The GIZ Jordan Projects "Cash for Green Services (CfGS) and Social Protection and Inclusion of Refugees and Host Communities in Jordan (SPIRIT)” are seeking to hire a “Project Officer” for full-time based employment.
Cash for Green Services project Description:
Jordan continues to face significant pressure on municipal services due to the protracted Syrian refugee crisis, while vulnerable refugees and Jordanians have limited access to income opportunities. The project aims to improve living conditions—particularly for women—in the municipalities of Al-Muwaqqar, Mu'tah and Al-Mazar, Al-Hassa, and Ain Al-Basha by strengthening waste management services and expanding collection systems, including recycling initiatives.
Through Cash-for-Work (CfW) measures implemented in cooperation with the Ministry of Local Administration (MoLA) as the political partner, the project creates temporary employment opportunities for vulnerable Jordanians and Syrian refugees. In parallel, it supports municipalities and private waste management actors with advisory services, capacity development, and financial support to enhance operational efficiency, promote occupational safety and gender-sensitive approaches, and ensure sustainable improvements beyond the project’s duration.
SPIRIT project description:
Refugees and members of host communities with disabilities in Jordan have limited access to social protection. Only a few people know how to get support services, there is often a lack of high-quality offers on site and the quality of the services is uneven. As a result, vulnerable groups are unprotected from poverty and can only participate in society to a limited extent.
The project aims to improve access to high-quality social services for Jordanians and refugees with disabilities, as well as their families. The implementation focuses on four main areas. On the one hand, the project supports the Higher Council for the Rights of Persons with Disabilities (HCD) in reforming the procedure for determining disabilities in order to enable access to a wide range of social services for persons with disabilities. At the same time, it is planning to develop a procedure for refugees with disabilities with the United Nations High Commissioner for Refugees (UNHCR) with the United Nations High Commissioner for Refugees (UNHCR). The second priority is to strengthen coordination and referral mechanisms by setting up a system that places people with disabilities in appropriate social services. In the third priority, decentralised institutions of the Ministry of Social Development (MoSD) are supported in improving the quality and range of services for a self-determined life for people with disabilities. Finally, together with organisations of persons with disabilities (OPDs) and local non-governmental organisations (NGOs), the policy framework is being further developed by developing recommendations for an inclusive and more sustainable social protection system in Jordan.
Qualifications and Specialist Knowledge
- Bachelor’s degree in business administration, office management, finance, public administration, social sciences, or another relevant field
- Minimum 5 years of professional experience in an administrative, coordination, or project support role within a structured professional environment
- Proven experience in handling responsible administrative and operational processes, including coordination, documentation, reporting, and logistical organization
- Solid working knowledge of standard IT tools and digital collaboration platforms, including MS Office applications, MS Teams, and document management systems (DMS).
- Practical knowledge of administrative, financial, procurement, or operational procedures within project or organizational environments; familiarity with ERP-based systems (e.g. SAP/BANF or similar systems) is an advantage
- Strong organizational and coordination skills with the ability to manage multiple tasks while following established procedures and guidelines
- Good written and spoken English and Arabic with the ability to prepare clear documentation, correspondence, and reports; knowledge of German is an asset
Main Responsibilities
- Support the planning and organization of meetings, workshops, and study tours, including logistical arrangements, participant communication, venue coordination, and preparation of attendance and evaluation tools for the two projects.
- Assist in obtaining required government approvals and support communication with the partners, consultants, and stakeholders of the two projects, including follow-up on official correspondence and documentation.
- Support procurement processes for goods and services through the GIZ systems for the two projects (e.g. BANF), including preparation of documentation, coordination with the service unit and country office, and ensuring compliance with GIZ procedures
- Assist technical advisors in the two projects in preparing and reviewing financial and administrative documentation (e.g. invoices, advances, and planning documents) and support the tracking of contracts and procurements.
- Support travel management processes for the two projects staff and partners, including preparation of travel requests and travel settlement documentation in line with GIZ procedures.
- Provide administrative support to the teams of the two projects, including scheduling meetings, preparing agendas and minutes, maintaining the project calendar, and facilitating internal communication.
- Acting as the record manager for the two projects to ensure proper filing and documentation of project records (digital and physical) in line with GIZ standards and audit requirements, and support knowledge management within the two projects.
- Work collaboratively with the Cluster Administration Specialist, providing support as needed and aligning with cluster priorities, including deputizing on specific tasks when required.
