Overall Job Mission:
- Implement Procurement strategies for indirect goods and services categories locally and manage the operational and tactical procurement of local indirect category goods and services.
- Identify saving opportunities locally & at the group level (internationally)
- Ensure compliance with local & international procurement laws and regulations as well as Group and local policies, directives and internal control standards as applicable
Main Responsibilities:
- Develop & implement the medium and long term sourcing strategies. Manage the operational and tactical Procurement of indirect goods and services categories in accordance with Group category strategy, as well as applicable policies, procedures and specifications.
- Optimize spend leverage through strategic sourcing, sourcing plan and best practice implementation ensure compliance with Group Global Risk Management policies.
- Act as the point of contact between zone category management and operations. Approve and prioritize purchase requests and amounts according to business needs and in line with set budget.
- Manage the entire procurement and bidding process for all indirect category goods and services (CAPEX, no-CAPEX, Scrap sales …etc.) starting from the announcement, receiving offers, comparison, negotiations, selection and approvals, quotation and finally signing the agreement with selected suppler/provider.
- Negotiate prices, volume, process, quality & contract terms with suppliers, vendors and freight forwarders and formulating policies with suppliers.
- Validate quotations on the system to ensure proper entry of quotation terms and conditions. Approve local purchase orders within authorized signature limits and review purchase order claims and contracts for conformance to company policy.
- Coordinate with Finance Department and prioritize due payments according to contract terms and available cash. Communicate any expected delays in payments with affected suppliers/service providers
- Ensure that contracts are renewal or termination is done on time according to management decisions. Ensure proper coordination and documentation of the due approvals
- Identify and approve competent suppliers and vendors locally and internationally for current and future business needs. Structure, maintain and manage the relationships with key suppliers (SRM) and conduct performance evaluation and solve conflict.
- Ensure the implementation and tracking of key performance indicators and achieved results.
- Drive the realization of savings, supply efficiency, quality, and process improvements in Country, in line with regional and global strategies. Ensure locally generated savings are reported as required, and according to category guidelines.
- Maintain continuous analysis through regular contacts with suppliers, customs, port authorities and governments to develop specific objectives in line with business plan and company targets.
- Conducting and validating on-going market surveys for ascertain the possibility of using alternative products and sources of main department commodities.
- Set departmental challenges and put coherent objectives. Manage and develop buyers where required. Ensure global & local policies and procedures are conveyed to end users in the Procurement of goods and services.
- Assure compliance with applicable laws, ethical standards, policies and codes of business conduct and MCS requirements.
Skills
Required Qualifications:
EDUCATION: - Bachelor's degree in Business, Economics, Finance, operations, engineering or a related area.
EXPERIENCE:
- Min. 10 years of related experience (finance, procurement, shipment and clearance, legal).
Competencies required for the Job:
TECHNICAL COMPETENCIES:
- Solid operational management and general business skills and savvy
- Working knowledge of finance and/or accounting in terms of budgeting cost management, financial accounting, treasury, risk management, etc
- In-depth knowledge of sourcing and procurement principles and best practices. Ability to leverage the understanding of suppliers’ cost drivers and pricing strategies.
- Experience with modern sourcing and procurement systems
- Familiarity with relevant legislative and regulatory requirements such as Tax, Customs and Commercial Law, as well as understanding of standard contractual terms and conditions to mitigate legal risk.
