Job Overview/Summary:


The MEAL Officer is responsible for supporting the design, implementation, and strengthening of Monitoring,

Evaluation, Accountability, and Learning systems across projects in Jordan. The role ensures high-quality data

collection, verification, analysis, reporting, accountability mechanisms, and organizational learning processes.

The MEAL Officer supports project teams in tracking project progress against indicators and targets, ensuring data

quality, maintaining databases and data warehouses, and generating timely reports for informed decision-making.

The position also contributes to learning initiatives, assessments, reflection sessions, and accountability activities

while promoting compliance with donor and organizational standards.


The MEAL Officer works closely with programs, communication, and partner teams and conducts regular field

visits to monitor implementation quality, validate reported achievements, and support continuous improvement.


Key Responsibilities – MEAL


Monitoring, Evaluation, and Project Tracking


  • Support the development and implementation of MEAL plans, indicator tracking tables, logical frameworks, and reporting tools.
  • Monitor project progress against targets, indicators, work plans, and donor requirements.
  • Conduct regular field monitoring visits to verify activities, outputs, and beneficiary targeting.
  • Track implementation progress and identify delays, risks, gaps, and corrective actions.
  • Support baseline, midline, endline and assessment activities.
  • Ensure compliance with organizational and donor MEAL standards and procedures.


Data Collection and Information Management


  • Design, and digitize data collection tools, forms, surveys, questionnaires, and monitoring templates usingplatforms such as KoBoToolbox, ODK,

or similar systems.

  • Ensure proper data collection methodologies for both qualitative and quantitative data.
  • Maintain, update, clean, and organize project databases and data warehouses.
  • Conduct regular data validation, verification, consistency checks, and data quality assessments.
  • Ensure data confidentiality, accuracy, completeness, and secure storage practices.
  • Support data entry processes and maintain proper documentation and filing systems.


Data Analysis and Reporting


  • Analyze monitoring and assessment data using Excel, Power BI, or other data analysis tools.
  • Produce regular outputs/ outcomes for internal and external reports, dashboards, presentations,factsheets, and data summaries.
  • Support the preparation of donor reports, monthly updates, success stories, and ad hoc information requests.
  • Present findings and trends to program teams to support evidence-based decision-making.
  • Support the building of Power BI Anera’s dashboard.
  • Conduct quantitative and qualitative analysis, including trend analysis and triangulation of findings.


Accountability and Feedback Mechanisms

  • Support the implementation and monitoring of Accountability to Affected Populations (AAP) and feedbackmmechanisms.
  • Receive, document, track, and respond to feedback, complaints, and inquiries through approved feedback channels.
  • Ensure confidential and timely handling of sensitive complaints and referrals.
  • Monitor feedback trends and support corrective and improvement actions.
  • Promote community awareness of available feedback and complaint mechanisms.


Learning, Assessments, and Knowledge Management


  • Conduct Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), surveys, and other assessment activities.
  • Facilitate reflection meetings, lessons learned sessions, and after-action reviews with project teams and partners.
  • Support learning events, workshops, and knowledge-sharing initiatives.
  • Document best practices, success stories, challenges, and lessons learned.
  • Contribute to organizational learning and adaptive programming processes.


Coordination and Technical Support


  • Provide technical support and guidance to program and partner teams on MEAL tools, processes, and reporting requirements.
  • Build staff and partner capacity on data collection, reporting tools, accountability, and data quality standards.
  • Coordinate with field teams to ensure timely submission of accurate monitoring data.
  • Support audits, evaluations, donor visits, and verification exercises as needed.
  • Perform any other related tasks assigned by the supervisor.


KEY TASKS


  • Implement MEAL activities in line with project work plans and donor requirements.
  • Track indicators and monitor progress toward outputs, outcomes, and targets.
  • Develop and maintain data collection systems and project databases.
  • Conduct data cleaning, verification, validation, and analysis processes.
  • Prepare regular monitoring reports, dashboards, and data visualizations.
  • Conduct field visits, spot checks, FGDs, and monitoring activities.
  • Follow up on accountability and feedback channels.
  • Support learning and reflection events to improve program quality and effectiveness.
  • Collaborate closely with program and operational teams to ensure data-driven implementation.

Skills

QUALIFICATIONS AND REQUIREMENTS


  • Bachelor’s degree in social sciences, Statistics, Information Management, Development Studies, Business Administration, or a related field.
  • Certifications or trainings in Monitoring & Evaluation, Data Analysis, Research Methods, or MEAL is an asset.
  • Minimum 3–5 years of relevant experience in Monitoring, Evaluation, Accountability, and Learning within humanitarian or development programs.
  • Demonstrated experience in data collection, analysis, reporting, and database management.
  • Experience in conducting assessments, FGDs, surveys, and field monitoring activities.
  • Experience working with NGOs, INGOs, or donor-funded projects is preferred.
  • Strong experience with KoBoToolbox, ODK, CommCare, or similar digital data collection platforms.
  • Advanced proficiency in Microsoft Excel and data analysis tools.
  • Strong experience of Power BI dashboard building.
  • Strong database management, data validation, and reporting skills.
  • Familiarity with indicator tracking, logical frameworks, and donor reporting requirements.
  • Excellent analytical and problem-solving skills with strong attention to detail.
  • Strong interpersonal, communication, and coordination skills.
  • Ability to work independently and within multidisciplinary teams.
  • Strong facilitation and presentation skills.
  • Ability to manage multiple tasks under pressure and meet deadlines.
  • Strong in English and Arabic, both written and spoken.
