Job Summary:

The Logistics Officer is overall responsible for ensuring all logistics and procurement functions are properly set and reported in operation. He/she reports directly to the senior logistics and procurement officer and is responsible for the following key points in close coordination with the logistics coordinator and support to Zaatari and Azraq program staff.

MAIN TASKS AND RESPONSIBILITIES

  • Provide Logistical support to all programs in compliance with IMC’s standards and logistics procedures
  • Oversee the handover, receiving and renovation of new sites in Azraq and Zaatari camps and assume the lead role in the transaction.
  • The logistics officer shall handle all operations-related communications with the donor and the SRAD.
  • Effective coordination of the supply and receiving of goods and services (support the programs and procurement teams)
  • Prepare Entry / Exit permissions and coordinate with the SARD for approvals, in addition to any official letters related to the activities.
  • Follow up and manage infrastructure and core operations contracts.
  • Maintain and follow up on the periodic WOs and ensure a timely delivery of services and goods.
  • Follow up on all camps' utilities and generate a monthly report (national power grid and diesel, power generators).
  • Conduct the Market survey and logistics assessment when required.
  • Support the logistics team by monitoring the agreements and contracts.
  • Assist the program/project manager in planning and facilitating procurement and following up on work orders, tenders, and purchase orders in compliance with the procurement manual.
  • Ensure all received PR for local procurement are approved and contain appropriate specifications.
  • Ensure ethical and responsible sourcing in pre-procurement and supplier relationships.
  • Oversee and perform field-related procurement as per IMC manual, including direct and micro purchases, negotiated procedure and sole source.
  • Ensure all POs comply with IMC manual, any related regulations and with the correct terms and conditions.
  • Ensure all procurement documentation, along with its audit trail, is submitted correctly to the finance department.
  • Supporting the assets controller officer in managing the assets and inventory records by verifying the assets regularly and inserting the new items.
  • Supporting the assets controller officer in the Assets annual verification process and mapping.
  • Supporting the Warehouse team to ensure all the required documents (GIO, Waybill and releases) are available upon delivery and for permissions purposes.
  • Support the warehouse manager in maintaining the warehouse facilities and utilities.
  • Following up with the Amman security manager regarding all the security matters in the camp and area and managing the daily liaison with the SRAD in Zaatari and Azraq camps to issue security permissions for IMC vehicles and visitors.
  • Perform other duties assigned by the line manager.

Minimum Requirements:

  • Bachelor’s degree in Logistics, Business Management, Supply Chain, Engineering, or any other related field
  • Proficient in computer applications. Especially with MS Word and Excel.
  • Minimum years of experience: 3 years of logistics, procurement, supply chain, and warehousing.
  • Minimum 1 year of experience with NGOs.
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources.
  • People skills, support delivery, employment law, results-driven, professionalism, organization and judgment, approachability, ability to form good relationships, effective organizational skills, teamwork skills, and interpersonal skills.
