Job description

Purpose of the Consultancy


To ensure continuity in advancing the Youth, Peace, and Security (YPS) agenda and operationalizing the YPS Unit within the Ministry of Youth (MoY). The consultant will deliver a defined set of outputs that strengthen coordination mechanisms, establish monitoring tools, and document progress in implementing the Jordanian National Action Plan on Youth, Peace, and Security 2025–2027 (YPS JoNAP).


Scope of Work / Key Tasks


The YPS technical consultant will  provide specialized technical assistance to UNFPA in supporting the implementation, monitoring, and evaluation of the Jordanian National Action Plan on Youth, Peace, and Security 2025–2027 (YPS JoNAP)


Program Management:


  • Conduct a stakeholder mapping exercise and design a comprehensive stakeholder engagement strategy for the YPS JoNAP.
  • The Consultant will facilitate specific technical workshops with youth and stakeholders across governorates and submit analytical reports of these consultations to UNFPA.

Monitoring and Evaluation:


  • Develop and establish a standardized Monitoring and Evaluation (M&E) framework and tools for the YPS JoNAP. 
  • The Consultant will utilize this framework to conduct quarterly assessments and draft analytical progress reports on the YPS agenda for UNFPA’s review.

Knowledge Management:


  • Draft specific policy briefs, knowledge products, and a final consolidated report on best practices and lessons learned regarding the implementation of UNSCR 2250, 2419, and 2535 in Jordan.

Stakeholder Engagement:


  • Facilitate effective communication with youth and stakeholders across governorates.
  • Support collaboration between the Ministry of Youth and the National Coalition, ensuring follow-up on coalition-related activities.
  • Engage in public relations with relevant institutions and stakeholders.

Capacity Building and Advocacy:


  • Design a targeted capacity-building program and training package on the YPS agenda.
  • Deliver 4-6  training sessions to relevant national stakeholders and submit the training materials and a post-training evaluation report to UNFPA.

7 months – expected start date: June 2026


Place of Work


Ministry of Youth, Jordan


Deliverables and Work Modalities


Monthly progress report delivered in electronic format such as word or excel. Th the report shall be successfully certified by UNFPA every month to liquidate monthly payments


Monitoring and Reporting


  • Regular meetings and reports as requested by UNFPA Jordan. 
  • Monthly performance assessment in accordance with the scope of work.
  • A final report summarizing the overall activities and the contributions to the YPS Unit and the national agenda will be submitted.

Supervision


The candidate will be reporting to the Youth Analyst, UNFPA Jordan Country Office,  and working closely with the MOY team.

Required Qualifications and Competencies


These criteria include appointing a professional equipped with the technical knowledge and competencies to translate into practice within the context and mandate of the YPS agenda.


The minimum qualifications for the consultant include:


  • An advanced university degree (Master’s degree or higher) in Political Science, Human Rights, Development, or a related field, with at least 2 years of demonstrated experience in public policies and management; or a Bachelor’s degree in a relevant field, with at least 4 years of demonstrated experience in public policy and management.
  • Experience in the field of youth policies, the YPS Agenda, and/or the UN Sustainable Development Goals (SDGs) system is highly favorable.
  • Excellent organizational and planning skills, creativity, and conflict sensitivity.
  • Excellent communication and teamwork skills.  
  • Experience within a governmental setting is considered advantageous.
  • The ability to produce high-quality written documents and reports in a timely manner. 
  • Flexible attitude, proactivity, and ability to work under pressure in challenging circumstances and to tight timelines. 
  • Proficiency with relevant computer software programs, particularly MS Office.
  • Fluency in Arabic and English is essential for effective communication with stakeholders and donors.
  • Demonstrated experience in conducting capacity building, training, and coaching is seen as a benefit.

Inputs / Support Provided by UNFPA


  • The YPS technical consultant will utilize their own equipment.
  • Office space will be provided by MoY.
