About Iqlaa

The Informal Livelihoods Advancement Activity (Iqlaa), funded by the United States Government, is a five-year program that started in May 2022 and aims to support Jordan's home-based businesses (HBBs) and micro-small enterprises (MSEs) to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology integration. The program encourages and supports the participation of all MSE-owner segments.

Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and constraints that facilitate or restrict formalization and growth. Based on findings, Iqlaa implements best practices to strengthen businesses and develop an MSE-focused financial sector within a market systems development framework. Program activities are delivered with a strong localization element to respond to specific market needs and the local context. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.

Activity Purpose

Iqlaa seeks a qualified national individual consultant to support the implementation and follow-up of grants, including in-kind grants, provided to targeted HBBs and MSEs under the program. The consultant will support needs identification, grant implementation and follow-up, procurement coordination, technical specification development, delivery coordination, installation follow-up, and related documentation for in-kind grants. The consultant will also provide field-based and onsite guidance, coaching, and follow-up, as needed, to support successful grant implementation and address emerging operational or technical challenges. This support should also contribute to strengthening and sustaining the aggregation business model among awarded grantees by helping ensure that grant-supported investments are effectively integrated into their operations and growth plans.

This assignment aligns with the Micro-Aggregators Program implemented within the scope of Iqlaa. Through the program, participating business owners of MSEs have already undergone an extensive capacity building and business development process over approximately two and a half months. During this period, they received training across approximately fifteen training days covering multiple topics related to aggregation and business growth, including but not limited to aggregation principles, marketing, sales, food safety, quality assurance, digital marketing, value chain development, regulatory compliance, and financial management.

The participating business owners have undergone a business plan development process and received tailored technical feedback and coaching from an aggregation expert, as well as marketing and/or financial management experts based on the individual needs of each business.

Upon finalization of the business plans, business owners pitched their business concepts and growth plans to an external evaluation committee. Ten successful participants were selected to receive in-kind grants under the program.

The consultant will work closely with Mercy Corps’ program, procurement, finance, grants, and Program Quality and Learning (PQL) teams to ensure that all in-kind grant support is compliant, cost-effective, operationally suitable, and aligned with approved business plans and program objectives, ensuring sustainability of the aggregation model within the awarded grantees.

In-kind grants are expected to be up to 14 grants for cohort 2 and up to 10 for cohort 3.

Activity Description

The consultant will support the implementation of in-kind grants targeting formal and operational HBBs and MSEs across Jordan. They will follow up with subgrantees on grant-related activities and coordinate, without assuming procurement responsibility, the technical requirements, procurement interface, delivery, and operationalization of grant-supported tools, machines, equipment, and related services.

The assignment will include supporting multiple cohorts of businesses across different sectors and governorates, requiring coordination with participants, technical advisors, and Mercy Corps teams.

Objectives

• Ensure that subgrantee needs are clearly defined and remain aligned with the grant agreement, approved technical application, scope of work, and implementation requirements.
• Ensure that all in-kind support is technically suitable, responsive to the operational and production needs of the businesses, aligned with approved budgets and technical applications, and properly delivered, installed, documented, and closed out.
• Support successful grant implementation by providing the program technical team and grantees with the necessary guidance, coaching, and onsite support to ensure activities are implemented in accordance with the agreed scope of work, implementation plan, technical requirements, and applicable compliance standards
