Technical support Consultancy –MHPSS support
Background:
In the aftermath of the war in Gaza, Palestinian children medically evacuated to Jordan for treatment have faced significant protection and mental health challenges, including displacement, loss, trauma, and severe crisis-related stressors that continue to affect their psychological wellbeing, resilience, and coping capacities. Many children and caregivers have been exposed to distressing experiences requiring specialized, trauma-informed, and culturally sensitive Mental Health and Psychosocial Support (MHPSS) interventions.
In response, Save the Children is implementing an integrated MHPSS programme that includes HEART, Child and Youth Resilience approaches, Psychological First Aid (PFA), and Positive Parenting interventions to support children, caregivers, and communities. Given the highly technical and trauma-sensitive nature of these interventions, there is a critical need to review, adapt, and strengthen the existing training materials and Training of Trainers (TOT) package to ensure they are contextually appropriate, technically sound, and responsive to the Gaza humanitarian context. The initiative will also strengthen the technical capacities of psychologists and mental health counsellors in the targeted locations to ensure the delivery of high-quality, child-centred, and trauma-informed support services.
Objectives of reviews:
The objective of the consultancy is to support the development of comprehensive, high-quality training manuals and Training of Trainers (TOT) materials for both the Positive Parenting and Youth Resilience approaches implemented by SCJ, while also reviewing, revising, and updating the existing materials to ensure technical quality, contextual relevance, and alignment with current MHPSS and child protection standards.
KEY AREAS OF ACCOUNTABILITY:
Technical Review
Conduct a comprehensive review of the existing MHPSS materials, Child and Youth Resilience, and Positive Parenting, to identify technical gaps, inconsistencies, and areas requiring improvement.
Adaptation and Contextualization
- Adapt and contextualize both Youth Resilience and Positive Parenting training materials to ensure they are trauma-informed, culturally appropriate, and responsive to the Gaza humanitarian context. Strengthen the curriculum by integrating interactive and practical activities for both parents and children, including joint caregiver-child activities, play-based and communication exercises, emotional expression and coping activities, self-care and stress management sessions for caregivers, and structured home-based follow-up activities that reinforce positive parenting practices and psychosocial wellbeing beyond the structured sessions. Ensure alignment with the draft national guidelines on parenting curricula developed by the NCFA.
Standardization of Materials
- Standardize session plans, facilitator guides, tools, and training content to ensure consistency across all MHPSS interventions and alignment with Save the Children global methodologies and international MHPSS standards.
Development of TOT Package and Capacity Building Support
- Develop a comprehensive Training of Trainers (TOT) package to support high-quality training delivery to facilitators.
Quality Assurance Tools
- Develop or refine monitoring and quality assurance tools, including assessments, session checklists, and supervision guidance to ensure quality implementation.
Final Technical Documentation
- Produce a final report documenting the review process, key adaptations made, and recommendations for future improvement and scale-up.
- Developing psychosocial support and well-being toolkit that provides youth and parents with guidance, self-awareness, and self-help coping strategies.
- Lead on the technical design of training material.
- Lead on the development and implementation of the training course (train 20 trainers).
- Provide overall supervision to all activities implemented in the area of operation.
- Working closely with PD and technical team to ensure the quality of the programme activities.
Deliverables:
- Adaptation for the Youth Resilience curriculum.
- Develop training material “TOT” for Youth resilience
- Conduct 4 days of training on youth resilience.
- Adaptation for the Positive Parenting curriculum.
- Develop training material “TOT” for Youth resilience
- Conduct 4 days of training on positive parenting.
- Produce a final report documenting the review process, key adaptations made, and recommendations for future improvement and scale-up.

Required Qualifications and Experience
- Advanced university degree in Psychiatry, Clinical Psychology, Mental Health, Psychotherapy, Counselling, or related fields.
- Licensed Psychiatrist or senior Mental Health professional with extensive experience in MHPSS programming, particularly in humanitarian and emergency settings.
- Minimum 5–7 years of demonstrated experience in designing and implementing psychosocial support and trauma-informed interventions for children, adolescents, youth, and caregivers.
- Proven experience in developing training manuals, technical toolkits, and Training of Trainers (ToT) packages related to MHPSS, resilience, parenting, or child protection.
- Strong technical expertise in child and youth resilience, Positive Parenting, Psychological First Aid (PFA), trauma-informed care, and community-based MHPSS approaches.
- Experience working with vulnerable and conflict-affected populations, including refugees and displaced communities, is highly preferred.
- Demonstrated experience in leading technical training and capacity strengthening initiatives for frontline workers, psychologists, counsellors, and community facilitators.
- Strong analytical, report writing, facilitation, and coordination skills.
- Previous experience working with INGOs, UN agencies, governmental institutions, or humanitarian actors is an asset.
