<p>Assists with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for IOM premises in all sites and other donor security requirements for relevant programmes. Result of Service<br>Monthly progress report for the outputs<br> Work Location<br>UNRWA HQ Amman<br> Expected duration<br>6 Months<br> Duties and Responsibilities<br>1.Background The Central Support Services Division (CSSD) is responsible for providing integrated facilities management, infrastructure services, administrative systems, and sustainability support across UNRWA Headquarters in Amman. CSSD is currently implementing agency-wide improvements in facilities management efficiency, sustainable procurement, and environmental sustainability, including the Sustainable Management and Resource Efficient Transformation (SMART) Project. The incumbent will provide senior technical and coordination support to CSSD in strengthening integrated facilities management systems, infrastructure planning, and sustainability initiatives. 2.Objectives: This consultancy aims to provide CSSD with senior technical and coordination support in facilities and infrastructure management; coordination of construction, renovation, and capital works; integration of sustainable procurement and environmental sustainability practices; support for energy, utilities, and emissions reporting; monitoring of contracts, SLAs, and service delivery; implementation support for the SMART Project; and improvement of procedures and operations. 3.Functional Title, Duty Station, Duration, Project (if applicable) Senior Facilities Management, Infrastructure & Sustainability Consultant -Local-Grade 16, HQA, 6 months with the possibility of further extension. 4.Scope of work The Consultant will be responsible for activities described below and to assist the …. Specific Outputs/Tasks include but not limited to: Duties Responsibilities, impact, and work relationships of the post: Facilities and Infrastructure Management The Consultant will coordinate CSSD facilities management operations and infrastructure-related activities, support the planning and delivery of renovation, refurbishment, and capital works projects, promote lifecycle asset management principles, assist in updating facilities management procedures, SOPs, and technical guidelines, and recommend measures to improve the efficiency of facilities services. Project Coordination and Technical Support The Consultant will coordinate infrastructure and renovation projects through all implementation phases, provide technical input for the planning, implementation, and monitoring of capital works, monitor compliance with technical standards, timelines, and quality requirements, identify risks and report on project progress and challenges, and liaise with contractors and stakeholders to help resolve project-related issues. Sustainable Procurement and Environmental Sustainability (SMART Project) The Consultant will support implementation of the SMART Project within CSSD functions, integrate sustainability principles into procurement and administrative processes, contribute to sustainable procurement initiatives and awareness activities, support the collection and reporting of energy, utilities, and emissions data, advance efficiency measures and environmentally sustainable practices, and assist in implementing environmental action plans and related reporting. Contract and Service Monitoring The Consultant will monitor facilities management service contracts and SLAs, review procurement specifications and service requirements, follow up on contractor and service provider performance issues, support compliance with agreed service standards, and document service delivery performance. Institutional Coordination and Reporting The Consultant will coordinate with CSSD units and internal stakeholders on facilities and sustainability matters, prepare reports, updates, and analytical summaries for management, support operational improvements and updates to procedures, and facilitate knowledge sharing and internal coordination on sustainability initiatives. Presence at the duty station is required. The nature of the assignment requires the incumbent to perform the duties on site, with regular site visits, inspections, coordination, and oversight. Remote working or working from home is not suitable for this assignment. 5.Deadlines and Fee Schedule Output: Monthly progress report for the outputs Deadline: By the end of each month Payment Date: JOD 1,190.44 Including 8.33% Indemnity<br> Qualifications/special skills<br>6.Qualification Requirements Academic and Professional qualifications (as applicable) Academic Qualifications: Minimum of a bachelor's degree from a recognized university in a field relevant to the scope of work, such as: Facilities Management, Civil Engineering, Environmental Management, or another related discipline. Experience: A minimum of Six years of progressively responsible experience is required in areas directly related to the scope of work, including facilities management, infrastructure coordination, construction or renovation project support, sustainable procurement, environmental sustainability, and contract or service monitoring. Experience with international organizations is considered an asset, and knowledge of the host country’s business environment, relevant laws, regulations, and practices is desirable. Technical Skills: • Sound knowledge of facilities management, infrastructure coordination, construction methods, health and safety requirements, and quality assurance practices. • Ability to review and interpret technical drawings, specifications, construction plans, procurement requirements, and service standards. • Strong skills in project coordination, monitoring, reporting, stakeholder follow-up, and contractor performance review. • Understanding of sustainable procurement principles, environmental sustainability practices, and energy, utilities, and emissions reporting. • Ability to support the development and update of SOPs, procedures, technical guidelines, and analytical reports. Reporting and administration The incumbent reports to will report to the Head of Administrative Services Section and will be based within Administrative Services Section of the Central Support Services Division, HQ, Amman. The incumbent provides senior technical support and coordination across CSSD functions, working closely with facilities management, procurement, and sustainability focal points. 7.Schedule: Full time 8.
