ROLE PURPOSE: Livelihoods Senior Officer
To ensure the effective, timely, and high-quality implementation of livelihood interventions that improve beneficiaries’ income and employability, while providing technical guidance to staff and partners, strengthening coordination, and ensuring accountability, sustainability, and responsiveness to changing contexts.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

  • Support the delivery of effective interventions, by: Representing Save the Children and the Project in technical areas relevant to livelihoods and income generation options and employment pathways within the AMAL project framework across Amman, Zarqa, and Karak.
  • Working in collaboration with the Programs Implementation Director in the preparation of annual work plans and the production of reports and other deliverables relevant to the local context and aligned with project objectives.
  • Support the development and application of vulnerability criteria in coordination with partners to ensure transparent and inclusive beneficiary selection, particularly for Syrian refugees and vulnerable Jordanians.
  • Conduct outreach and identification of vulnerable households in partnership with CBOs and key stakeholders, with a focus on socio-economic risks affecting children, including child labour and domestic violence.
  • Conduct individual assessments to map skills, experience, and aspirations, and provide basic counselling and guidance to support informed decision-making on livelihood pathways. and provide basic counselling and guidance to support informed selection of appropriate livelihood pathways.
  • Refer shortlisted beneficiaries to relevant vocational and technical training sectors based on assessment results and local labor market demand, including agriculture, ICT, mobile maintenance, dairy, and informal care sectors.
  • Coordinate closely with VTCs, and training providers to support beneficiary enrollment, participation, and follow-up in vocational training programmers.
  • Support the delivery and monitoring of cash assistance linked to training, ensuring proper attendance tracking and compliance with procedures.
  • Conduct Post-Distribution Monitoring (PDM) and collect participant feedback to assess effectiveness, utilization, and impact of cash support on training access and completion.
  • Facilitate market research and contribute to developing livelihood and social enterprise opportunities, including gig-economy approaches.
  • Support the design implementation of social enterprise initiatives and contribute to identifying business and funding needs.
  • Ensure monitoring of project indicators, maintain beneficiary tracking systems (CommCare and other tools), and contribute to learning, documentation, and reporting of project outcomes and success stories.
  • Conduct market research and mapping of relevant livelihood models to inform programme design.
  • Identify start-up and operational needs for social enterprises and support resource mobilization if needed.
  • Contribute to advocacy activities, including roundtables and awareness campaigns on inclusion and employment.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • BA in economics, Business Administration, international studies or a related field
  • At least 7-10 years of working experience as a Project officer, preferably with a livelihood project.
  • Demonstrated experience in projects promoting livelihoods in areas including skills training, micro-lending, micro-savings, employment generation, alternative/additional income generation for vulnerable youth and/or vulnerable households in Jordan
  • Experience working with government representatives, partners, local community organizations, trade unions, and private industry to promote improved livelihoods for households, and the provision of social protection services
  • Understanding of child labour issues; experience with exploitative child labour policy
  • Experience in conducting and analysis of market surveys, participatory appraisal or assessment and sustainable livelihoods monitoring and evaluation methods and tools, would be an asset
  • Proven ability to prepare work plans and reports
  • Excellent English language proficiency (spoken and written) and Arabic is required
