JOB OVERVIEW:
The Global Finance Manager, based in Amman, is responsible for overseeing financial management across multiple country operations, ensuring strong governance, compliance, and financial performance across a complex, multi-donor portfolio.
This role acts as a key bridge between country offices and HQ Finance, driving standardization, strengthening internal controls, enhancing financial reporting, and supporting strategic decision-making at a global level.
Key Responsibilities:
1. Global Financial Oversight & Reporting
- Lead financial oversight across multiple country offices (Jordan, Lebanon, Palestine, and others as applicable).
- Ensure accuracy, consistency, and timeliness of financial reporting across entities.
- Review and consolidate monthly financial reports, including Budget vs. Actuals and variance analysis.
- Support global financial consolidation and reporting to HQ and senior leadership.
- Strengthen financial policies, procedures, and internal controls across all locations.
2. Budgeting, Forecasting & Financial Planning
- Lead the global budgeting and reforecasting processes across country programs.
- Provide forward-looking financial analysis to support strategic planning and resource allocation.
- Partner with program teams to develop donor-compliant budgets and cost proposals.
- Monitor financial performance and provide actionable insights to leadership.
3. Multi-Country & Multi-Currency Management
- Oversee multi-currency financial operations and ensure accurate exchange rate application.
- Manage global cash flow planning across multiple currencies and funding sources.
- Monitor foreign exchange exposure and recommend mitigation strategies.
- Ensure proper revaluation, reporting, and compliance with donor exchange policies.
4. Donor Compliance & Grant Financial Management
- Ensure compliance with donor regulations (USAID, UN, EU, etc.), including allowability, allocability, and reporting requirements.
- Oversee financial aspects of grants, including budgeting, monitoring, and reporting.
- Review donor financial reports for accuracy and compliance.
- Support proposal development with strong financial inputs and pricing strategies.
5. Partner & Subaward Financial Oversight
- Lead financial assessments of implementing partners.
- Develop and implement risk-based monitoring frameworks.
- Strengthen partner capacity through training and ongoing support.
- Ensure timely and accurate consolidation of partner financial data into donor reports.
6. Compliance, Audit & Internal Controls
- Ensure compliance with local regulations across all operating countries.
- Lead internal and external audits, ensuring timely resolution of findings.
- Maintain audit-ready documentation and strong financial governance practices.
- Implement and monitor robust internal control frameworks and segregation of duties.
7. Systems, Process Improvement & Automation
- Drive optimization of ERP systems (e.g., Sage Intacct or equivalent).
- Lead system integrations (e.g., expense platforms, payroll, banking systems).
- Automate financial processes to improve efficiency and data accuracy.
- Standardize financial processes and reporting across all country offices.
8. Treasury & Banking Management
- Optimize liquidity management and fund transfers.
- Ensure efficient cash utilization and minimize financial risk.
9. Team Leadership & Capacity Building
- Provide technical leadership and mentorship to country finance teams.
- Build capacity through training, coaching, and performance management.
- Foster a culture of accountability, collaboration, and continuous improvement.
10. Cross-Functional Collaboration
- Partner with Programs, HR, and Finance to support effective program delivery.
- Provide financial insights to support strategic and operational decisions.
- Act as a key advisor to senior management on financial matters.
Skills
QUALIFICATIONS & COMPETENCIES
- Bachelor’s degree in Accounting, Finance, or related field (MBA preferred).
- Minimum 8–12 years of progressive finance experience, preferably in INGO environments.
- Strong knowledge of donor regulations (USAID, UN, EU, etc.) and accounting standards (IFRS/GAAP).
- Proven experience in multi-country financial management and consolidations.
- Experience with ERP systems (e.g., Sage Intacct, Dynamics 365, Oracle, etc.).
- Advanced Excel skills; Power BI or data analytics tools are a plus.
- Strong leadership, communication, and stakeholder management skills.
- Fluency in English and Arabic required.
- Willingness to travel across country offices as needed.
