Project Field Officer

  • Development: We support SMEs and NGOs to develop and strengthen their value propositions, project designs and business cases.
  • Fundraising: We assist SMEs to access impact finance – grants, debt, and equity – intended to create positive change besides and beyond financial return.
  • Implementation: We initiate and implement private sector development programmes at the request of Donors and NGOs to deliver on their Sustainable Development Goals, with a focus on value chain development, job creation and climate resilience. We offer business coaching, financial training, matchmaking and technical advice to SMEs.
  • Intelligence: We support our clients with performing actionable research, market sector studies, impact measurement and feasibility assessments.

We are a team of 50+ dedicated professionals that work from our offices in the Netherlands, Kenya, Senegal, Burkina Faso and Jordan (Amman). Since establishing our presence in Jordan in 2019, Advance Consulting has been actively contributing to the development of a sustainable and competitive agriculture and water sector. Our Jordan office, with over 13 professionals, currently manages around 20 projects benefiting farmers, youth, women, and local communities through strong partnerships with public, private, and academic institutions.

About the Project

Advance Consulting is implementing the four-year “Namaa” project in Jordan, supported by the Embassy of the Kingdom of the Netherlands. The project aims to improve river basin management for the people of Northern Jordan Valley through infrastructural works on subsurface drainage and landscaping, enhanced agricultural water-efficiency, improved regulatory frameworks, strengthened capacity of relevant stakeholders in the water sector and advanced public dialogue. Advance Consulting seeks a qualified Project Field Officer to support implementation of this project.

 

The Position

Advance Consulting is seeking a qualified Project Field Officer to support day-to-day implementation of the Namaa project across all work packages, with particular emphasis on field activities, stakeholder coordination and farmer-level engagement in the Northern Jordan Valley.

The Project Field Officer will be the day-to-day field counterpart to Water User Associations (WUAs), Community-Based Organisations (CBOs), participating farmers and local authorities, and will support the Landscape Engineer on Work Package 2 (landscape restoration) and the wider team on Work Package 1 (subsurface drainage) and the capacity-building programme on water-smart agriculture.

The position is field-based in the Northern Jordan Valley, with the Project Field Officer working from Advance Consulting's field office in the Northern Jordan Valley and travelling daily across project sites. Occasional travel to the Amman office is expected for team meetings and coordination.

The Project Field Officer will report to the Project Director in Amman and will work closely with the Landscape Engineer, Drainage Engineer, the wider Jordan-based team, colleagues in the Netherlands and external consultants.

 

Key Responsibilities

  • Field implementation support. Support day-to-day implementation of project activities across all work packages, with a particular focus on field-level delivery of subsurface drainage works and nature-based landscape restoration interventions.
  • Stakeholder coordination at field level. Serve as the day-to-day field-level point of contact for Water User Associations (WUAs), Community-Based Organisations (CBOs), participating farmers, municipalities and the JVA Groundwater Drainage Directorate; support the Project Director and Landscape Engineer in engagement with JVA, Ministry of Water and Irrigation (MoWI) and Ministry of Agriculture (MoA).
  • Subsurface drainage support. Assist the Project Director, Drainage Engineer and external consultants in supervising the expansion and maintenance of subsurface drainage systems in coordination with JVA.
  • Landscape restoration support. Support the Landscape Engineer in on-site implementation and supervision of nature-based restoration works, including Cash-for-Work activities where applicable.
  • Capacity building. Contribute to the delivery of capacity-building activities on water-smart agriculture for farmers, WUAs and CBOs, including logistics, participant mobilisation and on-the-ground facilitation.
  • Field monitoring and M&E. Conduct regular field visits to monitor progress, collect M&E data, and support basic data management and analysis for internal monitoring and reporting; provide first-line maintenance for field monitoring equipment such as sensors and data loggers.
  • Documentation and project records. Maintain proper documentation and filing of field-level project records, including attendance sheets, field reports and photo documentation.
  • Procurement and logistics. Assist with field-level procurement and logistics for project activities (venues, transport, catering, materials, etc.).
  • Perform any other tasks assigned by the Project Director.

Qualifications and Required Experience:

  • Bachelor’s degree in Agriculture, Civil Engineering or a related field.
  • Minimum 3 year of relevant professional experience, preferably in donor-funded projects.
  • Demonstrated field experience in agriculture, landscape restoration, watershed management and/or irrigation and drainage, ideally in semi-arid settings.
  • Proven ability to engage with Water User Associations, CBOs, private contractors and rural communities at field level.
  • Demonstrated experience working with rural and vulnerable communities in Jordan, ideally in the Northern Jordan Valley or comparable semi-arid settings.
  • Based in the Northern Jordan Valley.
  • Valid Jordanian driving licence, with willingness and ability to drive daily between project sites.

 

Skills and Competencies:

  • Strong stakeholder engagement skills, with a proven ability to coordinate with public-sector institutions, Water User Associations, CBOs, private contractors and rural communities at field level.
  • Excellent interpersonal, communication and facilitation skills.
  • Team player with a proactive, results-oriented and adaptive-management mindset; comfortable operating in multidisciplinary and international teams.
  • Willingness and physical ability to travel nearly daily within the project area.
  • Excellent command of Arabic and English, spoken and written.
  • Strong computer skills, including Microsoft Office applications; working knowledge of GIS, remote sensing, drone-based tools and/or mobile data-collection platforms (e.g. KoBo, ODK) is an asset.
