ROLE PURPOSE: Livelihood Officer
To ensure the effective, timely, and high-quality implementation of livelihood interventions that improve beneficiaries’ income and employability, while providing technical guidance to staff and partners, strengthening coordination, and ensuring accountability, sustainability, and responsiveness to changing contexts.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

  • Lead the day-to-day planning, implementation, and follow-up of the project’s livelihoods and economic empowerment activities in line with the approved project workplan, targets, budget, and donor requirements.
  • Support the identification and selection of eligible caregivers and youth from vulnerable households, particularly families affected by or at risk of child labour.
  • Develop individual livelihood pathways based on participants’ skills, interests, experience, vulnerabilities, market opportunities, and household needs.
  • Ensure that livelihood interventions contribute to reducing household economic vulnerability and addressing the economic drivers of child labour.
  • Coordinate the delivery of GYB/SYB and financial literacy training for targeted beneficiaries.
  • Develop and implement the Seed Grant Standard Operating Procedures (SOPs), including beneficiary eligibility and selection criteria, business plan assessment, grant approval and disbursement processes, monitoring, documentation, and close-out.
  • Manage the selection and follow-up of beneficiaries receiving seed grants and provide business coaching and mentoring.
  • Build and maintain partnerships with employers, private-sector actors, training providers, government institutions, and livelihood partners.
  • Coordinate closely with case managers to ensure livelihood support contributes to addressing the economic drivers of child labour.
  • Monitor beneficiary progress, employment placements, and supported businesses, seed Grant and maintain accurate documentation and reporting.
  • Work closely with MEAL and project teams to track livelihood indicators, results, challenges, and lessons learned.
  • Contribute to project reporting by providing timely and accurate updates on livelihood activities, achievements, indicators, challenges, lessons learned, success stories, and supporting data for monthly, quarterly, and donor reports.
  • Ensure all livelihood interventions comply with safeguarding, inclusion, decent work, SCJ policies, and ILO requirements..
  • Conduct market research and mapping of relevant livelihood models to inform programme design.
  • Contribute to advocacy activities, including roundtables and awareness campaigns on inclusion and employment.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • BA in economics, Business Administration, international studies or a related field
  • At least four years of relevant professional experience in livelihoods and economic empowerment programming, including seed grants, entrepreneurship and business development, vocational training, employment, and other income-generation interventions.
  • Demonstrated experience in projects promoting livelihoods in areas including skills training, micro-lending, micro-savings, employment generation, alternative/additional income generation for vulnerable youth and/or vulnerable households in Jordan
  • Experience working with government representatives, partners, local community organizations, trade unions, and private industry to promote improved livelihoods for households, and the provision of social protection services
  • Understanding of child labour issues; experience with exploitative child labour policy
  • Experience in conducting and analysis of market surveys, participatory appraisal or assessment and sustainable livelihoods monitoring and evaluation methods and tools, would be an asset
  • Proven ability to prepare work plans and reports
  • Excellent English language proficiency (spoken and written).
