This is to announce that Amman delegation has a vacancy for an Import Clearance and Freight Officer at the TCFS Unit in Amman Regional Logistics Support Centre.
- Freight Officer 1 assists Freight Officer(s) 2 in organizing the logistical delivery of goods so that the ICRC can carry out its assistance activities.
- In charge of managing the inbound shipments according to the INCOTERM.
- Geographical remit: Regional & Global
RELATIONSHIPS
Internal Relations
- Liaise with the entire logistics team in LSCs, Headquarter, fields and other destination delegation. Dialog has to be professional and supportive at any time.
- Maintains a professional and constructive dialogue with all units of the logistics department.
- Adapts his/her behaviour to various interlocutors
External Relations
- Maintains a professional and constructive dialogue with external interlocutors such as freight forwarder, clearing agents, Customs officials, governmental bodies and authority involved in transportation (ports, border points, airport)
- Proposes new reliable partners in the field of freight forwarding and transportation for ultimate validations by Regional TCFS Manager.
- Keeps always a breast of market developments by gathering information from external sources
- Adapts his/her behaviour to various interlocutors
- To adhere to existing working practices, methods, procedures, undertake relevant training and development activities and to respond positively to new and alternative systems.
General Duties:
- Be aware of the delegation’s objectives and activities
- Understand the three components of the Red Cross/Red Crescent Movement
- Always apply the security rules
- Respect and observe the staff regulations of the ICRC in Jordan.
- Respect and observe the ICRC’s Code of Conduct.
- The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
- Organizes, groups together and distributes cargo shipments in transit by destination, according to the ICRC’s standards using the ERP (JDE).
- Responds efficiently to all question related to freight officer 1 position. Ensures that all freight requests from headquarters and the field are responded to quickly and efficiently.
- Draws up and updates files (shipping notes, tax information, waybills, etc.).
- Works with other members of the unit to update shipments files.
- Briefs logistics staff leaving for field assignments about shipping rules and regulations, under the supervision of Freight Officer 2.
- Commissions and follows up on air, sea, and road freight services.
- Checks the credentials of contracted companies under the supervision of Freight Officer 2.
- Participate to the tendering process raising Invitations to Tender and Selection Table.
- Participates in writing of Clearance and Delivery Contracts and follow up the Contracts duration in order to propose a new Invitation to tender or an extension.
- Keeps contact with the LSC warehouse and CSD, the manufacturer/supplier and the transporter to enable smooth support for the colleagues Freight Officer(s) 2.
- Ensures that the required file documentation is correctly established. Coordinates with the colleagues Freight Officer(s) 2.
- Follows up the files irregularities or missing document and prepare/follow up archiving.
- Able to understand the “in Transit” ERP process and importance to enter accurate data.
Office Activities
Reporting
- Establishes weekly progress reports on shipments status and be the TCFS unit representative at the Supply Chain weekly meeting
- Updates JDE Impex, Profile and other databases (Shipping instructions, Contacts list….)
- Raise Minute of TCFS meetings with external and internal interlocutors.
Administration
- Liaises with the Regional Master Data Manager in order to have the right information for the Goods in Transit to be entered in the ERP.
- Ensures necessary administrative work is implemented on time and report issued (Shipping status update, Goods in Transit, etc).
- Prepares the P/O files for shipments and submits them for validation to the Regional TCFS Manager.
- Follow-up in a total confidentiality the simple HR and administrative files for the Team members.
- Manages the files archiving.
- Verifies JDE impex information before archives files.
- Assists the Regional TCFS Manager in Region Tendering and Contract support processes.
Treatment of information
- Registers and treats information accurately and confidentially.
- Maintains regular contacts with contractors’ and establishes minutes for proper follow-up.
- Update the Suppliers data base and note relevant comments.
- Compiles the TCFS unit activity in order to propose and establish the relevant reports, statistics and graphs to the Regional TCFS Manager (In term of weight, TEU,etc) and all non-financial data).
Personal development
- May be able to learn from and assist Freight officer 2 and/or Clearance officers to become later her/himself a Clearance or a Freight officer 2.
Support to the LSC and the LSC’s training centre
- Entertains a constructive dialogue with the other Departments of the delegation and GVA.
- Makes a proper follow-up on documentary requirements.
- Participates actively to the internal TCFS unit activity and informs accurately on the active files.
Support to the Delegation
- Entertains a constructive dialogue with the client delegations and the LOG_TSP/GVA, informs on the status of consignments and of Goods in Transit
- Makes a proper follow-up on documentary requirements and on the delivery status of the shipments
- Participates actively in the internal logistics meeting and informs accurately on the active files.
Support to Delegate in Charge
- Advises on inbound shipments issues, shares relevant information.
- Presents synthesis of problematic issues succinctly and accurately.
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
- University degree or professional school of similar degree (technical degree in Freight Forwarding...)
- 4 years’ work experience in a similar field (Freight operations and customs formalities procedures, Data Mgmt., File Mgmt., Confidential Information Mgmt., Archiving).
- Knowledge of Freight rates
- Knowledge of key account procedures
- Good command of written and spoken English
- Excellent computer skills and ability to run specialized software.
- Confirmed capacity to implement general ICRC procedures
- Rigorous and Trustful
- Analytical and methodical person.
- French language knowledge will be considered as a plus
- Having worked under JD Edwards environment will be considered as an advantage
- Valid IATA Dangerous Goods Regulations certification (mandatory in GVA) is an advantage
- Valid IMDG certification is considered as a plus
