Grants and Compliance Coordinator
for Palestine mission - Based in Amman
MAIN RESPONSABILITIES:
The Grants and Compliance Coordinator is responsible for providing technical expertise on grants and compliance while playing an essential coordination lead role amongst all departments. S/he is key in ensuring all departments have a clear understanding of their role and responsibilities as regards grants and compliance aspects.
S/he is actively involved in the country strategy and the overall project cycle management, especially through contracts management (including partnership), reporting, donors communication, fundraising and compliance.
Under the line management of the General Coordinator (Country Director), and the technical management of HQ Program Officer, s/he works in close collaboration with the Deputy General Coordinator for Programs (Head of Programs), the Deputy General Coordinator for Support (Head of Support Services), along with other key departments where relevant (MEAL, Field Coordinators, etc.).

- HQ level: HQ Program Officer (via whom: Institutional Fundraising Department (DDI), private funding department, audit department, etc.), Medical Referent, MHPSS Referent, Advocacy Referent.
ROLES:
- Country strategy
- Contribute to developing the Country Programme Strategy, in line with MdM’s global strategy and technical guidelines
- Support the GenCo and Deputy GenCo for Programmes in identifying strategic opportunities including leading the development of donor mapping
- Support the GenCo in external relations representation, including preparing donor meetings, representation if relevant
- Fundraising
- Lead and provide technical support in fundraising, in collaboration with the Medical and MHPSS Coordinators, Advocacy Coordinator and Field Coordinators
- Actively contribute to the fundraising strategy through research and identification of potential grant opportunities from various sources, including UN agencies, and foreign missions (embassies), and maintain close coordination with MdM HQ
- Coordinate the development of fundraising materials (presentations, infographics etc.) to support engagement with key stakeholders
- Contribute to the identification of potential relevant international and/or local partners (private sector partners, NGOs, academia, etc.) to be included in proposals
- Maintain an up-to-date donor mapping, including key information such as guidelines, deadlines, and application requirements
- In collaboration with the Genco, develop and maintain relationships with potential donors and organise meetings and follow up
- Represent MdM in different forums and meetings related to grants and fundraising, as requested or approved by the GenCo
- Project development
- Lead Go/No Go meetings and project design discussions with Heads of Departments, providing strategic input aligned with country priorities and donor requirements
- Oversee the project development cycle, including preparing grant proposals, budgets, and supporting documentation, in collaboration with all departments, and in coordination with HQ Programme Officer
- Manage the overall development and timing of grant proposals through clear planning, assigning responsibilities, and ensuring meeting deadlines
- Participate to proposal writing, budget development, and gathering of the necessary supporting documents/annexes
- Work in close collaboration with the programme, MEAL, finance, logistics, HR and security departments, to ensure consistency among the different components of proposals – i.e logframe, budget, needs assessments, procurements needs, narrative etc.
- Grants management & contracts follow-up
- Lead, in close collaboration with the GenCo, timely communication with and accountability towards the donors for any grant-related topic
- Ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by Programme, MEAL and Support teams
- Ensure that reporting and all external communications (including visibility) are meeting the highest standards and preserve MdM’s reputation
- Ensure appropriate planning and follow-up tools are in place to track contractual compliance (e.g grants tracker, communication/visibility plans)
- When any issue is identified in meeting deliverables/contractual obligations in the given timeframe and budget flexibility, inform relevant staff in country and seek HQ advice
- Reporting
- Ensure that all projects Kick Off and Close Out meetings are conducted and that all donors’ requirements are understood, lessons learned are compiled and integrated within the Project Cycle Management
- Oversee the development of quality and harmonised narrative reports in collaboration with all departments, reflecting the progress and status of projects in a transparent, timely and professional manner, in liaison with HQ Programme Officer
- Liaise with the Support departments in the preparation of the reports (including annexes), and ensure they reflect consistency and timely progress amongst documents
- Coordinate with the MEAL department to ensure that needs assessments, indicators and lessons learned and best practices are consistent with the narrative and reflect the actual project progress
- Ensure timely submission of reports to HQ and respects the donors’ deadlines, and addresses comments from HQ and donors in a timely manner, in collaboration with the relevant departments
- Lead on the coordination of regular reviews and evaluations programmes with all departments, to assess effectiveness and impact, in collaboration with the Deputy GenCo for Programme and Support
- Acts as a focal point for report-related queries, e.g. deadlines, templates, compliance, in collaboration with the Programme Officer in HQ
- Partnership management
- Support the identification of new partners through the development of a partners mapping and ensure that the partners mapping is regularly updated, in close collaboration with the Deputy GenCo for Programs
- Is responsible to ensure partners are timely involved and informed throughout all the necessary steps and receive all the necessary documentation in a timely manner
- Oversee the contractual obligations of partnerships, including due diligence/screening, development of Pre-Partnership Agreements, MoUs, Partnership Agreements (PA) and their amendments, and the timely signature of the agreements
- Develop and oversee MoUs/PAs tracker and ensure it is kept up to date
- Ensure partners submit timely and compliant reports in line with PA requirements
- Ensure that MdM provides adequate support and fulfil its obligations to the Partners as per the PA
- Compliance and audit (internal and external)
- Ensure all staff understand their responsibilities in respecting compliance of MdM’s internal procedures and donors’ requirements
- Ensure effective coordination with all departments on compliance and audit-related matters in close collaboration with the Deputy GenCo for Support
- Raise alerts by informing the hierarchy of any suspicions of fraud, corruption or major breach of compliance rules
- Liaise with partners to ensure a timely organization of audits, in respect of donor requirements (each partner being responsible for its audits, the compliance department here supports the overall process)
- Is responsible for ensuring regular internal controls are taking place, along with following up on recommendations, dissemination of good practices and risk management with the relevant departments; and tracking through appropriate documentation.
- Ensure all project documentation is properly archived in a consistent and organized manner on the SharePoint, including project documentation, reports (including Partners’), evaluations, finance documentation, along with any other relevant grant-related information.
- Ensure that the SharePoint is accessible to HQ External Audit department upon audit triggers and that all required documentation is uploaded
- Team management & Capacity building
- Recruit staff under his/her direct or technical responsibility
- Ensure proper induction, capacity building and job training to his/her team members
- Develop individual action plans and proceed to regular professional evaluations of the team under his/her direct or technical responsibility
- Identify overall capacity building needs amongst the department and directly conduct trainings/refreshers/coaching where necessary
- Supervise his/her team, ensure regular coordination, information sharing, develop a good team dynamic and take suitable action in case of problem
- Refer departments to the available technical resources (human and methodological) available online or at HQ level
- Participate in disciplinary processes
- Ensure communication lines of the organizational chart and among the support team are respected across the mission
- Coordination and representation
- Actively participate in MdM coordination meetings and other ad hoc meetings decided by the GenCo
- Facilitate inter-departmental coordination through structured meetings and information-sharing mechanisms
- Ensure effective and timely dissemination of information across bases, coordination and HQ, including contribution to the monthly SITREP
- Ensure regular communications are maintained between all departments as regards grants and compliance
- In close collaboration with the GenCo, continuously reinforce networking and actively participate to the relevant meetings/fora/platforms with authorities, partners, etc.
- Support the GenCo where necessary in case of donor field visits or meetings

Based in Amman (Jordan) depending on access with regular field visits to Nablus, Jerusalem and Gaza upon security situation.
CONTEXT:

Palestine Context
Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.
The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors.
Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centers over the past year.
Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will led MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions.
MdM Network
The MdM international network has 17 organizations (known as chapters). In Palestine, MdM Spain and MdM Switzerland implement in the WB and Gaza. MdM France works very closely with MdM Spain and MdM Switzerland.
SKILLS REQUIRED:
Education and experience
- Master degree in one of the related field or project management
- At least 5 years’ experience in the related field
- At least 2 years of experience with a similar position with an international NGO
- Experience with partnership (experience with consortium is particularly appreciated)
- Experience in multi-sectoral, regional and/or co-funded programming management
- Experience/knowledge of the region is an asset
- Experience in health projects is an asset
