LWF Jordan is one of the 25 country programs managed by LWF World Service. This initiative has been operational in Jordan since 2013, serving the community for over a decade. Our primary objective is to assist marginalized communities by strengthening their resilience, and social cohesion, and fostering sustainable livelihoods. We provide protection and humanitarian services across various sectors, including Individual Counseling, Group Therapy, Community-Based Activities, Awareness Raising, Child and Youth Programs, and Capacity Building. Scope of Work:
The Senior MEAL Officer provides technical and strategic leadership for MEAL activities across LWF projects in Jordan. This includes designing and overseeing MEAL frameworks, ensuring compliance with global standards, and promoting data-driven decision-making. The role focuses on capacity building, organizational learning, and ensuring donor reporting requirements are met. The Senior MEAL Officer serves as the primary liaison for all MEAL-related matters within the organization and externally with stakeholders
Duties & Responsibilities:
Strategic Leadership:
- Develop and implement MEAL strategies and frameworks aligned with LWF global standards and donor requirements.
- Ensure MEAL systems effectively monitor and evaluate program performance, providing data-driven insights for decision-making.
- Represent LWF in MEAL-specific donor meetings, coordination forums, and sectoral networks.
Technical Oversight:
- Lead the design and execution of evaluations, assessments, and learning reviews to measure program impact and effectiveness.
- Oversee development and use of data collection tools and methodologies, ensuring alignment with sector best practices.
- Ensure robust data management systems, including analysis and interpretation of quantitative and qualitative data using advanced tools (e.g., SPSS, Power BI, R, or Python).
Accountability and Learning:
- Establish and monitor accountability mechanisms, including beneficiary feedback systems.
- Ensure findings from MEAL activities inform adaptive programming and strategy development.
- Organize annual learning events and thematic reviews to foster a culture of reflection and improvement.
Capacity Building:
- Mentor and train M&E staff, including the M&E Assistant, to enhance their technical skills and understanding of MEAL methodologies.
- Build capacity of project teams to implement MEAL frameworks, ensuring consistent quality and compliance with donor requirements.
Compliance and Reporting:
- Oversee the preparation of high-quality donor reports, ensuring alignment with reporting standards and submission timelines.
- Ensure project budgets adequately allocate resources for MEAL activities, including staff, assessments, and external evaluations.
Coordination and Collaboration:
- Act as the focal point for MEAL within LWF, ensuring alignment of MEAL practices across all projects.
- Collaborate with project teams and external stakeholders to ensure data and learning are shared effectively.
- Maintain an updated database of project reports and disseminate MEAL findings to internal and external stakeholders.
Professional Standards:
The LWF and LWF workers must adhere to the values and principles outlined in the Code of Conduct as well as the Core Humanitarian Standard and relevant LWF policies such as Protection from Sexual Abuse, Exploitation and Harassment (PSEAH), Child Protection and Gender Justice Policy. The staff member must conduct himself/herself both professionally and personally in such a manner as to bring credit to the LWF and to not jeopardize its humanitarian mission.
Requirements:
- Education:
- University degree in Monitoring and Evaluation, Development Studies, Social Sciences, Statistics, or a related field.
- Advanced certifications in MEAL-related software or methodologies are a plus.
- Experience:
- Minimum 5 years of experience in designing, implementing, and managing MEAL systems, preferably in the humanitarian sector.
- Proven experience in capacity building, including staff mentoring and training.
- Technical Skills:
- Expertise in data analysis tools (e.g., SPSS, Power BI, Python, R).
- Strong analytical skills, with the ability to interpret and report on complex data.
- Experience with qualitative and quantitative methodologies, including sampling and conducting FGDs and KIIs.
- Other Competencies:
- Excellent communication skills, both written and verbal, in English and Arabic.
- Demonstrated ability to work effectively under pressure and meet tight deadlines.
- Strong team collaboration and stakeholder engagement skills.
