<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >Project Context These ToR are developed within the framework of the program (hereinafter the Convenio) entitled "Strengthened the active participation of women (Jordanians, Syrian Refugees, Youth and Women with Disabilities - WwD) with a comprehensive approach to rights in Jordan", funded by the Spanish Cooperation AECID and the Barcelona City Council. Alianza por la Solidaridad is part of a consortium formed by three Spanish NGOs (Alianza, MPDL and NOVACT), of which Movement for Peace MPDL is the lead organization for this intervention, along with the local partners: Be Positive; Community Based Rehabilitation Center (CBR); I Dare; and Housewives Association (HSF). The direct local partner of Alianza is HSF. This Convenio will last until early 2027. Its general objective is to Contribute to a life free of violence for women, preventing economic, gender, community and digital violence and it includes 3 specific objectives: - SO1 : Promote the sustainable and inclusive economic empowerment of Jordanian and refugee women, with special attention to young women and women with disabilities. - SO2 : Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman. - SO3 : Strengthen the leadership of Jordanian and refugee women, paying special attention to young women and/or women with disabilities, in peace building, preventing violent conflicts and promoting resilience in their communities. Alianza is coordinating the implementation of SO2, in which these ToR are framed.</span></p><p>Project Objectives Specific Objective 2: Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman, will be achieved through the following outcomes: - SO2. O1. Women and WwD (Jordanians and refugees) surviving or at risk of GBV have access to prevention, detection, care and referral services with high quality standards. - SO2. O2. Strengthened the favorable environment at the community level for the prevention and detection of gender violence and the promotion of women's rights, from the female leadership. - SO2. O3. Reinforced the joint strategy of partner organizations to guarantee the protection and empowerment of women and WwD (Jordanians and refugees) from a comprehensive perspective. These ToR are mainly related to Outcome 2 of Specific Objective 2, more specifically with the activity A2.2.4 Piloting and development of a protection kit to avoid potential negative impacts on women's security derived from their economic empowerment . The goal of this activity is to develop and disseminate a set of tools grounded in experience to serve as a guide for any organization seeking to launch economic empowerment programs, ensuring protection and an approach based on the principle of do no harm .</p><p>CONSULTANCY Summary of the Process The consultant (or consultancy group) will conduct an analysis of various economic empowerment initiatives carried out both within and outside the project consortium to identify key aspects and best or worst practices related to the risks faced by women participating in these programs and their protection. Based on this analysis and knowledge of the sector, the consultant will develop intervention guidelines for organizations working on women s economic empowerment (entrepreneurship/self-employment or employment) that will ensure potential risks are taken into account and prevent unintended consequences in terms of protection against violence and discrimination.</p><p>Objective and Outputs of the Consultancy The project aims to develop comprehensive, practical, and useful guidelines or a toolkit to ensure the protection against and prevention of gender-based violence at all stages of economic empowerment programs. This toolkit will serve as a reference for any stakeholder (community organizations, NGOs, public institutions) that implements economic empowerment programs for vulnerable women or intends to do so in the future. Prior to this, the consultant will analyze real-world cases carried out by partners in order to better understand the challenges, main obstacles, and risks related to the protection of women and the prevention of gender-based violence in this type of interventions. The specific expected outputs are as follows: • Conduct a thorough analysis of current/recent experiences of economic empowerment initiatives for women, identifying: practices that entail or might entail risks of GBV or any other protection risk; short-term impact of the initiatives on (risk of) GBV by women participants; solutions/recommendations to bridge these gaps; good practices implemented to ensure protection and/or avoid (further) GBV and discrimination throughout the program cycle, especially for those women already at risk. • Develop a comprehensive and user-friendly toolkit to ensure protection for women in economic empowerment programs, especially those addressed to vulnerable women. The toolkit must cover the whole program cycle, addressing at the very least: Design, planning, implementation, monitoring, evaluation. • Train Alianza-AA staff, partners and other relevant stakeholders in understanding and using these guidelines/toolkit. All the process will be guided by the following principles: • Human rights-based approach (HRBA) , ensuring a thorough analysis of the root causes of protection risks and treating participant women as right-holders. • Survivor-centered approach, that will guide the consultants in their engagement with persons who have experienced GBV or may be at risk of it. This principle will also be integrated in the contents of the toolkit. • Intersectionality. The process and the developed tools will account for and be responsive to the different rights, needs and risks attached to different sources of vulnerability added to gender discrimination such as age, disability, sexual orientation, religion, ethnicity, etc. • Do no harm. The concept of do no harm means that humanitarian organizations must strive to minimize the harm they may inadvertently be doing by being present and providing assistance. Such unintended negative consequences may be wide-ranging and extremely complex. <strong>Background </strong></p>
<p>Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice and Gender Justice.</p>
<p>As part of the <strong>SPRING Project</strong>, Oxfam and partners are conducting a baseline assessment to strengthen protection systems, improve access to integrated services, and promote community participation. Volunteer enumerators will play a key role in collecting household survey data and supporting FGDs across target governorates.</p>

<p><strong>Scope of SERVICES</strong></p>
<p>The volunteers will directly support the <strong>MEAL teams and partners</strong> in conducting baseline data collection. Work will be coordinated from the Amman office with field visits to <strong>Amman, Zarqa, Ramtha, and Mafraq</strong>.</p>
<p>Specific tasks include:</p>

<li>Support facilitation of FGDs (note-taking, logistics, participant engagement).</li>

PROJECT DESCRIPTION: The Nurturing, Advancing and Sustaining High-potential Women-led Microenterprises through Innovations Accelerating growth in Jordan (NASHMIA) project is a five-year initiative which supports economic wellbeing for women and female youth in Jordan, particularly refugees and those living with disabilities. NASHMIA will enhance the capacities of ecosystem actors to drive competitiveness and sustainability of women-led climate businesses, as well as reducing gender specific barriers to women s climate entrepreneurship and participation in the green economy. The Project will strengthen the capacity of Jordanian intermediary organizations through training, technical assistance, and ecosystem support to enhance their delivery of finance, business development, networking, co-working spaces, and integrated services for an estimated 3,000 women climate entrepreneurs in Balqa, Mafraq, Ajloun, Jerash, Karak, and Ma an regions of Jordan. The project is designed to align with Jordan s national priorities for climate resilience, green growth, and green job creation and facilitate transition to a low-carbon and climate resilient economy. The project offers significant opportunities for positive environmental impact as it will support climate friendly enterprise growth, raise awareness about environmental sustainability among project participants and partners, promote the development of green skills among women entrepreneurs, and support key actors to strengthen the policies, programs, and services that enable the development of environmentally responsible climate MSMEs. RESPONSIBILITIES: The Monitoring, Evaluation, Research and Learning (MERL) Officer will provide leadership on MERL activities and ensure quality oversight in order to meet project obligations and donor requirements. The MERL Officer is expected to provide technical expertise to ensure efficient, effective and timely planning and execution of the various project MERL processes and activities. <p>In the context of the evolving situation in Syria, discussions around voluntary return among Syrian refugee families in Jordan have increased significantly. As intentions to return continue to emerge, there is a critical need to better understand children's perspectives, priorities, and concerns regarding the possibility of returning to Syria. While return-related assessments often focus on household-level decision-making, children's views remain underrepresented despite the profound impact that return may have on their protection, wellbeing, education, social connections, and future opportunities.</p>
<p><strong>The Children’s Voices for Return </strong>Study aims to generate evidence on Syrian refugee children's perceptions, intentions, and concerns related to voluntary return through an innovative participatory qualitative methodology. The findings will inform the design and strategic direction of the Coaching for Life (CfL) Programme, support sustainability planning, and identify appropriate support mechanisms for children who may return to Syria. In addition, the study will contribute to child-sensitive return and reintegration planning at both national and regional levels, while aligning with Save the Children Jordan’s commitment to ensuring that children's voices are meaningfully reflected in decisions and policies that affect their lives<em>.</em></p>

<p>In the context of the evolving situation in Syria, discussions around voluntary return among Syrian refugee families in Jordan have increased significantly. As intentions to return continue to emerge, there is a critical need to better understand children's perspectives, priorities, and concerns regarding the possibility of returning to Syria. While return-related assessments often focus on household-level decision-making, children's views remain underrepresented despite the profound impact that return may have on their protection, wellbeing, education, social connections, and future opportunities.</p>
<p><strong>The Children’s Voices for Return </strong>Study aims to generate evidence on Syrian refugee children's perceptions, intentions, and concerns related to voluntary return through an innovative participatory qualitative methodology. The findings will inform the design and strategic direction of the Coaching for Life (CfL) Programme, support sustainability planning, and identify appropriate support mechanisms for children who may return to Syria. In addition, the study will contribute to child-sensitive return and reintegration planning at both national and regional levels, while aligning with Save the Children Jordan’s commitment to ensuring that children's voices are meaningfully reflected in decisions and policies that affect their lives<em>.</em></p>

<h3><strong >Maxillofacial Surgical assistant (70%):</strong></h3>
<p>By assisting the maxillofacial surgeon in the provision of specialized care in the OPD, IPD and OT, assure the continuity of care for maxillofacial patients. Coordinate with other teams (nursing, medical and surgical), to ensure patients’ safety and close follow up of their evolution, with emphasis on longer length of stay (LOS) patients as per hospital criteria. Assure accurate documentation of patient’s initial surgical assessment, OPD surgical progress notes, orders and discharge (TRM), including the external services (e.g., OPG panoramic x-ray, MRI, CT scan, and prosthetic eye), and external referrals.</p>
<p><strong>OPD:</strong></p>

<li>Follow up each MF patient’s treatment plan and outcome. Explain to the patient the surgical plan, the type of operations to be done, the schedule, and collect his/her consent.</li>
<li>Leads the maxillofacial OPD clinic when the surgeon is missing.</li>
<li>Under the supervision of the of the maxillofacial surgeon, communicates with the RSH team the identified needs for MF patients on dressing, physiotherapy, mental health, and refers patient to medical specialist or other practitioners / specialty when necessary.</li>

<li>Ensures proper preparation of patients before the surgery, verify the OT schedule and the patients order on the operating list, and keeps the register updated.</li>

<li>Immediate post-operative evaluation and follow-up by visiting the patients on days 0,1,2,3, ensuring quality of care, and handover to the medical team</li>
<li>Answers any surgical-related issues and complaints in the ward, under surgeons’ supervision, participates, and communicates with the nursing team on the needed dressing.</li>
<li>Communicate with the physical therapy department about the physiotherapy need, under the supervision of the maxillofacial surgeon.</li>
<li>Organizes patient discharge from surgical ward to the RC/hotel with clear EMR written recommendations and instructions for OPD staff.</li>

<h3 ><strong >Specialized Dentist (30%):</strong></h3>

<li><strong>Participation in the validation committee</strong>: In coordination with the maxillofacial surgeon and according to admission criteria, selects patients in need of dental care from the files received from Medical Liaison Officers, set the treatment plan, surgery complexity, and length of stay needed.</li>
<li><strong>OPD</strong>: runs the dental clinics for patients and caretakers, twice per week.</li>
<li><strong>Dental room and OT</strong>: perform dental procedures according to the internal policy of RSH.</li>
<li><strong>External referrals</strong>: Responsible for the accurate and close follow up of the patients and treatment plan of the external oral surgeon, including EMR documentation of the final medical report.</li>

<li><strong>Reporting</strong>: responsible for elaborating a monthly report summarizing the dental activities focusing on number of dental appointments, dental procedures specifying different types, number of patients referred to the external dentist, and number of active patients under the care of the external dentist.</li>

Setting and Reporting<br>In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country.
