This position is focused on infrastructure whereby the team is responsible for debt and equity investments in the public and private sector in the transport and municipal infrastructure including water, public transport, and waste subsectors.</p><br> <p>The Analyst contributes to all phases of the project cycle, including project origination, structuring, execution, implementation and monitoring. The Analyst will take responsibility for the tasks assigned to them by the operation leader, the Regional Head for Infrastructure or more senior members of the project team, or more senior bankers, which may include undertaking comprehensive due diligence, including financial, market, integrity and EBRD policy compliance, as well as effective post-signing implementation and monitoring. In addition, tasks may be assigned by the Director, Regional Head Eastern Mediterranean related to sectoral needs.</p><br> <p>The Analyst carries out these tasks as part of a project team under the guidance of the operation leader or under the supervision/guidance of the Regional Heads or more senior bankers.</p><br> <p>The Analyst role may also include elements of business/pipeline development, client management and policy dialogue. In particular the Analyst will be actively involved in the following tasks:</p><br> <ul> <li>Supporting the implementation and monitoring of existing projects in Jordan including the infrastructure public sector portfolio;</li> <li>Maintain the relationship with clients and key stakeholders in the sector in Jordan, including the authorities, private operators, and other international organisations;</li> <li>Coordinate technical cooperation assignments with the authorities; and</li> </ul> <p>Contribute to coordinating due diligence visits, financial modelling and drafting or approval documents for new projects.</p><br> <p><strong>Accountabilities & Responsiblities</strong></p><br> <p>Under the guidance of the operation leader or a more senior banker:</p><br> <p><strong>Structuring and Execution</strong></p><br> <ul> <li>Work as a project team member on transactions, contributing to all aspects of project structuring and execution, including comprehensive research and analysis of background materials, market information and financial performance data; analyse and evaluate potential risks related to the proposed project, including analysis of financial statements, preparing and updating financial models and financial projections;</li> <li>Assist with the designing and processing of technical co-operation assistance, including preparation of terms of reference and internal approval documentation, to support the related investment project or the related policy dialogue initiative;</li> <li>As may be requested, assist with communication with other internal units of the Bank, clients and other stakeholders, at the operational level, such as preparing draft correspondence, presentations, and following up on internal emails;</li> <li>Ensure that all tasks assigned to the Analyst are completed within the specified time frames to a high quality and in line with the policies, procedures and objectives of the Bank.</li> </ul> <p><strong>Portfolio Monitoring, Value Creation and Reporting</strong></p><br> <ul> <li>As requested by the operation leader or a Portfolio Manager, undertake assigned tasks relating to the implementation and monitoring of projects to which the Analyst is assigned as part of the project team, including compliance with project agreements and Bank procedures related to disbursement, monitoring of progress of the project and financial performance of the client, assessing evolving risk factors and monitoring and assessing covenant compliance;</li> <li>As requested by the operation leader or more senior member of the project team, prepare timely and comprehensive draft monitoring reports and include recommendations for corrective actions where required and ensure these corrective actions and recommendations are brought to the attention of more senior team members;</li> <li> As may be requested by, and under the supervision of, a TC operation leader, assist with the effective implementation and monitoring of TC assignments including communication with TC client, monitoring of TC fund usage, preparation and filing of relevant TC progress and completion reports to support the TC operation leader to meet donor reporting requirements and operational objectives.</li> </ul> <p>The responsibilities of the Analyst are designed to allow the Analyst to progressively undertake more complex tasks and build the scope of responsibilities based on acquired experience and expertise.</p><br> <p><strong>Qualifications, Skills, Experience & Knowledge</strong></p><br> <ul> <li>Bachelor’s degree. <p><strong> Plastic Surgeon Assistant – Daily Worker Pool </strong></p>

<p>Médecins Sans Frontières is running a reconstructive surgery program in Amman, which opened in 2006, is giving access to reconstructive surgery (orthopedic, plastic, and maxillo-facial) to war-wounded people providing comprehensive health care, MSF aims at identifying and referring patients from neighboring countries (Iraq, Yemen, Syria, and other countries with conflicts) then ensuring their medical follow-up after discharge.</p>
<p>Médecins Sans Frontières Reconstructive Surgery in Amman are seeking a <strong>(1) Plastic Surgeon Assistant – Daily Worker pool.</strong></p>
<h3><strong>DIMENSION OF POST</strong></h3>
<p>The Reconstructive Surgery Hospital provides specialized surgical and rehabilitation care, with an average of 550 admissions and over 1,000 surgeries annually. The facility has 50 surgical beds and 69 rehabilitation beds, as well as two operating theatres dedicated to orthopedic, maxillofacial, and plastic reconstructive surgeries. The hospital also includes an outpatient department (OPD) providing an average of 550 consultations per month, physiotherapy and psychosocial support services, and Antimicrobial Resistance (AMR) activities, including Antimicrobial Stewardship, Infection Prevention and Control (IPC), and a microbiology laboratory.</p>
<p><strong>MAIN PRUPOSE</strong></p>
<p>Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patient’s/beneficiaries health conditions.</p>
<h3><strong>ACCOUNTABILITIES</strong></h3>
<ul>
<li>Apply medical/surgical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient surgical consultations, prescribing the necessary treatment respecting MSF protocols.</li>
<li>Keep the patient and/or his/her family informed about their surgical status and provide appropriate explanations about the treatment plan to follow, checking they have understood.</li>
<li>Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.</li>
<li>Check and control the rational distribution of medicines and equipment under his/her responsibility and take care of the quality, disinfection and sterilization of the medical material.</li>
<li>Assure general compliance with standing hygiene standards.</li>
<li>Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients’ surgeries, medical error and monitors the proper functioning of the department, equipment or material.</li>
<li>Ensure ongoing training of the multidisciplinary medical team to optimize the quality of care.</li>
<li>Knows and ensures all MSF medical/ surgical protocols are followed and implemented, checking universal precautions are always followed and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.</li>
<li>Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.</li>

<li><strong>Palestine</strong><br>
Since 7 October 2023, the situation in the occupied Palestinian territory (oPt) has deteriorated sharply. Access to lifesaving services—already limited by repeated conflict, political instability, and economic hardship—has further declined. In the Gaza Strip, between 7 October 2023 and 1 January 2025, the Gaza Health Ministry reported at least 70,663 Palestinians killed and 171,139 injured as a result of ongoing hostilities, including casualties recorded after the ceasefire that came into effect on 11 October 2025.</li>
<li><strong>HI background and history</strong><br>
HI has been working in Palestine since 1996, initially supporting disability organizations and expanding in 1999 to mine action. After the 2014 Gaza crisis, its activities increasingly focused on emergency and post-emergency response, integrating physical rehabilitation, including prosthetics and orthotics for people injured by conflict and those with pre-existing disabilities.</li>
<li><strong>2026 perspectives</strong><br>
In a complex and volatile environment that is difficult to navigate and operate in, Handicap International focuses on its added value in the fields of health, armed violence reduction, education and humanitarian logistics. The Palestine program will be handed over to the Regional Division in the months to come, involving a restructuring of the program’s governance alongside the challenges of implementation, risk management, and the restructuring of departments and program resources.</li>

<h4>Your mission</h4>
<p>Under the responsibility of the HI’s Emergency Manager, the Country Director contributes within his/her geographical area to the implementation of the mandate and the Strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Program, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization.</p>
<p>In line with the current project objectives, the Country Director will lead successful program management. He/she will ensure sound monitoring of the project in line with the expected outcomes of the project.</p>
<p>The Country Director is the legal representative of the overall HI’s Palestine response internally and externally and promotes a high reputation and positive image of HI’s Palestine Program.</p>
<p>The Country Director deploys HI’s full mandate and Strategy in his/her geographical area, with operational partners, institutions and/or donors.</p>
<p>In his/her geographical area, he/she ensures compliance with his/her budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.).</p>

<p>La Near East Foundation (NEF) est une organisation internationale à but non lucratif qui œuvre depuis plus de 100 ans à la construction de communautés plus durables, plus prospères et plus inclusives au Moyen-Orient et en Afrique. La NEF opère par l'intermédiaire de bureaux nationaux et de partenaires locaux dans dix pays : Arménie, Irak, Jordanie, Liban, Mali, Maroc, Palestine, Soudan, Sud-Soudan et Syrie. <p>Au Maroc, la société civile est dynamique, florissante et engagée, et connaît aujourd’hui un essor remarquable, aussi bien en milieu urbain que rural. La Constitution de 2011 a reconnu explicitement l’action des organisations de la société civile (OSC) comme un levier de démocratie participative, ouvrant la voie à une série d’initiatives structurantes telles que l’Initiative Nationale pour le Développement Humain (INDH), l’adoption de la loi 15-18 sur les Plateformes de Financement Participatif ou encore la stratégie NASSIJ 2022-2026, qui vise à moderniser le cadre de gouvernance, de financement et de concertation des OSC, notamment grâce à la mise en place d’outils numériques comme la plateforme nationale des associations.</p><br>
<p>Cependant, malgré cette dynamique, les OSC — en particulier les petites associations de proximité — restent confrontées à de fortes fragilités : manque de ressources financières pérennes, accès inéquitable aux financements publics, capacités organisationnelles limitées, forte dépendance aux bailleurs et environnement fiscal et réglementaire contraignant. Cette précarité limite leur autonomie et les pousse parfois à s’éloigner de leur mission.</p><br>
<p>Dans un contexte d’inégalités territoriales et sociales marquées, les OSC jouent souvent un rôle substitutif des services publics auprès des populations marginalisées, ce qui freine leur professionnalisation et leur positionnement comme actrices du changement. Malgré la raréfaction des financements qui les pousse à innover, peu d’OSC investissent encore dans des AGR ou dans des cadres de concertation intersectoriels pourtant essentiels à leur viabilité et à leur impact.</p><br>
<p>Grâce à <em>CAP+</em>, NEF – en partenariat avec l’UE et l’Association Marocaine de Solidarité et de Développement (AMSED) – soutiendra directement les OSC en renforçant leurs capacités, en leur fournissant un cadre de développement et d’incubation, des financements de démarrage, et un suivi personnalisé. <p class="MsoBodyText" >The Reconstructive Surgery Hospital provides specialized surgical and rehabilitation care, with an average of 550 admissions and over 1,000 surgeries annually. The facility has 72 surgical beds and 126 rehabilitation beds, as well as two operating theatres dedicated to orthopedic, maxillofacial, and plastic reconstructive surgeries. The hospital also includes an outpatient department (OPD) providing an average of 550 consultations per month, physiotherapy and psychosocial support services, and Antimicrobial Resistance (AMR) activities, including Antimicrobial Stewardship, Infection Prevention and Control (IPC), and a microbiology laboratory.</p>

<p class="MsoBodyText" >To provide specialized dental and prosthodontic care to specific selected SRH patients and caretakers according to adapted and updated medical and surgical knowledge, MSF protocols, values and universal hygiene standards to improve their health conditions.</p>

<h3><strong >Maxillofacial Surgical assistant (70%):</strong></h3>
<p>By assisting the maxillofacial surgeon in the provision of specialized care in the OPD, IPD and OT, assure the continuity of care for maxillofacial patients. Coordinate with other teams (nursing, medical and surgical), to ensure patients’ safety and close follow up of their evolution, with emphasis on longer length of stay (LOS) patients as per hospital criteria. Assure accurate documentation of patient’s initial surgical assessment, OPD surgical progress notes, orders and discharge (TRM), including the external services (e.g., OPG panoramic x-ray, MRI, CT scan, and prosthetic eye), and external referrals.</p>
<p><strong>OPD:</strong></p>
<ul>
<li>Follow up each MF patient’s treatment plan and outcome. Explain to the patient the surgical plan, the type of operations to be done, the schedule, and collect his/her consent.</li>
<li>Leads the maxillofacial OPD clinic when the surgeon is missing.</li>
<li>Under the supervision of the of the maxillofacial surgeon, communicates with the RSH team the identified needs for MF patients on dressing, physiotherapy, mental health, and refers patient to medical specialist or other practitioners / specialty when necessary.</li>
</ul>
<p><strong>OT:</strong></p>
<ul>
<li>Ensures proper preparation of patients before the surgery, verify the OT schedule and the patients order on the operating list, and keeps the register updated.</li>
<li>Verifies of special equipment and material are available before the surgery, reports on any broken or malfunctioning equipment.</li>
<li>Assists the maxillofacial surgeon on all surgeries, does, directs or supervises the dressings after surgical procedure</li>
<li>Monitors the application of hygiene protocols in OT (decontamination, sterilization, cleaning, etc).</li>
<li>Follows MSF Infection Control guidelines and participate in surgical sampling in OT in coordination with microbiology lab team.</li>
</ul>
<p><strong>Ward</strong></p>
<ul>
<li>Participates in maxillofacial surgical rounds with the medical and nursing teams. Leads the maxillofacial round when the surgeon is missing.</li>
<li>Immediate post-operative evaluation and follow-up by visiting the patients on days 0,1,2,3, ensuring quality of care, and handover to the medical team</li>
<li>Answers any surgical-related issues and complaints in the ward, under surgeons’ supervision, participates, and communicates with the nursing team on the needed dressing.</li>
<li>Communicate with the physical therapy department about the physiotherapy need, under the supervision of the maxillofacial surgeon.</li>
<li>Organizes patient discharge from surgical ward to the RC/hotel with clear EMR written recommendations and instructions for OPD staff.</li>
</ul>
<h3 ><strong >Specialized Dentist (30%):</strong></h3>
<ul>
<li><strong>Participation in the validation committee</strong>: In coordination with the maxillofacial surgeon and according to admission criteria, selects patients in need of dental care from the files received from Medical Liaison Officers, set the treatment plan, surgery complexity, and length of stay needed.</li>
<li><strong>OPD</strong>: runs the dental clinics for patients and caretakers, twice per week.</li>
<li><strong>Dental room and OT</strong>: perform dental procedures according to the internal policy of RSH.</li>
<li><strong>External referrals</strong>: Responsible for the accurate and close follow up of the patients and treatment plan of the external oral surgeon, including EMR documentation of the final medical report.</li>
<li><strong>Follow up meeting </strong>provides regular and clear updates on the patients referred regarding the procedure needed, technical update, needed time for the procedure, and reports any difficulties or missing sessions.</li>
<li><strong>Reporting</strong>: responsible for elaborating a monthly report summarizing the dental activities focusing on number of dental appointments, dental procedures specifying different types, number of patients referred to the external dentist, and number of active patients under the care of the external dentist.</li>

<h3><strong><u>Other duties:</u></strong></h3>

<li>Coordinates with all medical and nursing teams (including Physiotherapy and Antibiotic stewardship) on patients’ treatment plan.</li>

Org. Setting and Reporting<br>The position is located in the Office of the Special Envoy of the Secretary General for Yemen (OSESGY). The incumbent will be based in Amman, Jordan and will report to the Chief of Unit, Procurement.<br> Responsibilities<br>Within the limits of delegated authority, the Contracts Management Officer will be responsible for performing the following duties: • Plans and manages all contractual aspects of a procurement project; • Establishes and maintain work programme and schedules for on-going contracts and newly planned ones. • Maintains effective relations with contractors and service providers. • Supports the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management; • Supports the procurement process including providing input to statement of works/requirements (including articulation of performance standards and Key Performance Indicators), assist in the development of technical evaluation criteria and guidance during contract drafting. • Develops a quality assurance plan to provide a systematic method to evaluate services and products. • Participates in the development of contract risk assessments and risk management plans, including mitigating measures; • Develops contract compliance checklists and implementation plans. • Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations. • Oversees the adherence to contractual agreements for material, equipment and production costs, performance requirements and delivery schedules by periodic and ad hoc checks.
