Through its portfolio of climate change, energy, biodiversity, water resources management, circular economy, waste management, disaster risk reduction, and environmental governance initiatives, the Pillar works closely with national institutions, development partners, civil society, and local stakeholders to strengthen institutional capacities, mobilize climate finance, and promote sustainable development in line with national priorities and the Sustainable Development Goals (SDGs).</p><br> <p>The Climate and Energy Pillar manages an integrated portfolio of projects providing technical assistance, policy support, institutional strengthening, knowledge generation, and strategic partnerships across multiple thematic areas, including climate adaptation and mitigation, biodiversity conservation, sustainable land management, renewable energy, water governance, and green growth.</p><br> <p>Jordan is among the world's most water-scarce countries and is increasingly affected by climate change through rising temperatures, prolonged droughts, changing rainfall patterns, and growing pressure on limited water resources. These challenges significantly affect agricultural productivity, rural livelihoods, food security, and sustainable management of natural resources.</p><br> <p>The Building Resilience to Cope with Climate Change in Jordan through Improving Water Use Efficiency in the Agriculture Sector (BRCCJ) Project is a seven-year initiative implemented in the Dead Sea Basin across Karak, Madaba, Tafileh, and Ma'an Governorates. The project is jointly implemented by UNDP, FAO, the Ministry of Environment, the Ministry of Agriculture, and the Ministry of Water and Irrigation to enhance climate resilience through improved water management, sustainable agricultural practices, and strengthened institutional capacities.</p><br> <p>UNDP Jordan seeks to recruit a Project Officer to support the effective implementation and day-to-day coordination of project activities. Under the overall supervision of the Programme Analyst, the Project Officer will contribute to the timely delivery of project outputs by coordinating implementation activities with the Project Management Unit (PMU), implementing partners, consultants, contractors, and relevant stakeholders, while ensuring compliance with approved workplans, donor requirements, and applicable UNDP rules, regulations, policies, and procedures.</p><br> <p>The Project Officer will work closely with the PMU and implementing partners to facilitate implementation, monitor progress, support reporting, coordinate project activities, and contribute to achieving the project's intended outcomes.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The Project Officer will support the effective implementation of project activities under the overall guidance of the Programme Analyst by performing the following functions:</p><br> <ul> <li>Support implementation of project results. </li> <li>Support project reporting, monitoring, and evaluation. </li> <li>Facilitate partnerships and coordination with internal and external stakeholders. </li> <li>Contribute to knowledge management and learning. </li> <li>Perform other project-related duties as assigned by the supervisor.</li> </ul> <ol> <li><strong><u>Support Implementation of Project Results:</u></strong></li> </ol> <p>The Project Officer will:</p><br> <ul> <li>Coordinate and support the day-to-day implementation of project activities in accordance with approved workplans, project documents, budgets, and implementation schedules. </li> <li>Coordinate closely with the Project Management Unit (PMU), FAO, the Ministry of Water and Irrigation, the Ministry of Agriculture, the Ministry of Environment, and other implementing partners to ensure timely implementation of project activities. </li> <li>Monitor implementation progress against approved outputs, milestones, and quality standards, identifying implementation issues and proposing corrective actions where appropriate. </li> <li>Support implementation of project activities in compliance with UNDP policies, procedures, financial regulations, procurement requirements, and donor agreements. </li> <li>Support preparation of annual and quarterly workplans, procurement plans, implementation schedules, and activity plans. </li> <li>Contribute to preparation of Terms of Reference, technical specifications, procurement documentation, and other implementation documents required for project delivery. </li> <li>Monitor implementation of consultancy assignments and service contracts by reviewing deliverables, monitoring progress, and providing technical feedback in coordination with the Programme Analyst. </li> <li>Provide day-to-day technical guidance and coordination to project consultants, contractors, interns, and service providers assigned to project activities, ensuring timely completion of agreed deliverables. </li> <li>Facilitate coordination among implementing partners to ensure effective implementation and alignment of project interventions. </li> <li>Monitor implementation of project expenditures against approved workplans and budgets and contribute to financial planning and reporting in accordance with UNDP financial procedures. </li> <li>Support preparation of financial forecasts, budget revisions, expenditure monitoring, and funding requests as required. </li> <li>Maintain accurate project documentation and records in accordance with UNDP corporate requirements. </li> <li>Contribute to preparation for project reviews, audits, monitoring missions, and evaluation exercises by ensuring timely availability of supporting documentation and required information. </li> <li>Participate in project meetings, technical working groups, steering committee meetings, donor meetings, and coordination forums as requested. </li> <li>Support implementation of results-based management approaches throughout project implementation. </li> </ul> <p><strong><u>2. Support Reporting, Monitoring and Evaluation:</u></strong></p><br> <p>The Project Officer will contribute to effective project monitoring, reporting, and adaptive management by:</p><br> <ul> <li>Monitor implementation progress against approved workplans, outputs, indicators, and implementation schedules, and identify issues requiring timely follow-up. </li> <li>Support the implementation of monitoring and evaluation activities in accordance with project documents, donor requirements, and UNDP corporate policies and procedures. </li> <li>Monitor project implementation risks, maintain the project risk log, and promptly escalate emerging risks and issues to the Programme Analyst and the Project Management Unit (PMU) for appropriate action. </li> <li>Contribute to the preparation of periodic project progress reports, including updates on implementation progress, expenditures, risks, issues, lessons learned, and achievement of project outputs. </li> <li>Support the timely preparation and submission of technical, operational, and donor reports, ensuring the accuracy and completeness of project information. </li> <li>Compile, analyze, and maintain project implementation data to facilitate evidence-based planning, reporting, and decision-making. </li> <li>Support monitoring of project expenditures and implementation progress to ensure consistency with approved workplans and budgets. </li> <li>Prepare presentations, briefing notes, technical summaries, and background documentation for project meetings, donor consultations, steering committee meetings, missions, and other coordination forums, as required. </li> <li>Coordinate and participate in field missions to monitor project implementation, verify progress, collect technical information, engage with beneficiaries and local stakeholders, and document implementation results. </li> <li>Support project evaluations, reviews, audits, monitoring missions, and quality assurance exercises by coordinating the collection of supporting documentation and responding to information requests. </li> <li>Contribute to identifying implementation challenges and recommend practical solutions to improve project delivery, efficiency, and achievement of results. </li> </ul> <p><strong><u>3. Liaison Partnerships, Liaison and Coordination:</u></strong></p><br> <p>The Project Officer will facilitate effective collaboration with project stakeholders by:</p><br> <ul> <li>Maintain effective working relationships with government counterparts, implementing partners, development partners, civil society organizations, academic institutions, and private sector stakeholders involved in project implementation. </li> <li>Coordinate regularly with the Project Management Unit (PMU), FAO, the Ministry of Agriculture, the Ministry of Water and Irrigation, the Ministry of Environment, and other implementing partners to facilitate the timely implementation of project activities. </li> <li>Support coordination among project partners to ensure effective communication, complementarity of interventions, and alignment with approved project objectives. </li> <li>Facilitate the organization of coordination meetings, technical workshops, consultations, steering committee meetings, and stakeholder engagement events. </li> <li>Support implementation of project communication, outreach, and stakeholder engagement activities in collaboration with project partners. </li> <li>Contribute to maintaining effective collaboration with donor partners by supporting the preparation of technical information, progress updates, and briefing materials, as required. </li> <li>Support coordination with other UNDP programmes and projects to promote synergies, knowledge sharing, and integrated implementation across the Climate and Energy portfolio. </li> <li>Facilitate communication and information exchange among implementing partners and stakeholders to support timely decision-making and efficient implementation. </li> <li>Participate in technical meetings, conferences, working groups, and coordination forums related to the project, as requested by the supervisor. </li> <li>Support the identification of opportunities to strengthen partnerships and enhance collaboration in support of project implementation and sustainability. </li> </ul> <p><strong><u>4. Any Other Duties</u></strong></p><br> <p>The Project Officer will:</p><br> <ul> <li>Contribute to the preparation of concept notes, technical inputs, and background information to support resource mobilization initiatives within the Climate and Energy Pillar, as requested. </li> <li>Participate in technical meetings, consultations, workshops, and missions relevant to the Climate and Energy portfolio, as assigned by the supervisor. </li> <li>Perform other project-related duties that are consistent with the level and scope of the position and reasonably assigned by the Programme Analyst.</li> </ul> <p><strong>Institutional Arrangement:</strong></p><br> <p>The Project Officer will be based at the UNDP Jordan Country Office in Amman and will report directly to the Programme Analyst.</p><br> <p>Under the overall supervision of the Programme Analyst, the incumbent will support the implementation and coordination of project activities in close collaboration with the Project Management Unit (PMU), implementing partners, consultants, contractors, and relevant stakeholders.</p><br> <p>The Project Officer will provide day-to-day technical coordination and guidance to project consultants, contractors, interns, and service providers assigned to project activities, including monitoring workplans, reviewing technical deliverables, facilitating coordination, and reporting implementation progress to the supervisor. Org. Setting and Reporting<br>The position is located in the Procurement Unit of the Mission Support Component of OSESGY. The incumbent will be based in Amman, Jordan and will report to the Chief of Unit, Procurement.<br> Responsibilities<br>The Procurement Assistant assists in the implementation of effective and efficient management and delivery of procurement of goods and services and sale activities required by the mission to fulfil its mandate and carry out the procurement work in an effective, efficient, economical and timely manner. Within the limits of delegated authority, the incumbent will be responsible for performing the following duties: • Provides procurement, logistical and administrative support to a team of Procurement Officers in the acquisition of a wide variety of goods and services. • Reviews, records and prioritizes purchasing requests and obtains additional information/documentation as required; determines the availability of vendors and funding sources. • Monitors status of existing requisitions, maintains contact with suppliers to ensure timely delivery of goods and services, coordinates shipment of goods/commodities/equipment to HQ and field missions, verifies receipt and inspection of deliverables and accurately reports, as and if required. • Produces tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of requirements and cost of procurement involved. • Prepares abstracts of offers and compiles data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance of Procurement Officers. • Finalizes purchase orders and contracts for approval by the Procurement Officer; if required, prepares submission to the Contracts Committee for review and subsequent approval by the authorized official. • Assists relevant officers in more complex, higher value purchasing operations; coordinates distribution of pertinent documents to concerned parties, ensures appropriate follow-up action, etc. • Maintains relevant internal databases and files; keeps track of any contractual agreements, systems contracts, etc. and informs affected users of contractual rights and obligations. • Researches, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as obtain specifications for new products and equipment on the market. • Drafts routine correspondence. • Performs other duties as assigned.<br> Competencies<br>Professionalism: Extensive knowledge of all purchasing and accounting techniques.
