purchases of goods and
services, according notably to the expenditures framework. Collaborating with Finance staff to document
properly the procurement and payment processes (expression of needs, suppliers/service providers selection,
validation, payment)
• Managing ICT documentation and equipment/assets (e.g. ICT hardware, computers, screens, servers,
software, mobile phones, etc.) inventories, including recording on a daily basis any change (adding, moving,
withdrawing, destroying) and performing quarterly inventories controls with a third party.
• Staying updated on MSF standards and suggest improvements through collaboration
• Ensuring important and relevant ICT activities information is correctly filled in and updated physically
and electronically (sharepoint)
• Inform the IT referents in HQs about any challenge
• Participating in the HR processes (recruitment, training, briefing/debriefing, evaluation, detection of
potential, development and communication) of the ICT staff in order to ensure both the sizing and the amount
of knowledge required to correctly perform all ICT activities.
• Prioritizing and planning activities, tasks and presence in the respective facilities. Inform line
manager, AMSO colleagues and relevant staff
• Reporting on a regular (daily and during regular bi-monthly or ad-hoc meetings) and quarterly basis on
activities/tasks and all relevant technical modifications of the office, following-up on priorities and upcoming
challenges/priorities
• Provide relevant technical advice if necessary
• Supporting facilities management in collaboration with Facilities Officer(s)
• Carry out additional task within competencies as requested
Job requirements
• ICT essential university or technical school diploma
• At least 2 years’ experience in provide ICT support to users (HelpDesk Level 1 & 2)
• Initial experience in supply chain or procurement is required
• Experience with other NGOs is desirable
