<strong>About the Role<br></strong><br>MASE Gulf is seeking an experienced and highly motivated Senior Operations Engineer to support the delivery of our growing portfolio of utility-scale and commercial solar PV assets across the UAE.<br>This is a hybrid role that combines operational coordination, technical engineering, client interface and field leadership. You will play a key role in ensuring that MASE's operations are delivered safely, efficiently and in accordance with contractual obligations while maintaining a strong presence across our operating sites.<br>You will divide your time between MASE's Dubai office and project sites throughout the UAE, working closely with field technicians, subcontractors, clients and internal support teams to With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. <p>The OSI Analyst works within the multidisciplinary Search Team under the PFL Deputy Protection in Damascus with the OSI Manager in Geneva as his/her functional manager to provide strategic direction to the response to the Syria missing file. In close coordination with the PFL researchers, Forensic expert, and A&E, the OSI Analyst plays a central role in enhancing the Search Team’s response by ensuring that OSI relevant to the Syria caseload is systematically collected, verified, organized, and made available for analysis. This includes both historical data gathered in the aftermath of the fall of the former Syrian government and any new OSI that emerges, with the aim of contributing to the documentation of protection concerns and providing leads and linkage of information to aid the search for missing persons.</p>
<p>S/he contributes to the identification of thematic and geographic priorities for OSI collection, supports the triangulation of findings with internal data, witness accounts, GIS information, and privileged data obtained from external organizations through data sharing agreements. Org. Setting and Reporting<br>This position is located within the Office of the Special Envoy of the Secretary-General for Yemen and will be based in Amman, Jordan. The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions. Org. Setting and Reporting<br>The position is located in the Office of the Special Envoy of the Secretary General for Yemen (OSESGY). The incumbent will be based in Amman, Jordan and will report to the Chief of Unit, Procurement.<br> Responsibilities<br>Within the limits of delegated authority, the Contracts Management Officer will be responsible for performing the following duties: • Plans and manages all contractual aspects of a procurement project; • Establishes and maintain work programme and schedules for on-going contracts and newly planned ones. • Maintains effective relations with contractors and service providers. • Supports the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management; • Supports the procurement process including providing input to statement of works/requirements (including articulation of performance standards and Key Performance Indicators), assist in the development of technical evaluation criteria and guidance during contract drafting. • Develops a quality assurance plan to provide a systematic method to evaluate services and products. • Participates in the development of contract risk assessments and risk management plans, including mitigating measures; • Develops contract compliance checklists and implementation plans. • Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations. • Oversees the adherence to contractual agreements for material, equipment and production costs, performance requirements and delivery schedules by periodic and ad hoc checks. Recommends amendments and extensions of the contracts and advise affected parties on contractual rights and obligations. • Initiates contract close outs including identifying, documenting and disseminating best practices and lessons learned and securing the final contractor performance assessment. ensure the enforcement of UN contracts in consultation with the Supply Section, Contract Administration Unit at UNHQs, as appropriate, and liaising with other Departments on handling of claims and disputes, demanding specific performance, claiming against warranties, and other contractual remedies; • Supports the Procurement Unit in resolving within the terms and conditions of the contract of conflicts/performance issues arising in cases of poor performance or non-compliance with contractual obligation by either party to the contract; • Drafts relevant audit responses relevant to contract management in the mission or review any other audit responses that may have aspects purporting to the mission contract management; • Maintains electronic and hardcopy files and records to ensure proper accountability; • Implements work program; • Performs other related duties as required.<br> Competencies<br>Professionalism: Shows pride in work and in achievements; Demonstrates professional competence and mastery of subject matter; Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Meets timeline for delivery of products or services to client.<br> Education<br>High School diploma or equivalent is required. A first-level university degree in combination with 5 (five) years of qualifying experience may be accepted.<br> Job - Specific Qualification<br>Technical training or vocational certificate in Procurement and/or Contracts Management is desirable. Certificate of completion of CIPS Procurement at level 4 is required. (Certificate of completion to be attached). <br> Work Experience<br>At least ten (10) years of progressively responsible experience in contract/quality administration is required. Experience with regards to supply and management is required. Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable. A minimum of (10) ten years of progressively responsible experience in supply chain, contract management, and/or procurement of global service contracts or related field, with demonstrated expertise in drawdown, liquidation, closure activities is required. Working experience in ERP system such as SAP (UMOJA) is required. Experience in data analytics is desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. <p>Assists in preparing detailed electrical designs through CAD software for building projects such as schools, hospitals, clinics, shelters, warehouses, and rehousing initiatives including renewable, energy, PV and infrastructure projects, ensuring compliance with Agency policies, design criteria, standards, and both local and international codes of practice, and incorporating green elements and safety needs to achieve the most cost effective and reliable solution. Contributes to the tender documents preparation related to electrical works, including drafting specifications for non-standard items, and preparing relevant descriptions for inclusion in Bills of Quantities (BoQs) and cost estimate. Provides technical support for electrical alteration works in Agency premises, including preparing assessment technical reports on the existing electrical systems, inspections, and remediation requirements. Cooperates with construction teams to address electrical design issues during implementation; supports updates of electrical drawings to reflect as-built conditions and evolving site requirements. Coordinates with other designers to optimise electrical solutions, ensuring safety, integrity, and protection in the overall designs; may suggest improvements where is applicable. Assists in drafting Terms of Reference (ToR) for consultants for electrical works and supports their monitoring and supervision to ensure adherence thereof and meeting the design criteria and standards. Provides inputs for electrical technical reports, design reports, progress weekly, monthly, and ad-hoc reports. Performs other duties as may be assigned by the supervisor.
