Role Purpose The purpose of these services is to provide technical leadership and strategic support for the effective integration of climate change adaptation and mitigation measures within the UN-Habitat Jordan programme. These services align directly with the projects’ mandate by guiding the development and implementation of climate-resilient interventions, enhancing institutional capacity, and promoting sustainable resource management. The Project Manager will play an effective role in designing and supervising climate-related and WASH activities, supporting proposal development, and ensuring compliance with environmental and social safeguards. Their contributions aim to strengthen the resilience of vulnerable communities, promote informed decision-making on climate issues, support the implementation of sustainable solutions, and enhance climate resilience in the targeted urban areas.
Functions / Key Results Expected
With delegated authority, the Project Manager will be responsible for the following duties:
Coordination and Project Management:
•Manage the overall conduct of the project, including implementing planned activities, monitoring implementation progress, managing the project risks, capturing lessons learned, etc.
•Develop the annual work plans in coordination with the project officers and ensure they get approved by the project steering committees.
•Guide and coordinate the work of the project officers, all project staff, consultants and project executing partners.
•Prepare and revise project work and financial plans.
•Manage and monitor project risks.
•Develop the terms of reference and scope of work of the project implementation team.
•Coordinate the project Inception Workshop in close cooperation with the project partners.
•Draft Agreements of Cooperation (AoC) with the project executing entities as needed.
•Contribute to knowledge management processes as well as the organization and maintenance of the project filing system.
•Participate in the Project Steering Committee meetings, technical meetings as well as regional and national workshops.
•Coordinate and follow up on all procurement processes related to civil, water and WASH projects.
•Engage and maintain direct dialogue with project beneficiaries, stakeholders, governmental entities including municipalities, water establishments (Ministry of Water and Irrigation/ Water Utilities), Regional Technical Offices, and UN agencies, among others.

Education Requirements
Required:
•Advanced university degree in civil engineering, water management, hydrology, environmental management, urban development, or related development field.
•A first-level university degree in combination with additional two years of qualifying experience will be accepted in lieu of the advanced university degree.
Experience Requirements
Required:
•5 years of progressively responsible experience with master’s degree, or 7 years with Bachelor in managing development projects with a focus on climate change adaptation or sustainable water management or related area is required.
•A solid understanding of climate change challenges and the impact of conflict and displacement in the Arab region is required. Experience working in international development/humanitarian sector is an advantage, especially in the United Nations System. is required.
Desired:
•Knowledge of sustainable development concepts, principles and issues and the ability to apply to strategic and/or practical situations, covering the economic, social and environmental dimensions is desirable.
•Experience in managing projects from climate change funds, preferably the Adaptation Fund or otherwise the GCF or e.g. the GEF SCCF is desirable.
•Knowledge of environmental and social safeguard systems used by multilateral funds will also be considered as an advantage is desirable.
