Within delegated authority, the Programme Policy Officer will be responsible for the following duties:
- Conceptualize, design, and implement EPR/DRR integrated technical assistance packages in close collaboration with the requesting institution/government body and a wide array of relevant partners.
- Articulate WFP’s value proposition in the EPR/DRR landscape.
- Establish and nurture partnerships with relevant institutional stakeholders (National Center for Security and Crises Management, Department of Civil Defense, Department of Statistics, Ministry of Agriculture, Ministry of Water and Irrigation, Ministry of Environment, Specialized research centers, Universities etc.), international stakeholders (UN Agencies, bilateral development agencies …) and others as guided by design and implementation of activities.
- Strengthen the connection between WFP’s EPR/DRR technical assistance and other organizations’ projects and initiatives to optimize convergence, concentration, coverage and ultimately maximize the impact of interventions.
- Lead on the implementation of the EPR/DRR technical assistance packages to government partners (technical guidance and training, partnership management, project management etc.)
- Lead on the evidence generation agenda, in close collaboration with WFP’s M&E unit, in order to measure the benefits of WFP’s EPR/DRR capacity strengthening interventions.
- Strengthen the connection between WFP’s EPR/DRR interventions with other WFP activities as elaborated by the CSP with a special focus to design and implement interventions that build upon and leverage the work conducted under CSP activity 5, which focuses on climate adaptive support to small holder farmers and pastoralists.
- Actively participate and contribute to national inter-agency processes and working groups/platforms, communities of practice related to EPR, DRR and climate change to ensure collaboration and alignment among agencies.
- Coordinate the implementation of WFP Emergency Preparedness and Response Package, Contingency plan, Business Continuity Plan etc. at the country office levels including:
- the identification and implementation of mandatory minimum preparedness action
- the identification and implementation of relevant emergency preparedness actions
- updating the risk registry and business continuity plans
- Coordinate with other WFP programme units and their activities for example, WFP activity 2 related to shock responsive social protection.
- Prepare quantitative and qualitative reports and communication materials, conduct briefings on initiatives and projects, and organize after-action reviews and document lessons learned and best practices in EPR/DRR programming.
- Perform other related duties as required.
Skills
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Economics, Environmental science, Agriculture, International Affairs, Nutrition/ Health, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/ or trainings/ courses.
Experience: At least one year of postgraduate professional experience for candidates holding a Master's degree, or three years of postgraduate professional experience for candidates holding a BA degree.
- Experience in emergency preparedness and response and/or disaster risk reduction.
- Experience with project design and the project cycle
- Experience providing technical assistance to government counterparts directly or through partners.
- Experience in building partnership at the institutional level (Government and bilateral international development agencies).
- Experience in facilitating / training or events in emergency preparedness and response and/or disaster risk reduction.
- Experience applying emergency preparedness and response and/or disaster risk reduction strategies to current/future climate related emergencies.
