Job Title: Child Protection Technical Manager FSR # 676

Location: Amman

Job Summary:

The Child Protection (CP) Technical Manager supports the CP department in provision of technical oversight, supporting implementation of the CP program, setting strategic vision and bringing forth innovation, training and mentoring CP staff, and conducting quality improvement plans. This role also enables program implementation and supports the functions of programs, logistics, finance, and administration at the field locations. The role requires supporting the management team in proposal writing, and development of technical documents for training and harmonization of processes and tools. This role will ensure that CP interventions are aligned with international standards, donor requirements, and community needs, focusing on integrating CP within multi-sectoral programs.

Main Tasks and Responsibilities 

        Program Management

  • Work closely with the Program Coordinator to determine the operational needs of the program within the scope of the grants.
  • Maintain site-specific program management tools, namely but not restricted to work plans, procurement plans, HR plans and pipelines in consultation with relevant managers at field level.
  • Manage programming activities for timely implementation of all activities listed in the proposal.
  • Coordinate activities with implementing agencies in the area to avoid duplication and to address gaps in service.
  • With support from the country MEAL team, ensure monitoring and evaluation systems are in place for effective program reporting.
  • With support from the country MEAL team, carry out and/or provide input to assessments, baselines studies and evaluations of CP activities.
  • Contribute to production of proposals for new projects.
  • Prepare timely and accurate reports for internal use, donors, and stakeholders, documenting successes, challenges, and lessons learned.
  • Assist in developing quality control (appropriate methodologies, data collection techniques for assessments, indicators, and evaluations) of CP services, interventions and community-based psychosocial activities
  • Ensure the integration of CP into other sectors, including health, MHPSS, and livelihoods.
  • Ensure the quality and effectiveness of CP services through regular field visits, supervision, and evaluations.
  • Evaluate compliance with IMC technical standards through field visits, produce recommendations to improve program performance.
  • Contribute to the definition and updating of intervention strategies.
  • Support in development of internal technical standards and reference documents that accompany program implementation.
  • Ensure harmonization of CP standards and processes at field level.
  • Conduct regular program reviews, assess progress, and provide recommendations for improving CP activities.

    Budget Management
     
  • Track monthly expenditure and project future expenses for ongoing project activities.
  • Responsible for overall budget management.
  • Ensure that projects are within budget limits and projected spending.

    Human Resources Management and Capacity Building 
     
  • Directly supervise program and operational focal points at field locations. 
  • Oversee logistic and administrative actions of the programs in the field locations.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Support country office HR on the recruitment and orientation of new team members as necessary in collaboration with program management.

    Monitoring, Evaluation, Accountability and Learning
     
  • Support country MEAL team in establishing MEAL system, data collection tools, and a formal mechanism to capture, monitor, respond to and act on feedback and complaints from communities.

    Developing the technical expertise of field teams
     
  • Develop and maintain CP technical guidelines, tools, training modules and protocols for program staff.
  • Follow up on the CP capacity building framework for IMC case management teams.
  • Provide ongoing training for IMC CP staff using relevant training manuals and other tools in coordination with the CP management team.

    Security 
     
  • Work closely with Security Management Teams and DCD to ensure that Standard Operating Procedures are developed for the field site areas of operations. Assist in the revision of security plans.
  • Ensure staff are aware of and are able to follow standard operation procedures.

    Representation
  • Promote IMC’s work and liaise with relevant external stakeholders, local leaders and government officials.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in Social Work, Psychology, Child Development, Education, Sociology, Public Health, or a related field.
  • 5-7 years of progressively responsible experience in child protection, preferably in a mix of humanitarian and development settings, with at least 3 years in a management or technical advisory role.
  • Experience in nexus programming, with proven ability to design and implement projects that integrate child protection across humanitarian, development, and peacebuilding phases.
  •  Demonstrated expertise in:
  • Case management systems and the Interagency Minimum Standards for Child Protection (CPMS)
  • Integrating child protection with health, mental health, social services, education, and livelihoods programs
  • Transitioning projects from emergency response to development-focused, resilience-building initiatives
  • Knowledge of and experience working with government stakeholders, including Ministry of Social Development, Ministry of Health, and local child protection agencies, to strengthen national child protection systems.
  • Proven skills in designing and writing proposals, especially those that link emergency response with sustainable, long-term solutions for child protection.
  • Experience developing and delivering training and capacity-building programs for staff, community partners, and government stakeholders to support integrated child protection services.
  • Strong understanding of global CP standards and best practices, including IASC Guidelines.
  • Familiarity with key donors (e.g., UNHCR, WHO, ECHO, USAID) and their CP requirements.
  • Excellent interpersonal, written, and oral communications skills.
  • Strong project management skills and a demonstrated ability to work with teams, prioritize tasks, meet deadlines, and ensure high quality work.
  • Emotional maturity and agility in working in a fast-paced environment.
  • Computer literacy with demonstrated experience in utilization of databases and Microsoft Office.
  • Fluent in English and relevant local languages.
