Campaign Specialist / Consultant (STTA):  

The U.S. Embassy-funded Water Efficiency and Conservation Activity (WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Campaign Specialist. This position is short term consultant, based in Amman.

The Water Efficiency and Conservation (WEC) Activity aims to increase water-use efficiency and conservation in Jordan by applying commercial incentives across the agriculture, industrial, and municipal sectors, and by strengthening the Government of Jordan’s governance over irrigated agriculture. WEC also directly supports the National Conveyor Project (NCP), including the NCP Management Unit and technical assistance toward the NCP Readiness agenda related to treated wastewater. WEC plays a catalytic role in bridging the gap between new water supply and responsible water demand, helping Jordan translate policy into practice, complement infrastructure investments with operational readiness, and foster a national culture of water conservation that supports long-term resilience. By preparing institutions, large consumers, and farming communities to use new water efficiently, WEC creates the enabling conditions for the NCP to succeed and maximizes the impact of desalination investments.

BACKGROUND

Building on the National Water Conservation Roadmap 2024 and the government-wide co-creation process led by the Media and Communications Unit at the Water Authority of Jordan (WAJ) and WEC, this assignment supports the institutionalization and scaling of the Miyah – For Good That Lasts brand as Jordan’s unified national platform for water conservation communication. It reflects a shift from short-term awareness efforts toward a more structured and sustained approach that strengthens communication capacity, aligns messaging across institutions, and supports long-term behavior change in water use.

WEC, in collaboration with the Ministry of Water and Irrigation (MWI), developed the unified water brand, Miyah – For Good That Lasts, to strengthen awareness around water conservation and promote efficiency across the water sector. To maximize its impact, WEC, in coordination with the Media and Communications Unit at WAJ, seeks the support of a professional Campaign Specialist to help coordinate and support the implementation of Miyah campaigns in close collaboration with the Advertising Agency and key public and private sector partners.

POSITION DESCRIPTION / SUMMARY

The objective of this assignment is to support the effective implementation and coordination of the Miyah national water conservation campaign by managing day-to-day campaign operations, coordinating stakeholders, and ensuring the timely delivery and quality of campaign outputs.

The Campaign Specialist will work closely with WAJ’s Media and Communications Unit and coordinate directly with WEC, the Advertising Agency, relevant ministries, public entities, international agencies, private sector entities, and other campaign stakeholders to ensure alignment, timely execution, and consistent messaging across all channels.

The Campaign Specialist will serve as the central operational focal point linking WEC, WAJ, MWI, Jordan Valley Authority (JVA), water utilities, the Advertising Agency, government institutions, development partners, and other campaign participants to ensure smooth coordination, efficient implementation, and consistent messaging across campaign activities.

DETAILED RESPONSBILITIES:

  • Support day-to-day implementation of the Miyah – For Good That Lasts campaign in coordination with WEC, WAJ's Media and Communications Unit, and the advertising agency.
  • Maintain workplans, calendars, and activity trackers to ensure timely, strategy-aligned execution.
  • Serve as the coordination focal point between all campaign partners including WAJ, MWI, JVA, water utilities, government institutions, development partners, and the advertising agency.
  • Organize coordination meetings, align messaging and timelines, and consolidate partner inputs (key messages, visuals, videos) to support content development.
  • Work closely with the Advertising Agency on campaign planning, creative development, and rollout.
  • Review materials for consistency with Miyah brand guidelines and coordinate messaging across traditional media, digital platforms, and partner channels, including activities tied to key milestones such as Independence Day and Earth Day.
  • Ensure cohesive, coordinated outreach by working closely with the Journalist/Media Consultant and Social Media Specialist, and facilitating communication between consultants, the advertising agency, and WAJ's Media and Communications Unit.
  • Support WAJ's Media and Communications Unit in integrating the Miyah brand into day-to-day communications and strengthening institutional capacity to manage future campaigns.
  • Track campaign progress, prepare brief monthly updates on activities and outcomes, and document lessons learned for future reference.

LOCATION OF ASSIGNMENT:

This assignment will be conducted across all governorates of the Kingdom, according to the distribution of the tourism facilities. Transportation may be required as needed.

REPORTING:

The Campaign Specialist will report to the WEC Strategic Communications and Partnerships Manager, and will work in close day-to-day coordination with WAJ’s Media and Communications Unit and relevant WEC team members.

QUALIFICATIONS:

  • Bachelor’s degree in communications, media, marketing, public relations, journalism, or a related field with 3 years of professional experience in communications, campaign coordination, public awareness programs, or media engagement, or 8 years of relevant work experience.
  • Demonstrated experience supporting multi-stakeholder communication campaigns.
  • Experience coordinating with government institutions, development partners, or donor-funded projects is preferred.
  • Strong organizational, coordination, and stakeholder engagement skills.
  • Experience working with advertising agencies, media outlets, or digital communication platforms.
  • Excellent writing and communication skills.
  • Fluency in Arabic and English.

The total expected level of effort (LOE) for this assignment is 84 Days within 6 months.
