The GIZ Jordan Project "Reframing perspectives for strengthening social participation and collective agency of Palestinian refugees in the Middle East region (CASP) is seeking to hire a “Crisis, Conflict, Disaster (incl. Emergency Aid, Peace, Security, Flight, and Migration) Advisor/Component Manager” for full-time based employment.

The project "Reframing perspectives for strengthening collective agency and social participation of Palestinian refugees in the Middle East region (CASP)" was commissioned by the German Ministry for Economic Cooperation and Development (BMZ) to involve Palestinian refugees in decision-making processes. The project operates in the Palestinian Territories, Jordan, Lebanon, and Syria, with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) as its main political partner. It also collaborates closely with host government institutions, local NGOs, and CBOs.

The project uses a conflict-transformative and multi-stakeholder approach to address conflicts at local, regional, and international levels. It focuses on creating dialogue formats with UNRWA, host governments, and civil society actors that actively involve Palestinian refugees, especially young people and women. The project supports local, national, and regional actors in fulfilling their responsibilities towards Palestinian refugees and emphasizes empowering young people through skills development and access to political and social participation.

Qualifications and Specialist Knowledge

  • University degree in political science, peace and conflict studies, international relations or related fields
  • Minimum 5 years of experience in steering, planning, organizing, and monitoring project components, measures, and activities
  • Providing advisory services and support to partners
  • Very good knowledge of main partners such as UNRWA and host government partners working with Palestinian refugees (in terms of mandate, structure and services)
  • Experience working in international settings and/or with national/ international (governmental) organizations
  • Strong organizational and planning abilities, esp. agile management methods
  • Effective communication skills for networking, stakeholder management, and representing the topics in priority areas
  • Ability to manage and lead teams technically, including steering and supporting staff within the project
  • Ensuring the necessary sectoral and methodological knowledge incl. political and conflict sensitivity is in place for quality and strategy design

Main Responsibilities

  • Manage independently project component and/or work packages and activities with different partners including planning, steering, cooperation with UNRWA, host governments and (i)NGO/CSO partners
  • Provide capacity development and advisory to partner organizations
  • Provide expertise and required instruments and techniques to support management effectively esp. with a focus on regional programme implementation
  • Network with other organizational units and consider management objectives and requirements in task performance
  • Tap into new topic areas and develop relevant instruments and products as needed
  • Contribute to M&E and knowledge management by sharing expertise and maintaining contacts inside and outside the company
  • Steer external providers and coordinate services in consultation with the programme manager (grant agreements, service contracts)

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description
