About Youth Grow Activity
Youth Grow Activity (YGA) is a U.S. Government-funded initiative working with national partners in Jordan to help youth aged 10-29 build practical skills and connect to income opportunities; leading to stable communities in Jordan by supporting lawful work, productive routines, and positive engagement for the youth themselves.
Background
Ministry of Youth (MOY) Centers represent one of the most geographically distributed public interfaces between the GOJ and its youth population. When these centers function effectively, visibly, and consistently, they serve as trusted anchors and safe spaces for structured engagement, skill development, and constructive participation. To help MOY realize the full potential of their youth centers, YGA operates as a technical and advisory partner to the MOY, working closely with its technical and operational directorates to strengthen program design, refine delivery mechanisms, enhance monitoring and performance frameworks, and support strategic communication. In collaboration MOY and YGA, provide a wide range of programs that span sports, arts, music, and upskilling programs. Youth centers serve as the primary venues for these activities.
Following a short-term registration campaign in the first quarter of 2026, YGA seeks to engage a Communications Implementation and Production Consultant to execute MOY’s year-round communications activities. The consultant will be responsible for producing and managing all content, running social media campaigns, and delivering high-quality creative outputs in line with the strategy developed by MOY’s Senior Communications Strategy Consultant.
Purpose of the Assignment
The Communications Consultant will be the primary executor of MOY’s communications activities, responsible for producing all content, managing social media operations, and delivering campaign materials on time and to a high standard of quality. The consultant will translate the strategic direction set by MOY’s Senior Communications Strategy Consultant into concrete, impactful outputs that enhance the visibility of youth centers, document youth program impact, and support program registration campaigns throughout the year.
Key Responsibilities
Content Production and Videography
- Produce all required video content, including short-form videos (60–90 seconds), reels-style vertical videos (10–30 seconds), testimonial and success story videos, youth center spotlight videos, program recap videos, promotional videos, and motion graphics.
- Film events, interviews, and promotional materials in accordance with campaign and program requirements.
- Edit and assemble filmed materials using professional video editing software, applying visual and audio effects to enhance content quality.
- Perform color correction and audio enhancement to achieve the highest possible production standard.
- Export videos in formats appropriate for publication across all relevant platforms.
- Organize and archive video files in a systematic manner to ensure easy retrieval.
- Conduct photography sessions at youth centers across Jordan, including portraits of participants, action shots from program activities, event and ceremony coverage, and branded photos for registration campaigns.
- Design all graphic assets, including static social media posts, carousel posts, infographics, announcement posters, digital flyers, registration countdown graphics, engagement templates, and success story graphic templates.
- Ensure all content is culturally appropriate, youth-friendly, and fully compliant with MOY’s visual identity.
- Propose creative ideas that contribute to the development and improvement of visual content.
- Stay current with the latest techniques and tools in videography and editing and apply them to ongoing work.
Social Media and Campaign Management
- Develop and submit a monthly content calendar to MOY for review and approval at the end of each preceding month.
- Manage the technical execution of paid social media campaigns on Facebook and Instagram, including audience targeting by age, interest, and location, and monitoring ad performance.
- Develop and creative variations for A/B testing to optimize campaign performance and registration outcomes.
- Write all Arabic/English captions and copy for social media posts, stories, and ad campaigns; English content to be provided for select programs or materials as required.
Storytelling and Youth Engagement
- Document youth experiences and program impact through authentic storytelling, including youth spotlights, mini-interview clips with trainers, coaches, and officials, and testimonial quote cards.
- Produce location-based content highlighting specific youth centers and their activities.
- Develop short call-to-action clips and interactive content formats such as polls, questions, and challenges designed to encourage peer-to-peer sharing and organic reach.
Coordination and Approvals
- Incorporate revisions and feedback from MOY within agreed timelines.
- Ensure prior written consent is obtained from all individuals appearing in photos or videos prior to publication, including parental or guardian consent for youth under 18 years of age.
- Adhere to confidentiality requirements regarding all work-related information and data.
Administrative Responsibilities
- Prepare monthly reports summarizing key outputs, productions, and coverage completed.
- Organize and document work-related data and records, ensuring they are stored in a manner that allows easy retrieval.
- Contribute to developing and improving procedures and guidelines for the unit’s work, and propose continuous improvements to working methods.
Monitoring and Reporting
- Provide a monthly performance report covering reach, engagement, click-through rates, registration clicks, and actionable recommendations for optimization.
- Maintain an insights dashboard tracking campaign performance metrics across all active platforms.
- Submit a quarterly review of campaign results to MOY and YGA for strategic assessment and course correction.
Level of Effort and working hours
This is a full-time assignment for 6 months. The senior communication consultant is expected to be present and actively engaged during official Ministry of Youth working hours. Additional flexibility may be required during events, campaigns, or field activities.
Required Qualifications
- Minimum 3-5 years of demonstrated experience in communications, content production, videography, and social media management. A portfolio of previous work must be submitted as part of the application.
- Demonstrated expertise in videography, photography, and graphic design for digital platforms, including Facebook and Instagram.
- Proven experience managing paid social media campaigns, including audience targeting, A/B testing, and performance analytics.
- Strong portfolio of youth-focused, culturally relevant content produced for NGOs, government entities, or development programs.
- Experience working with influencers or content creators for campaign amplification.
- Knowledge of MOY’s media policies and standards is an asset.
- Familiarity with MOY’s visual identity standards and USG branding and marking requirements is a plus.
- Experience working with government entities is an asset; familiarity with NGO and development sector approaches is an additional advantage.
- Proficiency in relevant computer applications and professional video editing software (e.g., Adobe Premiere, After Effects, or equivalent).
- Strong organizational skills and ability to manage multiple content streams and deadlines simultaneously.
- Strong interpersonal, communication, and teamwork skills.
- Good cultural awareness and sensitivity.
- Willingness and ability to travel across all governorates of Jordan as required by the geographic scope of the work.
- Fluency in Arabic; working proficiency in English required.
- Bachelor’s degree in media, Multimedia, Communications, or a related field.

- Compliance with USG marking and branding requirements across all produced content related to USG activities.

Operational Guidelines
- The consultant must adhere to MOY’s visual identity and branding guidelines, including all required approval processes.
- All content and campaign materials funded by the U.S. Government must comply with U.S. Government marking and branding requirements.
- Geographic coverage must include youth centers across all governorates of Jordan. The consultant must be willing and able to travel across governorates as required.
- No photos or videos may be published or shared unless prior written consent has been obtained from all individuals appearing in the content. For youth under 18 years of age, written consent must also be obtained from a parent or legal guardian.
Supervision and Coordination
The consultant will work in close coordination and under the technical review of MOY’s Media and Communications Directorate, while reporting to YGA’s team, to ensure all outputs are integrated and aligned with the overall communications strategy.
