NRC is implementing an Urban Shelter Project in Amman and the northern area of Jordan. The project aims to provide adequate and secure shelters for vulnerable households. It involves assessments, planning, field validation, negotiation, and the supervision of rehabilitation works on a household level.
The Shelter Technical Assistance will work closely with the shelter coordinator and field team to achieve targets and prepare contracts with the participants. The post holder will also be responsible for negotiating with landlords/tenants, validating and preparing the BOQs, and following up on works. The role is shared between fieldwork and the office, depending on targets and planning. It is expected that they will spend 90% of the time in the field.
1. Roles and Responsibilities

Specific Responsibilities

Plan, prepare, and organize field assessments in line with project timelines.
-
Conduct field assessments to evaluate household vulnerability and define their eligibility for the programme services, including technical surveys, follow-up, and validation across shelter interventions (shelter rehabilitation, cash for rent, and shelter mobility kits) in accordance with NRC established criteria.

Execute field assessments, which also include developing initial Bills of Quantities (BOQs), technical follow ups and technical validation of cases.

Develop final BOQs and drawings and clearly explain the scope of technical works to the project participants and landlords.

Collect and verify all required documentation for contracts, MoUs, and purchase orders, ensuring completeness and accuracy prior to submission.

Prepare contracts for shelter interventions, ensuring they are ready for signing with the project participants.

Provide timely feedback to involved households and management regarding case eligibility and related decisions, as required.

Provide support to shelter team in other field offices when required.

Perform other related tasks assigned by the line manager.
