Job Overview

Result of Service<br>The Research Associate in the Relief and Social Services Department (RSSD) will contribute to the Camp Origins Project, a research project that is part of the Archive Initiative and premised on documenting the establishment of the Agency's recognized refugee camps across five fields of operation. The Research Associate will conduct archival research into the establishment of Palestine refugee camps, prepare archival material for legal clearance and apply approved redactions, and produce accurate, evidence-based written accounts suitable for institutional and external use.<br> Work Location<br>Amman, Jordan<br> Expected duration<br>12 months, renewable upon satisfactory performance evaluation and funds availability.<br> Duties and Responsibilities<br>The Research Associate will support RSSD’s project on the historical establishment of camps through archival research. The assignment focuses on identifying and compiling relevant archival material, assessing sensitivity, obtaining clearance, producing concise evidence-based camp profiles, and maintaining accurate project records. The Research Associate will support research delivery, documentation quality, and progress reporting. The Research Associate will: 1. Develop and execute search strategies across the Agency’s digitized archive for each camp, using historical name variants, transliterations, localities, and field office designations. 2. Retrieve and compile relevant archival material on camp establishment, including site and land agreements, camp plans, population records, health and sanitation surveys, education records, field office reports, and correspondence. 3. Maintain complete search logs, including nil returns, and document search decisions and working methods. 4. Assess relevance and distinguish records on camp establishment from later operational material, supplementing keyword searches with direct review where OCR or scan quality is limited. 5. Draft concise narrative profiles for each camp, ensuring all factual statements are traceable to cleared and cited sources and that evidential gaps are clearly reported. 6. Contribute to comparative synthesis across the historical periods covered by the project. 7. Perform other related duties as required.<br> Qualifications/special skills<br>EDUCATION Advanced university degree (Master's or equivalent) in history, archival studies, library and information science, information management, Middle East studies, political science, social sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. EXPERIENCE 1) At least 2 years of demonstrated experience conducting research in primary source or archival collections, including identifying relevant material and assessing source relevance and evidential value. <p><h4>Essential responsibilities:</h4>
<p>The designee is responsible for the overall daily safe and expeditious flow of air traffic within the designated facility control airspace in accordance with ICAO and FAA 7110.65 regulatory guidance. Rules of separation must be applied to achieve the required separation as outlined in FAA manuals and orders. This designee maintains situational awareness of the overall flow of air traffic operations at the facility assigned and is responsible for all ATC facility operations and services during their shift, as well as adherence to CRM principal application. The designee coordinates with various controllers and personnel to relay information which pertains to the aircraft and in the interest of safety of flight including emergency information. The individual is responsible for vehicles and personnel operating on the airfield. Along with controlling aircraft the designee must be able to process flight plans, and supervise approach, departure, and arrival procedures. The designee will have a full working knowledge of control tower operations and flight planning and a fundamental knowledge of radar/manual approach control operations.</p>
<h4>Minimum position knowledge, skills, and abilities required:</h4>

<li>Graduate of an approved DoD or FAA ATC course.</li>
<li>Eight (8) years of experience, one (1) year of experience must be from performing in a like type facility.</li>
<li>Knowledge of ATC rules, regulations, and techniques; control tower and approach control operations.</li>
<li>Shall hold one of the following tower certifications: FAA Control Tower Operator (CTO) certificate, FAA or AOV Credential with Tower rating, or equivalent.</li>
<li>Ability to obtain and maintain FAA Class II Medical Certificate.</li>
<li>Ability to obtain and maintain a US CENTCOM Medical Exam.</li>
<li>Must be able to obtain and maintain a Secret Security Clearance. Note: US citizenship is required to obtain a Secret Clearance.</li>

<li>Under the supervision of the Head of SYJ and in line with established workflows; ensures that proper individual follow-up of cases is provided, by communicating with other ICRC structures, the sub-delegations in Syria, and National Societies for all STM PFL-related individual requests and caseload revision analysis and leads the work of their team for this purpose.</li>
<li>Supports the Head of SYJ in the implementation of protection activities in Syria in line with existing PFL guidelines and working procedures and ensures proper supervision and timely management of all PFL requests (including F/FF, AoA/TC, non-indexed cases, missing caseload, etc.) attributed from the STM inbox (dam_tracing_services) as well as demands for analysis.</li>
<li>Provides Backoffice support to the protection team in Syria related to any PFL question raised (collections of requests, establishment of lists, follow up on “to-dos”, transmission of documents/cases, analysis etc.).</li>
<li>Is responsible to attribute tasks and caseloads to their team and takes concretely part in the treatment of complex cases directly (approx. 20% of the daily treatment of cases), especially when it involves coordination with other colleagues from other sections/ departments/ Syria.</li>

At the heart of the Operations Department of the Operational Center of Geneva (OCG), the "cells" are multidisciplinary teams of 7 to 8 experts (Program Manager, Deputy Program Manager, Polyvalent Medical Referent, Operational HR Partner, Operational Logistics Manager, Operational Finance Manager, Operational Communication Manager, Cell Assistant). The cells supervise and coordinate MSF's activities in several countries and are the direct interface between the headquarters and the field. Each member oversees a specific field of activity under the supervision (functional link) of a Program Manager and with a hierarchical link to the coordinator of the relevant department.<br>
The HROP centralizes and acts as a referent for mission’s HR and administrative issues in front of the various HR units at HQ and other members of the cell, mission’s Human Resources Coordinator (HRCo) or Head of Mission (HoM) and other MSF operational centers (OCs).<br>
With the need to focus more on strategic HR mentoring and support to missions, the HROP support will be the focal point of different HR files identified and delegated by the HROP.<br>
Scope of responsibilities – objectives of the position:<br>
Translation of operational ambitions into HR needs & planning of the IMS positions:<br>
• Participate in the discussions about optimal setup requested by the field to ensure that the staffing is sufficient in number and coherent in composition to meet the operational and institutional ambitions, especially during MYR and POA.<br>
• Reviews MYR and POA matrices and reports to HROP any issues (technical, settings, analytical, …) and provides to HROP first feedback on the forecast and variances compared to last validated budget.<br>
• Verifies the demand for IMS staffing formalized by the HRCos (compliance with planning, accuracy, and clarity of the request).<br>
• Follows up with the missions on job descriptions of international staff (MI), brings to missions’ attention missing or outdated MIs. Files received MIs.<br>
• Ensures the updating of the international staff tracking table (HR Update) (mission dates, job openings, obtaining documents)<br>
• Compiles a table of the cell's mission positions to be opened, on a weekly basis.<br>
• If necessary, takes over the IMS job openings, particularly in emergency situations.<br>
• Supports missions and GPOs on the IMS propositions and matching process, based on requests/needs.<br>
Focal point for specific HR dossiers, under the supervision of the HROP:<br>
• Acts as a focal point for mobility program in Cell 5 missions; works with Amman Mobility Coordinators towards boosting interCell and international mobility of Cell 5 missions’ staff. Initiate and streamlines the communication between HRCOs, PDMs and Mobility Coordinator on mobility needs and concrete LHS detachment matchings from/to Cell 5 missions.<br>
• Acts as a focal point for any topics related to Compensations & Benefits (e.g. IRFFG, IMS benefits, …) with special focus on Rewards Review (information management, streamlining communication between missions and HQ, …). Support HROP on Benchmark topic (BM requests, hosting sections, follow us with the missions on timely submission of the requested information and documents, ….) and revision of IMS perdiem in Cell 5 missions. Solicits and coordinates the intervention of Comp&Ben referents.<br>
HR and administrative management of international mobile staff (IMS):<br>
• Under the supervision of HROP, acts as a focal point for any topics related to IRPII, including IMS exceptions; manages IRPII exception requests with the missions and HR Direction.<br>
• With collaboration from HRCos keep updating the IMS HR update file.<br>
• Monthly, as part of the IMS salary payment, checks the changes of the start and end dates of IMS contracts, positions and project allocations and confirm the monthly IMS payroll information to FAR.<br>
• Provide support to Field Movement Referents (FMRs) in the case of specific movements or visas.<br>
• Carries out/participate in HR briefings and debriefings according to the policy and ensures the SHU is alerted when needed.<br>
• Follows up with international staff on documents required for their departure (informed consents BIC, proof of life)<br>
• Consolidates, monitors and updates pre-departure briefing materials for international staff<br>
• Follows up on anticipated returns of IMS and files documents related to them<br>
• During the matching process and during the mission of IMS, may be required to support exception requests according to the procedure.<br>
Information / Reporting:<br>
• Pivot between the HR department and the missions, ensures sufficient information sharing between these entities so that the HR department can provide an appropriate support - in particular during the “tour du monde” meetings and during HR days.<br>
• Ensures that statistics and indicators are collected and passed on and participates in the analysis of these at least at the PoA and MYR and at the end of the year (HRNS).<br>
Meeting and specific platforms:<br>

<p>Reconstructive Surgery Hospital with an average of 520 admissions per year, over 1000 surgeries annually, 50 surgical beds and 69 rehabilitation beds, 2 OTs for orthopedic, maxillo-facial and plastic reconstructive surgeries, OPD with an average 550 consultations / month, physiotherapy and psychosocial department, and Antimicrobial Resistance activity (Stewardship, IPC and Micro laboratory) within the hospital.</p>
<h3>SCOPE OF RESPONSIBILITIES</h3>
<p>Carry out all activities aimed at addressing individuals’ social critical needs (related to assistance and/or protection), promoting their overall well-being and autonomy through social support, and strengthening com-munity-based social interventions (depending on the scope of the social work component in the project). These activities should consider the social determinants of health to ensure a holistic approach to people’s needs and to uphold the well-being, safety, agency and dignity of MSF patients.</p>
