Project Coordination and Technical Support The Consultant will coordinate infrastructure and renovation projects through all implementation phases, provide technical input for the planning, implementation, and monitoring of capital works, monitor compliance with technical standards, timelines, and quality requirements, identify risks and report on project progress and challenges, and liaise with contractors and stakeholders to help resolve project-related issues. Sustainable Procurement and Environmental Sustainability (SMART Project) The Consultant will support implementation of the SMART Project within CSSD functions, integrate sustainability principles into procurement and administrative processes, contribute to sustainable procurement initiatives and awareness activities, support the collection and reporting of energy, utilities, and emissions data, advance efficiency measures and environmentally sustainable practices, and assist in implementing environmental action plans and related reporting. Contract and Service Monitoring The Consultant will monitor facilities management service contracts and SLAs, review procurement specifications and service requirements, follow up on contractor and service provider performance issues, support compliance with agreed service standards, and document service delivery performance. Institutional Coordination and Reporting The Consultant will coordinate with CSSD units and internal stakeholders on facilities and sustainability matters, prepare reports, updates, and analytical summaries for management, support operational improvements and updates to procedures, and facilitate knowledge sharing and internal coordination on sustainability initiatives. Presence at the duty station is required. The nature of the assignment requires the incumbent to perform the duties on site, with regular site visits, inspections, coordination, and oversight. <p>Jordan continues to face pressure on municipal services in communities hosting large numbers of Syrian refugees. At the same time, Syrian refugees and vulnerable Jordanians face significant socio-economic challenges and limited income opportunities.</p>
<p>The aim of the project is to improve the living conditions of particularly vulnerable Syrian refugees and Jordanians, especially women and persons with disabilities, in selected municipalities in Jordan. At the same time, the project contributes to improving municipal solid waste management services.</p>
<p>The project supports the creation of temporary employment opportunities (Cash for Work, CfW) that generate income for Syrian refugees and vulnerable Jordanians. To this end, it cooperates with the Jordanian Ministry of Local Administration (MoLA) as its political partner.</p>
<p>The CfW opportunities are created in municipalities that host Syrian refugees. Partner municipalities are responsible for organising and implementing the CfW activities, while the project provides financial, technical and procedural support and strengthens municipal capacities. The CfW activities help municipalities address temporary personnel and resource constraints and improve municipal waste management services. They include, among others, cleaning of public areas as well as the collection, sorting and recycling of suitable materials.</p>
<p>By providing temporary income opportunities to Syrian refugees and vulnerable Jordanians and bringing participants from different backgrounds together in the workplace, the project also aims to contribute to social cohesion. Particular attention is given to the participation and inclusion of women and persons with disabilities. At the same time, the activities contribute to cleaner cities, improved recycling and environmental protection.</p>
<p>The project supports municipalities in integrating relevant improvements and approaches into their waste management planning to strengthen their sustainability beyond individual CfW rotations. In addition, the project advises municipalities and relevant waste management actors on organisation, operation and economic efficiency. Occupational health and safety, gender equality and social inclusion are considered throughout the implementation of CfW activities.</p>

<p>The GIZ Jordan Projects <strong><em>FURSATI – Empowering Women for Technical and Green Crafts Professions and in Career Development</em></strong> and <strong><em>Centres for Migration and Development (ZME)</em> </strong>are seeking to hire a “<strong>Policy Advisor</strong>” based in Jordan- for full-time base employment.</p>
<p><strong>FURSATI –</strong> <strong>“is</strong> a BMZ-funded GIZ project in Jordan’s TVET portfolio, running from <strong>05/2026 to 04/2030</strong>. The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. It follows a gender-transformative approach, with gender equality and women’s empowerment as its principal objective. </p>
<p>FURSATI works at system, school, community and labour-market level. It supports gender-responsive TVET reform, practice-oriented BTEC education, social norm change around women’s employment, and women’s transition into work. </p>
<p><strong>Output 1</strong> strengthens the Ministry of Education’s capacities to implement TVET reform in a gender-transformative and labour market-oriented way, including policy advice, capacity development, career orientation and private sector engagement. </p>
<p><strong>Output 2</strong> supports selected BTEC girls’ schools in improving practical and gender-responsive training in green, technical and creative fields, with a focus on work-based learning and cooperation with companies. </p>
<p><strong>Output 3</strong> addresses social norms limiting women’s participation in these sectors through evidence-based campaigns, community dialogue, Sport for Development approaches, and exchange with women’s and business associations. </p>
<p><strong>Output 4</strong> strengthens labour market-oriented qualification offers and women’s transition into employment through labour market analysis, training development, mentoring, career guidance, job fairs, internships and cooperation with relevant associations</p>
<p><strong>ZME- </strong>The global programme "Centres for Migration and Development" (ZME) is part of the Group “Flight, Migration, and Return” in the Department “Sector and Global Programmes”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the centres help to shape safe and regular migration that benefits all sides: Embedded in the structures of the cooperation countries, they advise people on regular work or training migration and at the same time support returnees from Germany and other countries to reintegrate socio-economically in their country of origin. In this way, the centres enable the partner structures to support people in all phases of the migration cycle. </p>

Flash floods and heatwaves have emerged as two of Jordan’s major hazards, affecting water resources, agriculture, and livelihoods. Mercy Corps Jordan’s project, Tabeaa: Strengthening Climate Resilience in Jordanian Communities, is funded by the Z Zurich Foundation and the Swiss Agency for Development and Cooperation (SDC). The Tabeaa project works at both national and local community levels, driving systemic change through policy localization and DRR/CCA strategy enforcement at the national level, while supporting five communities across Jordan to build adaptive capacity at the local level. The project’s approach concentrates on three program systems: Community Empowerment, Policy Localization, and Private Sector Engagement.</span></p>

<p class="x_MsoNormal" ><span >Azraq district, located in Jordan's eastern desert, is among the areas most severely affected by climate change. Rising temperatures and prolonged droughts are diminishing an already scarce rainfall, lowering groundwater levels, and accelerating desertification across the district.</span></p>

<p class="x_MsoNormal" ><span >In 2025, as part of its inception phase, Tabeaa project conducted a community climate resilience assessment across its target communities including Azraq, to identify climate resilience gaps and inform effective intervention design. Findings for Azraq revealed gaps in indicators related to energy affordability. While fuel and electricity are mostly continuous, almost all households and many businesses face high energy costs for heating and cooling, especially vulnerable groups, alongside concerns about system reliability, and preparedness for future extreme events, these findings show an increased pressure on the already vulnerable community in Azraq. Building on these findings, Mercy Corps has partnered with JREEEF (Renewable Energy and Energy Efficiency Fund) to plan and implement an energy related intervention, as detailed below.</span></p>

<p class="x_MsoNormal" ><span >Under Tabeaa's partnership with JREEEF, the intervention will be built around two complementary components, brought together for a more cohesive approach to energy resilience in Azraq. It will address energy affordability in the district through four key phases, each reinforcing the other.</span></p>

<p class="x_MsoNormal" ><span >The hard stream will deliver direct support to 40 households, installing solar water heaters by one of JREEEF’s trusted providers to reduce water heating costs, which will in turn lower beneficiary households' overall energy bills in Azraq.</span></p>
<p class="x_MsoNormal" ><span >The soft stream will run alongside it and is what will make the hard stream accurate and sustainable. Fifteen youth participants, from local graduates of renewable energy engineering or other similar field of study, will be recruited and trained through a capacity building workshop covering assessment methodology, use of energy-based measuring devices, and data management. Once trained, the youth participants will collect data on the households level confirming which are genuinely most vulnerable against the agreed criteria and establishing each household's baseline energy and affordability. This baseline will give the intervention a reference point against which savings can later be measured once the solar water heater is installed. Training and engaging youth participants for this stream will serve two purposes, placing assessors in the field who understand the local context and can engage households effectively, and giving these young engineers a first practical application of their qualification with direct relevance to future employment in the sector.</span></p>

<p class="x_MsoNormal" ><span >The youth participants will then be engaged a second time in wider community awareness. Having already built trust with households during the assessment, they will lead two sessions in Azraq, one for households and one for small businesses, on energy-saving practices. This will extend the intervention's logic beyond direct support, building broader understanding of the behavioral changes needed to lower energy bills across households and businesses outside the 40 direct beneficiaries.</span></p>

To support achieving the mentioned goals and to ensure the proper and timely finalization of the ongoing activities and projects at the culture unit in UNESCO Amman office, the office is recruiting an Associate Project Officer to assist in the regular follow-up and monitoring of ongoing rehabilitation and construction activities. MAIN TASKS AND SERVICES Under the general supervision of UNESCO Jordan Head of office and the direct supervision of the Culture Programme Specialist, and in coordination with the rest of the culture staff and the relevant Administrative and Financial staff. <h1>1.BACKGROUND AND CONTEXT</h1>
<p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>
<p>This Terms of Reference seeks to engage a qualified service provider to facilitate participatory sessions with PWD to identify physical and procedural barriers faced when utilizing these facilities.</p>

<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>

<li>Review the existing Construction Code and relevant national disability/inclusion policies to ensure compliance.</li>
<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:

<li>Physical/Mobility impairments (wheelchair users, crutch users).</li>
<li>Visual impairments.</li>
<li>Hearing impairments.</li>
<li>Intellectual/psychosocial disabilities.</li>

<p>FGB will be conducted to highlight and understand the limitations, challenges, and risks PWDs face when accessing health centers (e.g., entrance, waiting areas, consultation rooms, bathrooms, and signage).</p>

Specific Outputs/Tasks include but not limited to: Duties Responsibilities, impact, and work relationships of the post: Facilities and Infrastructure Management The Consultant will coordinate CSSD facilities management operations and infrastructure-related activities, support the planning and delivery of renovation, refurbishment, and capital works projects, promote lifecycle asset management principles, assist in updating facilities management procedures, SOPs, and technical guidelines, and recommend measures to improve the efficiency of facilities services. Project Coordination and Technical Support The Consultant will coordinate infrastructure and renovation projects through all implementation phases, provide technical input for the planning, implementation, and monitoring of capital works, monitor compliance with technical standards, timelines, and quality requirements, identify risks and report on project progress and challenges, and liaise with contractors and stakeholders to help resolve project-related issues. Sustainable Procurement and Environmental Sustainability (SMART Project) The Consultant will support implementation of the SMART Project within CSSD functions, integrate sustainability principles into procurement and administrative processes, contribute to sustainable procurement initiatives and awareness activities, support the collection and reporting of energy, utilities, and emissions data, advance efficiency measures and environmentally sustainable practices, and assist in implementing environmental action plans and related reporting. Contract and Service Monitoring The Consultant will monitor facilities management service contracts and SLAs, review procurement specifications and service requirements, follow up on contractor and service provider performance issues, support compliance with agreed service standards, and document service delivery performance. Institutional Coordination and Reporting The Consultant will coordinate with CSSD units and internal stakeholders on facilities and sustainability matters, prepare reports, updates, and analytical summaries for management, support operational improvements and updates to procedures, and facilitate knowledge sharing and internal coordination on sustainability initiatives. Presence at the duty station is required. The nature of the assignment requires the incumbent to perform the duties on site, with regular site visits, inspections, coordination, and oversight. By doing so, it will better support both formal and informal MSEs, ultimately fostering their economic resilience and growth.</span></p>

<p class="x_MsoNormal" ><span >Despite their significant role, current PPD platforms predominantly address the concerns of small and medium enterprises (SMEs), lacking adequate representation and focus on MSEs.</span></p>

<p class="x_MsoNormal" ><span >Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:</span></p>

<li class="x_MsoNormal" ><b><span >Establishing a standardized PPD process</span></b><span > with clear roles, procedures, and dialogue cycles that can be adopted beyond the life of the program which will formulate the core of the accredited PPD training program. The standardized PPD process will be developed based on national Occupational Standard (NOS) for the PPD profession in Jordan issued by the AQAC.</span></li>
<li class="x_MsoNormal" ><b><span >Introducing a pool of qualified PPD Experts</span></b><span >: Iqlaa and in collaboration with the Accreditation and Quality Assurance Commission have developed Jordan’s first National Occupational Standard (NOS) for the PPD profession in Jordan “PPD NOS”.</span></li>

<p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

This will enhance the role of sector-representative organizations in addressing obstacles and challenges for their respective MSEs and reflect this through the dialogue with the government by improving policies, regulations, processes, and systems reflected through an enhanced decision making process by the two parties through an effective follow through process.</span></li>

Org. Setting and Reporting<br>This position is located within the Office of the Special Envoy of the Secretary-General for Yemen and will be based in Amman, Jordan. The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions.
