Job description
Responsible for managing and coordinating day to day engineering activities for a Combined Cycle Gas Turbine (CCGT) plant project. This is office-based role based in Jordan and supporting the Middle East projects. The Engineering Manager leads technical coordination between the engineering/design team(s), OEMs and vendors, and the site execution team to ensure timely issue resolution, design integration, constructability, quality, and compliance with applicable codes/standards. The role drives engineering deliverables, interface management, EPC engagement, and technical change control to support construction, commissioning and handover.
The range of activities includes (but is not limited to):
- Manage the engineering deliverables plan and deliverable register; coordinate priorities, inputs, reviews and approvals with all disciplines and stakeholders.
- Lead multi-discipline design coordination (process, mechanical, electrical, I&C, civil/structural) and ensure design integration and consistency across packages and interfaces.
- Coordinate technical interfaces with OEMs and key vendors (GT/ST/HRSG, generators, BOP) including vendor document review, deviations and interface issue resolution.
- Participate in EPC meetings to discuss any gaps b/w the EPC design and the EPC Contract requirements.
- Support procurement and construction by providing technical clarifications, responding to RFIs/TQs, and ensuring timely resolution of site technical queries.
- Lead technical change management including evaluation of design changes, management of deviations, and alignment of IFC revisions with construction sequence and commissioning requirements.
- Ensure constructability and operability reviews are carried out and closed, and that engineering outputs support safe and efficient construction and commissioning.
- Maintain engineering documentation control including MDR, transmittals, drawing status, and support development of as-built dossiers and handover documentation.
Responsibilities
- Lead and coordinate all engineering activities for the CCGT plant, ensuring integrated design across disciplines and alignment with project requirements, codes and standards.
- Act as the primary technical interface between the office engineering/design team(s) and the site construction/commissioning team; ensure fast turnaround of technical queries and field changes.
- Own the engineering deliverables schedule and deliverable register; coordinate discipline leads to meet IFC issue dates and support construction priorities.
- Coordinate with Client and EPC Contractor to ensure that the WSP scope of works is completed smoothly.
- Lead engineering interface management (battery limits, tie-ins, OEM/vendor interfaces) and drive closure of interface issues and discrepancies.
- Ensure design governance: review/approve key design deliverables, calculations and specifications; manage multidisciplinary reviews (HAZID/HAZOP as applicable) and constructability reviews.
- Participate in Design review meetings and in Project Review meetings.
- Prepare and circulate MOMs for all the meetings attended.
- Coordinate OEM and vendor document review (MDR), handle technical deviations, and ensure compliance with contract requirements and performance guarantees.
- Provide technical support to procurement and expediting, including review of technical bid evaluations, vendor clarifications, and FAT/SAT technical readiness (as required).
- Ensure engineering compliance and quality, including checking for constructability, maintainability and safe design; support resolution of NCRs and technical quality issues with the site team.
- Coordinate technical communications with the Client and EPC (as applicable) and support required submissions to authorities through the project management team.
- Support commissioning and start-up by ensuring engineering deliverables, vendor support, operating manuals and commissioning procedures are complete, consistent and aligned with site readiness.
- Manage RFIs/TQs and site technical queries, track closure, and ensure prompt issuance of updated IFC drawings and field instructions where required.
- Review engineering-related method statements, ITPs and commissioning procedures for technical adequacy, and coordinate comments/approvals with the design and site teams.
- Prepare engineering progress updates (deliverables status, key technical risks, interface issues) and support the project reporting cycle.
- Ensure engineering documentation quality and completeness for handover, including redlines, as-built records, MDR closeout, and final dossiers.
Skills
Mandatory Skills
- Proven experience as Engineering Manager/Lead Engineer on CCGT/thermal power projects, coordinating multi-discipline engineering deliverables from office with strong support to site execution.
- Strong engineering background in CCGT plant systems (GT/ST/HRSG, steam/water cycle, auxiliaries and balance of plant) with ability to govern multi-discipline design and interfaces.
- Strong capability in engineering planning and deliverables management (deliverables register, MDR, drawing status, transmittals) and coordinating inputs/approvals across stakeholders.
- Hands-on experience with technical queries management (RFIs/TQs), technical change control, and issuance of revised IFC documentation to support construction and commissioning.
- Understanding of EPC contract technical requirements, EPC Contractors invoicing, vendor deviations, and technical support to claims/variations (as needed) through accurate records and substantiation.
- Strong interface skills with OEMs/vendors and construction teams, with the ability to drive closure of technical issues and prevent rework.
- Excellent coordination, communication and reporting skills, including managing multicultural teams and producing clear technical summaries for management and site.
- Ability to manage multiple priorities and provide time-critical engineering support to site while maintaining document quality and traceability.
- Strong problem-solving capability for complex technical and execution issues, including root cause analysis and resolution of interface and performance matters.
- Willingness to travel to the project site as required to support technical resolution, inspections, and commissioning readiness.
- Familiarity with relevant international codes and standards (e.g., ASME, API, IEC/IEEE) and applicable local statutory requirements.
- Strong written and verbal communication skills in English; Arabic is an advantage for local stakeholder engagement.
- Proficient with MS Office and common project controls tools (e.g., Primavera P6 or equivalent) and familiarity with document management systems.
Desired Skills
- Experience with performance modelling tools and review of heat balance and performance guarantee methodology.
- Experience with commissioning engineering support, performance testing preparation, and development of handover dossiers and O&M documentation.
- Prior experience in Jordan or the Levant region and familiarity with local permitting, grid processes, and contractor market is an advantage.
Qualifications
- Must have minimum Bachelor’s degree in Mechanical/Electrical Engineering (or equivalent). Minimum 15 years’ relevant experience with at least 5 years in an Engineering Manager/Project Director capacity on CCGT/thermal power projects in Jordan.
- Professional registration/certification (e.g., Chartered Engineer/PE) is preferred; strong capability in MS Office, engineering document control practices, and relevant project tools.
