- Background:

ACTED is implementing the project “Protection of Water Dams in Jordan through Labor-intensive Activities” which is funded by the GIZ. The project aims to reduce soil erosion and flood mitigation measures in the King Talal Dam’s watershed areas using nature-based solutions and improve the efficiency of the constructed stormwater drainage network in Zaatari camp, while improving living conditions for Jordanians and Syrians through cash-for-work schemes and Contractors in parallel. ACTED will involve 840 beneficiaries in labour-intensive work to provide them with temporary income and alleviate immediate financial pressure on one hand, and to improve the living conditions in the refugee-hosting communities on the other hand.

The Cash for Work Officer has the responsibility to adhere and commit to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment) always. The Cash for Work Officer has the responsibility for ensuring that measures to prevent SEAH are implemented and regularly monitored. The Cash for Work Officer should promote an environment to help prevent sexual harassment, exploitation, and abuse both at the office and in the field and report any misconduct or SEAH issues appropriately according to ACTED’s procedures.


Job Purpose:

The project officer (civil engineer) will be responsible for supervising both CfW participants and contractors, ensuring adherence to technical specifications and safety standards. They will manage all aspects of the CfW program, including participant recruitment, training, and technical guidance, while also handling administrative tasks and community engagement activities. This technical expertise supports efficient project execution, improved quality control, and strong community collaboration, in addition to managing the CfW participants on site.

The project officer will support the project manager to ensure the overall success of the project within the allocated time and resources. The project officer will support the PM/project team to ensure the effective and timely completion of assigned duties in accordance with ACTED’s standard operating procedures (SOPs), with a focus on the CfW employment methodology. S/he will be based at the site office within Zarqa/Jerash governorates, noting that the employee will be assigned to ACTED’s North Jordan office in Mafraq.

Duties and Responsibilities:

The Project Officer responsibilities include:

  • Supervise both Cash for Work (CfW) participants and contractors on-site to ensure compliance with technical specifications, safety standards, and project requirements.
  • full ownership over project day-to-day activities, ensuring that all work is performed in accordance with the project plans and technical guidelines.

·       Gabion design and installation standards (wire gauge, mesh type, stone size, anchoring).

·       Riprap sizing and placement based on hydraulic conditions and slope stability.

  • Provide technical guidance and support to CfW participants and contractors to resolve engineering issues and ensure the quality of gabion construction.
  • Monitor construction processes to maintain high standards of quality and adherence to engineering specifications.
  • Maintain detailed records of project activities, BOQ, drawings, participant attendance, work progress, and any issues encountered.
  • Prepare and submit regular progress reports and documentation to the Project Manager and other stakeholders as required.
  • Implement and enforce safety standards and procedures to ensure a safe working environment for all personnel.

·       Ensure contractors comply with approved schedules, safety measures, and environmental requirements.

·       Where contractors are engaged, particularly for heavy machinery and preparatory works at KTD sites, the Project Officer supervises contractor performance to ensure adherence to approved schedules, safety requirements, environmental safeguards, and technical specifications. Any deviations, delays, or non-compliance are promptly reported to the Project Manager.

·       The Project Officer is responsible for monitoring quantities and progress, supporting verification of completed works, and contributing to the validation of BoQs and payment documentation. Occupational health and safety measures are enforced at all times, including mandatory use of personal protective equipment, implementation of sites specific risk mitigation measures, and immediate corrective actions when unsafe practices are identified.

  • Support the Project Manager and project team in achieving the project’s goals within the allocated time and budget.
  • Accurate and up‑to‑date site documentation is a core responsibility of the role. This includes maintaining daily site diaries, attendance sheets, photo documentation, progress tracking records, and red‑line drawings. The Project Officer contributes technical inputs to weekly and monthly progress reports, donor reporting requirements, MEAL verification processes, and preparation of as‑built drawings, technical completion reports, and handover documentation for both KTD and Za’atari components.
  • Practical ability to use AutoCAD for reading, reviewing, and annotating engineering drawings, preparing basic layouts and as‑built drawings, and supporting quantity tracking and surveying activities.
  • Follow Acted's SOPs, focusing on CfW employment methodology to ensure effective and timely completion of project activities.
  • Based at the site office near King Talal Dam, manage project activities directly from the field office to ensure close supervision and effective on-site management.


Skills

QUALIFICATIONS:

  • B.Sc. in Civil Engineering/structural engineering/water engineering or similar field.
  • 3-5 years of experience in similar infrastructure projects, such as erosion control, gabions and check dams construction, is preferred
  • Previous experience in NGO experience is preferred.
  • Strong experience in Engineering Software (AutoCAD, 3D Max).
  • Proficiency in Microsoft Office, Microsoft Excel.
  • Excellent organizational and planning skills.
  • Ability to work in a multi-cultural environment and travel as required to project field sites.
  • Self-directed, able to independently set priorities and solve problems with minimal guidance.
